A number of studies provide data demonstrating PBS is an evidence-based practice. It is not clear, however, why PBS is successfully implemented and sustained over time in some schools and not in others. The purpose of this study was to investigate what factors led to the successful implementation of PBS three years post training in elementary schools. Rogers' (2003) Theory of Diffusion of Innovations was applied to view the impact of the characteristics and types of communication networks on diffusion. The components of the implementation process specifically examined were: a) levels of implementation of the features, b) school personnel's perceptions of the characteristics of PBS, and c) types of communication networks. A mixed-methods approach was used. A four-step selection process was developed to categorize 16 southwestern public elementary schools into high and low implementer groups. Two demographically similar schools were chosen from each implementation group for case-studies. Interviews, surveys, school and classroom observations, and reviews of archival records were conducted. This study found whether or not PBS was successfully implemented and sustained was primarily a"systems"issue:a)High implementer schools implemented each feature of PBS while low implementers sustained only some features.b)Rogers' (2003) characteristics of an innovation included: relative advantage, compatibility, observability, trialability, and re-invention. Rogers claimed these characteristics affected rate of adoption. High implementer schools found PBS possessed these characteristics. Low implementer schools expressed conflict with these characteristics impacting the overall implementation and sustainability of PBS.c)The types of communication networks at schools affected the overall diffusion of PBS. High implementer school personnel engaged in diverse forms of communication while low implementer personnel engaged in insular forms of communication stifling the implementation process. Additional findings provided insight into the components needed for successful PBS development including: a) management through site-based steering mechanisms, b) considerations for initial training and continuing professional development, and c) oversight of PBS by the principal.

Also, there has been a growing concern among administrators and teachers for implementing an effective discipline plan that will keep students in class and engaged in learning as much as possible. In response, school-wide Positive Behavior Support (PBS) models are growing in popularity to address both of these issues. An effective school-wide Positive Behavior Support model, if implemented correctly, involves an entire school population (students, faculty and school administration). This study focused on the effects of PBS implementation on office discipline referrals and TAKS mathematics and Reading scores comparing two similar suburban intermediate schools; one that implemented a school-wide PBS program and a non-PBS school during a three year period. The quantitative results of this study revealed significant differences were found during specific years of the study for in-school suspensions, out-of-school suspensions, and student TAKS mathematics scores; however, no significant differences were found for DAEP placements and student TAKS Reading scores for all three years of the study respectively. Results from the qualitative inquiry revealed that the experimental school improved TAKS performance each year, experienced a decline in office discipline referrals, developed a strong sense of staff and student loyalty about their school, had minimal teacher turnover, conducted staff trainings with fidelity, and established very clear school-wide expectations among students and staff. Results from the control school revealed no difference in the number of office discipline referrals, an increase in serious student disruptive behaviors, a decline on TAKS performance, inconsistencies in staff trainings, and an increase in teacher turnover. Therefore, it is hard to be certain if PBS implementation made a distinct impact on student achievement during the years of this study. It is recommended that future studies are conducted over longer periods of time to assess the effects of PBS implementation versus the absence of PBS implementation at various school levels and settings.

Because much of the instructional time is being spent correcting these behaviors, the academic progression of students has been decreasing. To limit distractions, disruptive students need to be remediated and counseled on problems and solutions. The Positive Behavior Support (PBS) program is an alternative to giving students negative attention by rewarding them for good behavior and teaching them that good choices breed good consequences. The purpose of the study was to examine the implementation of a PBS program and its effectiveness in diminishing undesirable behaviors. Results showed that the PBS program did diminish the behavior based on the number of referrals received in the preintervention school year and the postintervention school year. Nevertheless, some teachers and parents believed that the PBS program could be improved for total effectiveness of the program. Surveys on the PBS program were administered to parents, students, and staff. Seventy-two percent of parents indicated that the PBS program was an effective means of curbing the number of student code of conduct violations, although 60 percent of all the parents thought that it could be more effective if there were some changes made to the program. Seventy-one percent of the students liked the program, but just as the parents, 35 percent of them believed that there were some changes that needed to be made. As for the faculty of the target school, 60 percent believed that the program was effective, but 85 percent believed that some changes needed to be made. All the stakeholders agreed that, overall, the program was effective in curbing student code of conduct violations, but with a few simple changes, it could be much more effective. Implications for future research were discussed. More studies should be conducted for students with deeply rooted societal problems and for exceptional learners who have a greater need for counseling. An overall discussion of the perceptions of major stakeholders on the PBS program regarding the programs implementation and its effectiveness was provided. The researcher also discussed the significance of the study in light of schools that are searching for behavior-intervention programs to help decrease their incidences of behavior referrals. The limitations of the study were discussed, and the implications for school administrators and faculty members were provided. Recommendations were made for further studies.

