It shall be the duty of the principal and assistants in each county high school to follow faithfully the course of study prescribed by the Superintendent of Education, in accordance with section 1866 of the Code. This course of study shall be a four year course and shall be based on an elementary course of seven grades or years. 7. If the county board of education deems it expedient to allow the seventh grade to be taught in the county high school building as a preparatory grade to the regular high school course, as outlined by the High School Commission, such may be done, provided all teachers of this grade are elected and their salaries fixed in the same manner as the county high school teachers, and the necessary funds required to maintain this grade, in the way of salaries, incidentals, etc., are provided for by the county board of education and other local authorities; and provided further, the teachers and pupils of this grade shall be under the direct supervision of the principal and governed in accordance with the rules and regulations made by the High School Commission. 8. The county high school shall begin its annual session at such date as may be fixed by the county board of education. 9. The session of the county high schools shall be nine scholastic months (thirty-six weeks). The session is divided into two terms of four and one-half months each, and at the end of each term a general written examination shall be given to the pupils on the branches studied during the preceding term. 10. The holder of an unexpired second grade certificate issued by the State Board of Examiners or a written statement from a teacher who holds a first grade certificate issued by the State Board of Examiners, stating that the holder has taken the elementary course of study as prescribed by the Department of Education in his or her school and has passed a satisfactory examination on these branches through the seventh grade, shall be entitled to entrance in the county high school without further examination. Every applicant who is not eligible to entrance without examination as stated in this rule shall be required by the principal and teachers of the county high school to stand a satisfactory written entrance examination on the branches included in the elementary course of seven years' work. Each applicant shall be required to make not less than 50 per cent. on each elementary branch and his general average shall be not less than 75 per cent. Though these are distributed among thirty-six counties, Anderson, Greenville, Orangeburg and Marion are the only counties qualifying for the full amount allowed by the High School Act. The Legislature, at its last session, raised the appropriation to $60,000.00, and this increase provides for the establishment of at least twenty-five additional high schools. In no case will the establishment of a high school be allowed to impair the efficiency of the common school. Under the amended Act of 1909, any village with less than four hundred population may establish a high school, if fifteen pupils are enrolled above the seventh grade. Every high school district must levy at least a two-mill tax for either high school or common school purposes. Special attention is called to Regulation No. 17 relative to high school salaries. In village and rural schools employing four teachers, one teacher will be allowed to divide time between high school and common school departments. State aid for the school year 1909-1910 will not be granted until each school has made application on the form prescribed by the State High School Board. The amount of State aid will, in each instance, be determined partly by enrollment and partly by the character of work done. Book excerpt: Excerpt from Report of Committee on the Junior High School, Presented to the High School Masters Club of Massachusetts, March 17, 1917 The Committee of the High School Masters' Club of Massachusetts, which was appointed at the annual meeting, February 20, 1915, to consider the subject of the Junior High School, hereby respectfully submits its report. The fact which has most of all impressed the committee in the course of its inquiry is the remarkable interest which is being shown in the junior high school movement in all parts of the country. There seems to be a widespread feeling that the organization has demonstrated its desirability and practicability. There are several reasons for the interest in this movement. For many years careful students of the American educational system have been expressing dissatisfaction with the work of the last two or three grades of the elementary school. By the end of the sixth grade, a normal pupil if he has been well taught has acquired the fundamentals of his education. He is in possession of the means of broadening his horizon and enlarging his powers by work in the great fields of human knowledge. He is in possession, or ought to be, of the common ideals and common knowledge which is essential for a reasonable adjustment to his environment. His further progress is, however, impeded in the upper grades in several ways. The first of these is the congestion of the school program by the introduction of many subjects which have been added in response to the enlarged social demands on the schools. These new subjects are generally of great value and with our complex civilization we cannot hope to return to the three "R's." The trouble has come through the frequent addition of new subjects without a corresponding and necessary elimination of useless material from the old subjects and through a failure to correlate properly the subjects of study. Another way in which the work of the upper grades has been rendered less profitable is by the amount of time given to useless reviews.
