The book focuses on the Open Method of Coordination (OMC), its relation to other policy tools used in the European Social Policy and its significance for the fomation of a new European Social Model. The chapters follow the emergence, the evolution and analyze the constituent elements of the OMC in the fields of Social Inclusion and Pensions since the Lisbon Summit. During the Portuguese Presidency OMC encountered a cautious response. The OMC idea made substantial progress during the Belgian Presidency. In the Ioannina conference the OMC had full recognition as a tool for the implementation of European Social Policy. Everyone agreed that important social issues were dealt with more effectively through the OMC, especially when the latter is consolidated after the inclusion of the Charter of the fundamental Rights in the new European Treaty. This progress is sufficiently reflected in the present volume, where it is concluded that through OMC the European Social Model gained a new momentum in terms of effectiveness and legitimacy.

While many of his papers dealing with labour relations issues in the Italian context were published in Italian, Marco's long association with Johns Hopkins University and Dickinson College, along with his close links with the leading scholars in comparative labour law and industrial relations not just in the member states of the European Union, but also in many other countries, including Japan, were of fundamental importance for his work, and as a result he chose to publish many of his most thought-provoking papers in English. What emerges from a reading of these papers is the integrity and consistency of his thinking: themes that appear in his early work, such as industrial democracy, employee participation, training for flexibility, the role of small and medium-sized enterprises, and innovative strategies for creating new jobs and improving the quality of work, are further developed in the later years. He always wrote with a sharp eye on changes in the labour market arising from economic, social and political developments, such as most recently the introduction of the single currency, and always with a view to extending the benefits of employment opportunities beyond the existing limits. His ideas will continue to play an influential role in thinking about employment issues for many years to come.

Book excerpt: The European Union (EU) has undergone remarkable change in the last century, from frequent conflicts in the first part of the last century, to peace, stability and unprecedented prosperity in the second half. As we move into the first half of the twenty-first century, there is also a sense that a fragile economic renaissance is underway in the EU, but one that is fraught with challenges and difficulties. Contrary to many of the vociferous critics of the single currency project (mostly US economists and some UK politicians, most notably Thatcher (2002), to date the project has met with remarkable success, despite the dramatic fall in the euro from its launch date and the strains imposed on EU economies following the recent downturn in the world economy. EU Enlargement has now been successfully completed, and although there have been painful discussions on EU institutional reform to accommodate the expansion, a breakdown in the 2005 budget negotiations and an controversy over the implementation of the Stability and Growth pact, it is likely that this will not impede the addition of new Member States from the east.
