Book excerpt: Environmental costs of electric power generation are receiving increasing attention as an important input to planning and decision processes. Since the outstart of the discussion on the monetized environmental costs of electricity in 1988 a number of studies have been conducted on the subject, producing partially contradictory results. Simultaneously political action has resulted from the first stage on this discussion process. In Germany the higher rates which have to be payed to autoproducers based on renewable energy sources have been explicitly justified by the existence of external environmental costs of conventional electricity generation. At the same time some state regulatory commissions in the United States have introduced adders for environmental costs in the utility planning process. This book reports on the first international workshop on the subject, bringing together practically all experts in the field of research and political implementation from the United States and Germany, the two pioneering countries. The more than thirty contributed papers contained in this volume give the most comprehensive and up-to-date overview of the field. Some papers already outline the future course of research by giving an overview over some major research projects, which have just started.

Available in PDF, EPUB and Kindle. Book excerpt: Important progress has been made in recent years in the valuation of social costs of energy and transport. This progress has encouraged the insight that systems of "Green Accounting" considering social costs and policy instruments for the internalization of social costs are necessary tools to realize the worldwide goal of sustainable development. This workshop report provides an excellent survey of the latest results of social costs in the energy and transport sector. Further, the theoretical framework of social costs is extended to a broader concept of sustainable development. Finally, concepts and first experiences of the internalization of social costs e.g. through least cost planning or an ecological tax reform are reviewed.

Book excerpt: In the current environment concerned world economy, environmental costs became the pervasive topic affecting local, national and global economic developments. Through using the Cause-Effect Analysis, the author found out that a consequence from the externality of environmental costs is the market failure. Considering various environmental costs need to be differently measured, the author selects a case of CO emission, which incontestably causes a kind of environmental costs. To internalize this kind of costs, CO trading is most valuable being concerned, and it has been successfully applied in some of developed countries, especially in EU. For China, the author suggests an integrated method of CO emission tax and CO trading; the Clean Development Mechanism to balance the worldwide CO credit trade; as well as the Green Manufacture to consolidate environmental costs during the production process. Those implementation approaches for internalizing the environmental cost incurred by CO emission in China are recommended in this book. The author hopes this research could be shared with scholars who are interested in environmental cost related subjects."

Governments, companies and banks are driving new investment in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional "development." Their plans and interventions pose multiple burdens and risks to the livelihoods of millions of people dependent on wetlands, floodplains, fisheries and aquatic resources.

Book excerpt: This is a pioneering study which should serve as a model for future research and will to a wide audience' Dharam Ghai, Director United Nations Research Institute for Social Development Structural Adjustment and the Environment (Earthscan, 1992) was the first book to fully examine the effects of 'structural adjustment programmes the economic reform policies required by the World Bank and IMF as part of their lending operations with borrowing countries. To widespread Critical acclaim it exposed the damaging environmental and social effects of structural adjustment policies, and called for a thorough revision of the then-current development policy. This new work; Structural Adjustment, the Environment and sustainable Development is a major step forward in the study of structural adjustment policies. It looks in detail at new research and analysis into their effects, and incorporates recent studies by a wide range of academics and policy-makers, leading experts and institutes. Focusing on nine in-depth case studies, the book examines the complex links between macroeconomic policies, social impacts and environmental outcomes, and takes a forward-looking perspective in outlining the alternatives to current structural adjustment policies. Review quotes for Structural Adjustment and the Environment 'Should be essential reading for all students of development' Third World Planning Review 'Breaks new ground in the debate on structural adjustment generally. and in the environment/development debate' International Affairs 'The most substantial contribution to date to what is undoubtedly an important area' Development and Change David Reed is director of the Macroeconomics for Sustainable Development Programme of WWF International, and editor of Structural Adjustment and the Environment (Earthscan, 1992). Book excerpt: Fair and efficient pricing has become increasingly important in international environmental and transport policy. Thus the valuation and internalization of social costs is now a crucial element within strategies towards sustainable mobility. The book provides methods and results from major European and American studies evaluating both social costs of transport and first experiences with their internalization in different contexts: infrastructure planning, urban road pricing and highway tolling. Additionally, complementary non-monetary instruments for a transition towards sustainable mobility are presented and discussed.

Available in PDF, EPUB and Kindle. Book excerpt: Cents and Sustainability is a clear-sighted response to the 1987 call by Dr Gro Brundtland in Our Common Future to achieve a new era of economic growth that is 'forceful and at the same time socially and environmentally sustainable'. The Brundtland Report argued that not only was it achievable, but that it was an urgent imperative in order to achieve a transition to sustainable development while significantly reducing poverty and driving 'clean and green' investment. With some still arguing for significantly slowing economic growth in order to reduce pressures on the environment, this new book, Cents and Sustainability, shows that it is possible to reconcile the need for economic growth and environmental sustainability through a strategy to decouple economic growth from environmental pressures, combined with a renewed commitment to achieve significant environmental restoration and poverty reduction. Beginning with a brief overview of some of the most pressing environmental challenges of our time, the book then explains 'decoupling theory', overviews a number of factors that can undermine and even block efforts to decouple in both developed and developing countries, and then discusses a number of key considerations to assist the development of national 'decoupling strategies'. The book then focuses on presenting evidence to support greater action, not just on climate change, but also on decoupling economic growth from the loss of biodiversity and the deterioration of natural systems, freshwater extraction, waste production, and air pollution. In the lead up to the 2012 United Nations Earth Summit and beyond, Cents and Sustainability will be a crucial guide to inform and assist nations to develop strategies to significantly reduce environmental pressures, strengthen their economy, create jobs and reduce poverty. 'I commend the team from The Natural Edge Project and their partners for undertaking to develop a response to 'Our Common Future' to mark its 20th anniversary.' Dr Gro Brundtland.
