Download or read book State and Local Finances Under Pressure written by David L. Sjoquist and published by Edward Elgar Publishing. This book was released on 2003-01-01 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: State and Local Finances under Pressure explores the future of state and local government fiscal systems given the numerous pressures they face from economic, legal, technological, demographic and political forces. It explores how these multiple forces play out in terms of the changes state and local governments should and are likely to make. The contributors argue that state and local governments must make substantial changes and that failure to act is likely to result in adverse effects and increasing pressures for modifications that are more difficult to implement and more politically unpalatable. Without reform, state and local fiscal systems will grow increasingly out of sync with economic reality. The authors suggest that government responses are likely to be evolutionary, but that in 25 years the recorded changes will be substantial. The first chapter provides a historic perspective of state and local fiscal trends. Each of the subsequent chapters describes the nature of one of the pressures state and local governments face including: political and legal forces, globalization of business, demographic and technological changes, deregulation of utilities, and urban sprawl. Policymakers, economists, political scientists, fiscal policy analysts and public administrators will find this comprehensive book of interest.
Book Synopsis Housing Crisis and State and Local Government Tax Revenue by : Byron Lutz
Download or read book Housing Crisis and State and Local Government Tax Revenue written by Byron Lutz and published by DIANE Publishing. This book was released on 2011-05 with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: State and local government tax revenues dropped steeply following the most severe housing market contraction since the Great Depression. The authors identify five main channels through which the housing market affects state and local tax revenues: property tax revenues, transfer tax revenues, sales tax revenues, and personal income tax revenues. They find that property tax revenues do not tend to decrease following house price declines. The other four channels have had a relatively modest effect on state tax revenues. These channels jointly reduced tax revenues by $15 billion from 2005 to 2009, which is about 2% of total state own-source revenues in 2005. Charts and tables. This is a print on demand publication.
Book Synopsis The Lifetime Incidence of State and Local Taxes by : Gilbert E. Metcalf
Download or read book The Lifetime Incidence of State and Local Taxes written by Gilbert E. Metcalf and published by . This book was released on 1993 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: I compute the lifetime tax incidence of the major state and local taxes used in the United States during the 1980s. Using data from the Consumer Expenditure Survey, I show that over the life cycle, general sales taxes are progressive and equally as progressive as state and local income taxes. While the progressivity of sales taxes has not changed between 1984 and 1989, income taxes have become less progressive over that five-year period. Property taxes on the other hand have become more progressive. The system of state and local taxes is mildly progressive the life cycle and has become slightly more progressive between 1984 and 1989. Finally. eliminating deductibility for sales taxes in 1986 appears to have had little effect on the overall progressivity of the tax system.
Book Synopsis An Inquiry into the Nature and Causes of the Wealth of States by : Arthur Laffer
Download or read book An Inquiry into the Nature and Causes of the Wealth of States written by Arthur Laffer and published by John Wiley & Sons. This book was released on 2014-03-31 with total page 373 pages. Available in PDF, EPUB and Kindle. Book excerpt: A passionate, detailed, quantified argument for state-level tax reform An Inquiry into the Nature and Causes of the Wealth of States explains why eliminating or lowering tax burdens at the state level leads to economic growth and wealth creation. A passionate argument for tax reform, the book shows that even states with small populations can benefit enormously with the right policies. The authors’ detailed exposition evaluates the impact state and local government policies have on a state’s relative performance and economic growth overall, backed up with economic data and analysis. Facts don’t lie. But they do point clearly to the failure of so-called progressive tax schemes designed more to curry favor with selected constituencies than to create an economic system that leads to individual wealth as the reward for hard work and entrepreneurial risk taking. An Inquiry into the Nature and Causes of the Wealth of States is a detailed and critical look at income taxation across the nation, and drills down into an analysis of the economic growth or malaise that results from tax policy. Arguing eloquently that a state cannot tax itself into prosperity, just as the impoverished cannot spend themselves into wealth, the authors point out what many inherently know but often fear to say out loud. The book provides detailed quantitative analysis, and discusses the policy variables that can have enormous effects on the financial well-being of states and individual residents, such as: Personal and corporate income tax rates Total tax burden as a percentage of personal income Estate and inheritance taxes Right-to-work laws An Inquiry into the Nature and Causes of the Wealth of States shows everyone how to evaluate state-level fiscal and economic policies to become more competitive.
Book Synopsis The Fiscal Behavior of State and Local Governments by : Harvey S. Rosen
Download or read book The Fiscal Behavior of State and Local Governments written by Harvey S. Rosen and published by Edward Elgar Publishing. This book was released on 1997 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: Collects 17 papers by Rosen (economics and business policy, Princeton U.), many of which are empirical and involve econometric analysis of large data sets. Rosen shows how state and local government spending and taxing decisions are made in an intertemporal context that takes into account future prices and income, and are influenced by the economic environments in which they occur. Three papers co-authored with Daniel R. Feenberg (National Bureau of Economic Research) lay out a consistent methodology for characterizing state tax structures. No index.
