The Air Ground Operations System (AGOS) of the US Army and Air Force Integrates tactical airpower into the ground battle. The AGOS system must be capable of supporting the principles of war in a modern air land battle. This study attempts to determine if the AGOS system or a new system, the Joint Air Land Battle System (JALBS), is the best concept against Soviet equipped and doctrine oriented forces. The two systems are investigated using the tactical air functions of close air support, interdiction, and counterair to determine which system provides the best tactical air support to ground forces. The study concludes that the JALBS concept provides better tactical air support than the AGOS system. The conclusion is based on a comparison of each system's ability to apply the principles of war in a modern air land battle, a war game using the two systems, and an evaluation of each system's capability to support time and space momentum. Book excerpt: More so than any other operation, the Campaign to seize Okinawa in the closing days of World War II represents the greatest joint effort undertaken by the US Military. From its organization to the way it fought, Tenth Army incorporated every element of the service to a degree never before attempted and never since replicated. This study analyzes the Okinawa Campaign, Operation ICEBERG, using the operational operating systems as a framework for assessing how well the Tenth Army conducted the campaign and for determining what lessons are applicable to joint operations at the field army level. This study first traces the historical background of field armies in the twentieth century and shows that every major conflict has included combat operations at this level. It then outlines the operational operating systems as defined in TRADOC Pamphlet 11-9. Before actually analyzing the campaign, the study provides a battle summary of the Okinawa Campaign which provides the basis for analysis. The study then looks at the campaign through each of the six operational operating systems to determine how Tenth Army planned for the operation, how well it performed, and what lessons can be extracted and applied to today’s joint operational requirements. Although Okinawa was the largest joint operation of the war, it was not the largest planned joint operation. Operation DOWNFALL, the campaign to seize the Japanese islands, was the largest planned. So Okinawa was really a test of how joint operations at the large unit level could be conducted. Although the war ended prior to the invasion of Japan, the lessons the US Military learned in executing ICEBERG are still relevant and still provide insight into how joint operations should be conducted at the field army level.

An examination of the evolution of joint doctrine in WW II, focusing on the North African Theater, establishes that our present system of coequal and interdependent air and ground forces, originating with the 1943 publication of FM 100-20, was based upon the British system developed by Field Marshal Montgomery. Organizationally, this system was designed to function at the operational level of war. This paper determines that the WW II criteria for joint operational effectiveness were primarily based upon the collocation of headquarters and joint planning at the operational level. An overview/comparison of current joint Army/Air Force doctrine as expressed in General Operating Procedures for Joint Attack of the Second Echelon (J-SAK) and that of NATO establishes that fundamental differences exist regarding joint planning levels, air apportionment, and the air and ground component structure. A conceptual modern battle scenario is used to update the historically derived criteria and to compare the relative effectiveness of J-SAK and NATO principles for air/ ground operations. The thesis concludes that generic principles must provide the foundation upon which our joint procedures are built: air superiority in consonance with the campaign plan, joint planning at the operational level, BAI as a direct support combat resource, and mission oriented air requests.

Available in PDF, EPUB and Kindle. Book excerpt: The concept of "deep battle" was formally introduced to US war fighters during the early 1980s through the US Army's AirLand Battle doctrine. As envisioned by Air Force and Army leaders, the initial purpose for the deep battle was to delay and weaken Soviet second and follow-on echelons during a European conventional war. Within the AirLand Battle construct, the Air Force had responsibility for synchronizing deep operations and for employing air interdiction against Soviet maneuver forces to set the conditions for victory in the decisive "close battle." The fire support coordination line (FSCL), normally positioned at field artillery maximum range from the forward line of troops (FLOT), separated the Air Force's deep operations from the Army's close battle. During the late 1980s the Army began fielding a potent deep-battle capability of its own. Concurrently, Army doctrine assigned to the ground force commander responsibility for synchronizing deep operations with the close battle. Thus were planted the seeds of conflict with the Air Force over management of the deep battle. To better influence deep operations, the Army defined the FSCL as a permissive fire support coordination measure and also extended the range of the FSCL from the FLOT. The Persian Gulf War "field tested" US deep-battle doctrine. The joint force air component commander (JFACC) synchronized deep operations using several ad hoc procedures approved by the joint force commander (JFC). By most Air Force accounts, the deep battle was well managed and executed, except for the Army's use of the FSCL during the last days of the war. Conversely, the Army was thoroughly disappointed with prosecution of the deep battle during Operation Desert Storm. Army frustration arose from the fact that the deep battle was synchronized by the JFACC and not by the ground force commander-a direct violation of joint and Army doctrine. Joint doctrine produced since the Gulf War has attempted to create a framework for synchronizing airpower and land-based firepower in the deep battle. In spite of that effort, many contentious issues between airmen and soldiers remain unresolved, chief among them the matter of command relationships on and above the deep battlefield. In this award-winning study on Synchronizing Airpower and Firepower in the Deep Battle, Lt Col R. Kent Laughbaum argues that current joint doctrine does not provide sufficient and acceptable guidance for synchronizing Air Force and Army deep operations. To improve such synchronization, Colonel Laughbaum proposes five modifications to current joint doctrine: assign the joint force commander responsibility for establishing and positioning the fire support coordination line; redefine the fire support coordination line as a restrictive fire support coordination measure; include all planned airpower, firepower, and maneuver operations beyond the fire support coordination line in the air tasking order; position the fire support coordination line relatively close to the forward line of own troops, typically no farther than the maximum range of tube artillery; and restrict planned air interdiction missions from targets short of the fire support coordination line.
