On the one hand, Kurds have become victims of a united Iraqi state and to Iraq's nation-building endeavours. On the other hand, the Kurds' quest for nationhood is a source of anomalies in the Iraqi situation. Whilst recognition and legitimisation of the Kurdish quest would lead to the risk of dismembering Iraq, at the same time, unrecognised Kurdish status undermines both Iraq's stability and its status as a functional nation-state. Between 1991 and 2003, Iraqi Kurdistan was largely cut off from the rest of Iraq, and enjoyed a semi-state existence, referred to as the Kurdistan Regional Government (KRG).The Kurds have rejoined Iraq following the collapse of Saddam Hussein's regime in early 2003. This was followed by a constitutional arrangement for a federal system to transform the de facto Kurdish state into an autonomous region of Iraq.

Book excerpt: The Kurdish-Iraqi conflict lies in the fact that Kurdistan is a nation-without-a-state and Iraq is a non-nation state, each possessing a nationhood project differing from and opposing the other. Iraqi-Kurdistan is an outward looking entity seeking external patronage. Though external patronage has played a pivotal role in the evolution of the Kurdish quasi-state, a lack of positive patronage has prevented it from achieving independence. This book looks at how the Kurdish and Iraqi quests for nationhood have led to the transformation of Iraqi Kurdistan into an unrecognised quasi-state, and the devolution of the Iraqi state into a recognised quasi-state. This is done by examining the protracted Iraqi-Kurdish conflict and by analysing the contradictions and incompatibilities between the two different nationalisms: Iraqi and Kurdish. The author explains that Kurds as a nation without a state have their own nationhood project which is in opposition to the Iraqi nationhood project. Each has its own identity, loyalty and sovereignty. The book answers the question as to how the Kurdish quest for nationhood has been treated by successive Iraqi regimes. Furthermore, it fills in the literary gaps which exist in relation to the Iraqi-Kurdish conflict by specifying and categorising the cardinal conditions that drive ethnic and nationalist conflicts which lead to the creation of separatist entities. Drawing upon a vast amount of untapped Kurdish and Arabic primary sources, the book draws on prominent theories on nation-states and quasi-states. It will particularly appeal to students and scholars of international relations, political theory and Middle Eastern Studies.

The invading powers, the USA and UK, were obsessed with the removal of the regime of Saddam Hussein, which they regarded a clear danger and a serious threat to their strategies designs and in the region. To justify their atrocity, they trumped up a number of falsehoods and charges, such as the issue of WMD. Before that and over a period of 13 years, they had imposed unprecedented, fierce and relentless sanctions on the country. These sanctions not only impoverished and aggrieved the people of Iraq, but also instilled and deeply etched a sense of pessimistic impassivity among many Iraqis in that they felt no longer cared whatever the future might hold for them. The regime’s totalitarian nature also helped in creating this attitude. To add insult to injury, the provisional US-installed administration passed many resolutions which have had catastrophic consequences, such as the total dissolution of the security and armed forces and the de-baathification law. The hurriedly contrived new constitution confounded the situation even further and negatively impacted the integrity of the state. Exploiting the inconclusiveness and ambiguities contained in it, the Iraqi Kurdish Region became a de facto independent entity. In time, the central government became weaker than the regions. The hardest hit in this chaotic state of affairs was national unity. The sectarian and ethnic quota-based policies followed by the occupying forces and the expatriate Iraqis who came along with them dealt successive blows to the laws and institutions of the land which further disintegrated the Iraqi state. Iraq now is in dire need of national reconciliation programme aimed at re-uniting the people and the country.

Book excerpt: When the United States led the invasion of Iraq in March 2003, it expected to be able to establish a prosperous liberal democracy with an open economy that would serve as a key ally in the region. It sought to engage Iraqi society in ways that would defeat any challenge to that state building project and U.S. guidance of it. Eric Herring and Glen Rangwala argue that state building in Iraq has been crippled less by preexisting weaknesses in the Iraqi state, Iraqi sectarian divisions or U.S. policy mistakes than by the fact that the US has attempted-with only limited success-to control the parameters and outcome of that process. They explain that the very nature of U.S. state-building in Iraq has created incentives for unregulated local power struggles and patron-client relations. Corruption, smuggling, and violence have resulted. The main legacy of the US-led occupation, the authors contend, is that Iraq has become a fragmented state-that is, one in which actors dispute where overall political authority lies and in which there are no agreed procedures for resolving such disputes. As long as this is the case, the authority of the state will remain limited. Technocratic mechanisms such as training schemes for officials, political fixes such as elections, and the coercive tools of repression will not be able to overcome this situation. Placing the occupation within the context of regional, global, and U.S. politics, Herring and Rangwala demonstrate how the politics of co-option, coercion, and economic change have transformed the lives and allegiances of the Iraqi population. As uncertainty about the future of Iraq persists, this volume provides a much-needed analysis of the deeper forces that give meaning to the daily events in Iraq.
