As the interest is guaranteed by the Midland Railway, which pays a rent sufficient to give the stock 4 per cent., it is an investment that stands altogether clear of the fate and fortunes of the District Railway itself. There is about ordinary and preference stocks behind this debenture issue, but it is a non' cumulative stock, or at any rate holders cannot claim back dividends unless a surplus remain after paying interest on all the debenture stocks of the company, as well as the dividends on the A and B preference stocks. There is thus a risk in it, but not a great risk, and we think the stock cheap at the price given. Gold Coast 35 per Cent. Inscribed Stock at 84 seems also an excellent investment, although the stock has no other security than the revenues of the colony. These, however, are growing, and the railway is obtaining a considerable and increasing traffic, so that the security should be ample. It is only the present state of markets which keeps the price down. It was issued at 91 in March, 1902, and is a trustee stock. The Government in Washington has been pouring out money without stint in all directions, absolutely without regard to the revenue, merely to keep up a brave show of plutocrat-republican imperialism, and perhaps to find pretexts for still further increases in the already nation-destroying tariff. The navy cost upwards of more in the year just closed than in that ended June 30, 1902, the total outlay being No less than disappeared in the war depart ment, and pensions absorbed or nearly an increase, if we mistake not, of some im portance on the figures for the preceding year. The Requblican bribery fund is thus kept full whatever the condition of the Treasury may be, and it is the most shameful item now appearing in the budget of any country describing itself as civilised. Doubtless the Philippine and the Cuban wars have been utilised as a pretext for endowing political supporters throughout the Union with additional incomes from the public purse, but: none the is such.
