By 1960, psychology had come to be dominated by behaviorism and learning theory, which emphasized the observable stimulus and response components of human and animal behavior while ignoring the cognitive processes that mediate the relationship between the stimulus and response. The cognitive phenomena occurring within the "black box" between stimulus and response were of little interest to behaviorists, as their mathematical models worked without them. In 1960, the book "Plans and the Structure of Behavior," authored by George A. Miller, Eugene Galanter, and Karl H. Pribram, was published. In this volume, Miller and his colleagues sought to unify the behaviorists' learning theory with a cognitive model of learned behavior. Whereas the behaviorists suggested that a simple reflex arc underlies the acquisition of the stimulus-response relationship, Miller and his colleagues proposed that "some mediating organization of experience is necessary" somewhere between the stimulus and response, in effect a cognitive process which must include monitoring devices that control the acquisition of the stimulus-response relationship. They named this fundamental unit of behavior the T.O.T.E. for "Test - Operate - Test - Exit."

One speculative outcome of the conference is that the columnar arrangement within primary sensory cortices may provide the local isolation necessary for nonlocal interactions to occur. In addition, the relationship between unit activity and field potentials within a circumscribed region of cortex may provide the other enigmatic aspect of neurophysiological nonlocality, namely, the common context in the macro scale. So instead of a problem looking for a solution, scale becomes a solution to a problem. Only further research will determine the utility of the ideas expressed here.

The concept of Biomechatronics provides a structured framework to do so. Following these ideas, this work analyses a novel tactile sensor inspired by natural vibrissae. The sense of touch is an indispensable part of the sensory system of living beings. In, e.g., rats, the so-called vibrissal system, including long sensory hairs around the muzzle of the animals (vibrissae), is an essential part of tactile perception. Rats can determine the location, shape, and texture of an object by touching it with their vibrissae. Transferring these abilities to an artificial sensor design, the interaction between the hair/sensor shaft and different objects are analyzed. The sensor/hair shaft fulfills different functions in terms of a preprocessing of the captured signals. Therefore, by knowing and controlling these effects, the captured signals can be optimized in a way that particular information inside the captured signals is pronounced.