Instead, schools and communities are now turning to alternative proactive strategies emphasizing positive behavior supports (PBS) and prevention. The leadership for changing a school-wide approach away from a punitive-style of discipline to a proactive, pro-social approach is not simply implementing a new idea; rather it is creating a cultural change. The purpose of this study was to gain an in-depth understanding of the patterns of implementation of PBS and patterns of student behavior when PBS was implemented by a principal-led planning team and a coach-led planning team. The following overarching questions guided this study: (1) What does the implementation of PBS look like in buildings with principal-led planning teams and coach-led planning teams, and (2) What are the patterns of student behavior when PBS is implemented with a coach-led team, a principal-led team, and in buildings where PBS is not implemented? A descriptive case study approach was used to enable an in-depth description of archived documents detailing the implementation of PBS in four elementary schools in a large urban district in the Midwest. The analysis of the data revealed findings in three areas: (a) Principal-led and coach-led PBS teams implemented the key components of PBS in a similar sequence, although some of the components were implemented with greater quality by the coach-led teams; (b) patterns of student behavior were similar between the coach-led PBS schools and the principal-led PBS schools, except in the area of tardies; and (c) differences in patterns of student behavior were revealed between PBS schools and non-PBS schools.

Book excerpt: The purpose of this single longitudinal case study was to evaluate the impact of PBIS as a viable alternative for an elementary school to improve behavior and academic outcomes for all students at the Tier 1 level. The foundation of Positive Behavioral Intervention and Supports (PBIS) and its practices is that social behaviors and academic achievement are connected. When students spend more time in behavior-related activities, it becomes more challenging to participate in activities related to learning academic content. PBIS is designed to reduce inappropriate behaviors and provide more time to improve student academic performance by establishing a positive behavioral environment. In this case study, data were collected through the examination of office discipline referrals (ODRs), suspensions, and state reading scores both before and after implementation of PBIS Tier 1. The data were analyzed descriptively and comparatively over a four year span (0, 1, 2, and 3 years). The results suggested the number of documented ODRs and suspensions decreased during Year 1 and Year 2 when compared to baseline Year 0. ODRs and out-of-school suspensions greatly increased during the fourth year, while in-school suspensions greatly decreased during the fourth year when compared to baseline Year 0. Extraneous variables were discussed as possible causes for the results reported in Year 3. When the case study analyzed the standardized reading test scores grades third through fifth results were mixed when compared to baseline and behavior data. The data collected suggested a measureable difference in students' academic reading achievement based on state reading score performance during the three years following the implementation of PBIS Tier 1. When compared to the increase in ODRs, the academic scores do not support the research finding. Qualitative data were also analyzed after using open-ended interview questions for a deeper understanding of staff members' perceptions of behavior management and discipline procedures used with the implementation of PBIS Tier1. Results indicated that implementing PBIS Tier 1 helped to produce positive changes in behavior and improved the decision-making abilities of students. Although the results affirmed that PBIS Tier 1 was effective in reducing behaviors and increasing reading scores, further study is recommended on how to improve sustainability in an elementary school setting. Results of this case study could also benefit administrators in this school district as they evaluate the effectiveness of PBIS Tier 1 and plan to implement further interventions or programs.

There is a body of research that concludes that implementing such changes is effective in reducing office discipline referrals in major disciplinary actions and in creating a positive school climate. The current study examined the effectiveness of changing from reactive, punitive, zero-tolerance practices to proactive positive behavioral interventions. The research focused on the effects of PBIS on the percentage and number of office discipline referrals (ODRs) for African-American and special education students after the first year’s implementation of PBIS in a school district of approximately 6,000 students. The results indicate that ODRs decreased during the implementation of PBIS.

Book excerpt: This researcher experienced negative results using reactive disciplinary procedures in a public elementary school in Georgia. An investigation of preventative, proactive approaches to student discipline led to Positive Behavior Intervention Support (PBIS). A PBIS committee, comprised of teachers, counselors, and one administrator, developed behavioral expectations for different areas throughout the building. Teachers taught, modeled, and reinforced positive behavior expectations. The administration at this elementary school questioned whether PBIS had positive effects on student achievement and behavior opposed to previous years when PBIS was not implemented. This research was quantitative in design using descriptive statistics. A collection of standardized test scores and office discipline referrals during the years 2010-2011 and 2011-2012 for the same cohort of students determined the statistical significance of the study. The Positive Behavior Intervention Support strategy implementation showed statistical significance in the areas of standardized test scores in reading and math in addition to behavior.

Book excerpt: This correlational research study examined the effect of behavioral interventions through school-wide positive behavior interventions and supports (PBIS) on elementary student reading and math achievement in one Midwestern suburban elementary school among 71 students in grades first through fifth participating in PBIS Tier II interventions compared to 71 peers not participating in the intervention. Additionally, this study analyzed teacher perceptions of PBIS implementation and experiences with students participating in the Tier II behavior interventions. The research contributes to the literature by examining the effects of individualized interventions on academic achievement for students. The PBIS Tier II intervention of Check-In/Check-Out (CICO) was implemented by the school for students unable to consistently meet school-wide behavior expectations. Data from the Renaissance Learning STAR Reading and Math assessments and progress monitoring of student behaviors were gathered and analyzed. A teacher survey was distributed to building staff members to understand their perceptions of PBIS Tier II interventions and their experiences with students participating with the intervention. A Pearson correlation and two-sample t-test were used to analyze the possible relationship between the student participation in the PBIS Tier II behavior interventions and their reading and math academic achievement according to the students' scaled score gains on the STAR Reading and Math assessments. Through this study, no statistically significant differences were found between student participation in PBIS Tier II behavior interventions and academic achievement in reading and math. Consequently, these findings are discussed in terms of assisting schools implementing PBIS Tier II interventions to address reading and math academic challenges.
