Book Synopsis Top Pay in the Public Sector by : Great Britain: Parliament: House of Commons: Public Administration Select Committee
Download or read book Top Pay in the Public Sector written by Great Britain: Parliament: House of Commons: Public Administration Select Committee and published by The Stationery Office. This book was released on 2009 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report calls for a Top Pay Commission to 'name and shame' public sector organisations that pay excessive salaries to their top officials. The Commission would produce principles and benchmarks to be followed by pay setters and would be able to launch investigations where these were breached. PASC believes a Top Pay Commission would ensure greater coherence to the setting of top pay across the public sector. PASC concludes that massive increases in private sector executive salaries over the last ten years have led to smaller, but sometimes still very large, increases at the top of the public sector. This 'contagion effect' has meant that the highest salaries in both sectors have increased much faster than average earnings. PASC also identified a number of weaknesses with current arrangements for setting pay in the public sector. These include variable levels of transparency, tensions between devolved and centralised pay setting systems, a perception that some public servants have been rewarded for failure and a tendency for some parts of the public sector to compete against others for a small number of experienced candidates, rather than growing talent internally. Some of the Committee's other key recommendations include: a call for better human resource management across the public sector, to ensure talent is promoted from within and failure is not rewarded; recommendations that would lead to publication of salaries and bonuses across the public sector more in line with the requirements placed on listed companies; and a proposal to ensure all public sector executive reward packages are drawn up either by independent bodies or remuneration committees with a majority of independent members
Book Synopsis Salaries in the Public Services in England and Wales by : Hilda R. Kahn
Download or read book Salaries in the Public Services in England and Wales written by Hilda R. Kahn and published by Taylor & Francis. This book was released on 2024-09-18 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1964, at a time of much public unease regarding redundancy, this book contains the results of a comprehensive survey, inspired by a suggestion of the then Minister of Labour that the mass redundancies in the Midlands motor industry of 1956 merited a full-scale investigation. The findings are based on an analysis of a 1 in 10 sample of men made redundant in Birmingham in the period. Among the matters examined are the difficulties encountered in obtaining work after redundancy; the range of geographical mobility and the role played by the then employment exchanges in securing new employment. Other chapters focus on the financial hardship caused; the resort to savings and the impact of the redundancies on the gender balance in the workforce. The impact of the dismissals on trade union affiliation is also considered, as are the men’s verdicts on the ‘fairness’ of the selection procedure adopted.

Book Synopsis Public Service Reform in East Asia by : Anthony Cheung
Download or read book Public Service Reform in East Asia written by Anthony Cheung and published by Chinese University Press. This book was released on 2005 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public service reform, or public sector reform, has been a hot topic among political scientists in recent years as most existing government structures are inadequate to cope with the ever-changing environments of globalism in terms of capital and technology. This is particularly true among Asian countries where the traditional bureaucracy has been strong as compared to a relatively weak sense of community. Traditional relations between government, the business sector and labour, which slowly have taken shape in the last two decades, are now once again challenged through de-colonialization in Hong Kong, democratization in Korea, decentralization in Singapore and technological innovation in Japan. This timely collection addresses a variety of selected reform issues confronted by these four developed Asian economies. The areas of reform covered range from human resource management, financial management and pay reform, to central agency role, service improvements, private sector involvement and political accountability.

Book Synopsis The Impact of the 2007-08 Changes to Public Service Pensions by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book The Impact of the 2007-08 Changes to Public Service Pensions written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2011 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2007-08, new pension schemes were introduced for civil servants, NHS staff and teachers, designed to make public service pensions affordable. The changes are likely to reduce costs to taxpayers of the pension schemes by £67 billion over 50 years, with costs stabilising at around 1% of Gross Domestic Product (GDP) or 2% of public expenditure. The Committee is concerned that the Treasury did not test the potential impact of changes in some of the key assumptions underpinning the long-term cost projections. In addition, the Treasury has not tested whether reducing the value of pensions would affect the public sector's ability to recruit and retain high quality staff. Three-fifths of the savings to the taxpayer were expected to come from the cost sharing and capping mechanism - a transfer, from employers to employees, of extra costs that arise if pensioners live longer than previously expected. Employees would potentially pay 70% more for their pensions over the next 50 years if life expectancy continues to increase more than expected. Implementation remains on hold while the Government decides how to respond to the Independent Public Service Pensions Commission (the Hutton Commission). Public service employees do not have a clear understanding of the value of their pensions because they are not provided with clear and intelligible information to enable them to make rational decisions. Further changes to public service pensions are expected as Hutton's recommendations are implemented, but this should bring a period of stability and certainty for long-term public service pensions policy.
Book Synopsis The Regulatory Process and Labor Earnings by : Ronald G. Ehrenberg
Download or read book The Regulatory Process and Labor Earnings written by Ronald G. Ehrenberg and published by Academic Press. This book was released on 2014-05-10 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Regulatory Process and Labor Earnings focuses on one form of government intervention in the marketplace—state regulation of public utilities. This book provides the most comprehensive study of labor costs in a regulated industry and includes a summary of a major econometric study. This text addresses a number of related issues, such as the effect of regulatory process to the structure of collective bargaining and labor earnings in regulated industries, legal rights of state utility commissions to deny proposed rate increases that are based on excessive upturns in labor cost, and incentive schemes that can be used to encourage public utilities to hold down labor and non-labor cost increases. This publication is a good reference for students and individuals involved in the regulatory process.
