As this special feature has been fully treated of by other writers, it need here only be remarked that the Mosaic legislation by no means - as it has been falsely asserted - contemplated a hierarchy. In fact, not only was the tribe of Levi so circumscribed in position that it was utterly impossible for it to arrogate to itself power over the other tribes, but from the time of Moses to that of the Maccabees only one priest, Samuel, is found ruling the Israelites. Israel has no constitution, and though it calls itself the Jewish state there is no agreement among Israelis on how that fact should be reflected in the government's laws or by its courts. Since the 1990s a number of civil society groups and legislators have drafted constitutions and proposed Basic Laws with constitutional standing that would clarify what it means for Israel to be a "Jewish and democratic state."
