Book excerpt: This study reviews the water policies and institutions for water management in the Republic of Korea over a 50-year period during which the country developed from a war-torn nation into one of the 10 largest economies in the world. The Republic of Korea's water policy commenced in the form of comprehensive water resources development projects starting with basin investigations in the 1960s after the Korean War. The comprehensive development projects included large-scale dams and water control projects in major rivers in the 1970s and 1980s. The concept of eco-friendly water resources management was born in the 1990s, and the focus on water supply and/or control moved to sustainable water management including stream environment preservation in the 2000s. Since 2010, the policy has focused on coping with climate change and advancing the water management system. The paper provides lessons for developing countries that otherwise prioritize investment in roads, transportation, communication, and electricity ahead of water. The experience of the Republic Korea shows that water should also be regarded as a necessity both for the citizens' daily lives and industrial activities.

Book excerpt: The report, building on a policy dialogue with a range of stakeholders in Korea, analyses how economic policy instruments under the responsibility of the Korean Ministry of Land, Infrastructure and Transport can be adjusted to contribute to water policy objectives. It also investigates how Smart Water Management Korea, an initiative by K-water that combines information and communication technology with water technology, can be harnessed to better contribute to water management in the country. Finally, it identifies some of the limitations of prevalent water allocation regimes which need to be addressed to make the best use of available water resources. Since 1965, the Korean Government has invested heavily in quantitative development strategies to meet water needs, and despite highly variable water availability, this has allowed for and facilitated rapid urbanisation and economic growth. However, several long-term trends are expected to affect the capacity of the current water management system to adequately respond to current and future water risks, such as rapid ageing of the population, fiscal consolidation and climate change. These call for a renewed emphasis on water use efficiency.

Colonial, ideological, and national wars have left their scars and legacies on regional, international, and national governance. Yet East Asian post-conflict development experiences have been viewed as remarkably successful. The three largest economies of East Asia, Japan, China, and South Korea, have all experienced dramatic growth but immediately prior to their periods of expansion, all experienced the devastating impacts of international conflicts and/or civil upheaval. These post-conflict development ‘success’ stories do not, however, tell the whole tale. Other states in East Asia and in particular certain regions within some of these states, while apparently emerging from similar conflictual backgrounds, have experienced far less positive transitions. This volume critically assesses measurements of success in East Asian post-conflict development from a human-centered perspective. This involves a major re-evaluation of accepted accounts of domestic governance and international relations in East Asia from both a comparative and inter-disciplinary viewpoint.
