Book excerpt: In this paper we assess the impacts of the Mercosul preferential trade agreement on Brazil's regional trade flows by means of a gravity model, extended to include dummy variables for Mercosul and for a Brazilian region. Using panel data, we implement the model in three different ways: a pooled cross section model, a fixed effects model and a first differences model. As in previous work by these authors, which were carried out using cross section data, our results show that the most significant regional impacts of Mercosul were on Brazil's Southern and Southeastern regions, whereas the North, Northeast and Center-West regions had much smaller impacts in the period from 1990 to 2000. This shows that these results regarding the regional impacts of Mercosul are robust, and are independent of the data structure or the type of model used.

Available in PDF, EPUB and Kindle. Book excerpt: Global climatic change will most likely affect natural resources and human living conditions in semiarid regions. This volume presents disciplinary as well as integrative methods to assess these impacts considering the interactions between climate variability and change, water availability, land-use systems, and quality of life. Taking the semiarid northeastern area of Brazil as an example, a wide range of expertise and knowledge (from integrated water analyses to transregional migration) is necessary to understand the complex relationship between natural and socio-economic systems. Tools to integrate this knowledge and make it available for the strategic planning of sustainable development are described. This book is a summary of the main research results and the presentations given at the final conference of the WAVES Program on June 25-26 2001 in Fortaleza (Brazil). From the reviews: "This book focuses on results from a joint German-Brazilian program (Water Availability and Vulnerability of Ecosystems and Society, or WAVES) to assess the socioeconomic impacts that global change will have on northeast Brazil. This book, divided into eight parts, describes the many factors that should be included in developing scenarios for future planning purposes. The book provides useful information concerning the complex multidisciplinary task of developing scenarios that can aid decision makers in formulating plans for sustainable development in an area that is highly vulnerable to climate variability and change. For someone who is unfamiliar with the semiarid northeast Brazil region, the book provides considerable useful background information." (Vernon E. Kousky, BULLETIN OF THE AMERICAN METEORLOGICAL SOCIETY, December 2004)

Available in PDF, EPUB and Kindle. Book excerpt: Brazil is a country of continental proportions whose gross domestic product is unevenly distributed among its various regions. The impact of general domestic economic policies has often been perceived as not being regionally neutral, but as reinforcing the geographic concentration of economic activities. This detailed book examines the regional impact of such general policies as: industrialization, agricultural modernization, privatization, stabilization, science and technology, labor, and foreign direct investment. Written by recognized and respected scholars, this book fills a significant gap in the current literature on regional development in Brazil. Researchers and students in economics, economic history, political science and regional studies, and others interested in the economics of transition to a market system will find this comprehensive collection an invaluable resource.

It analyses the traditional topics: infrastructure at national level and connectivity towards adjacent countries; the recent development in international laws and treaties; and cross-border operation. The report also evaluates the level of international transport costs and the potential impact on trade. It further presents the currently induced over costs in logistic chains, which pose an additional burden to the competitiveness of the countries.

Available in PDF, EPUB and Kindle. Book excerpt: The book draws comparison between MERCOSUR and the European Union to explain variation of regionalism and to expose its limits. The project is based on the idea that contemporary examples of regionalism should be evaluated against several propositions of multiple integration theories rather than against a single theory. In order to systematically explain why and how integration outcomes in MERCOSUR differ from those in the EU, the author develops an analytical framework for the comparison of the two blocs. MERCOSUR is compared with the EU by the use of the various criteria of economic interdependence, economic convergence, intra-bloc size and interest asymmetries, cultural diversity and geostrategic motivations, which are identified as the salient parameters of integration theories.

Yet there is considerable debate about the poverty impacts of such an agreement. Some are convinced it will increase poverty, while others are equally convinced that it will lead to poverty reduction. This book brings the best scientific methods to bear on this question, taking into account the specific characteristics embodied in the Doha Development Agenda.

Book excerpt: Changing patterns of energy production and consumption are transforming the geopolitics of the global system. The BRICS countries: Brazil, Russia, India, China and South Africa (not discussed in this volume), a loose conglomeration of emerging powers, are part of the change as are Western powers. Variations in the energy policies of the Americas, especially the United States and Canada, are altering existing dynamics. Both states are increasing energy production and are projected to become energy independent in the very near future. The BRICS themselves wield much energy power as well. Specifically, Russia’s oil policy and China’s coal policy are creating for the world a new infrastructure within which middle and weaker countries may consider as the future. This edited volume summarizes our analysis with particular emphasis on the rapidly changing role of the BRICS in the world’s energy system. In this collection, energy experts and international relations analysts examine production and consumption of states, the exportation and importation of energy, and alternative strategies for maintaining the international order or changing the international order.

Book excerpt: "The one source that sets reference collections on Latin American studies apart from all other geographic areas of the world.... The Handbook has provided scholars interested in Latin America with a bibliographical source of a quality unavailable to scholars in most other branches of area studies." —Latin American Research Review Beginning with volume 41 (1979), the University of Texas Press became the publisher of the Handbook of Latin American Studies, the most comprehensive annual bibliography in the field. Compiled by the Hispanic Division of the Library of Congress and annotated by a corps of more than 140 specialists in various disciplines, the Handbook alternates from year to year between social sciences and humanities. The Handbook annotates works on Mexico, Central America, the Caribbean and the Guianas, Spanish South America, and Brazil, as well as materials covering Latin America as a whole. Most of the subsections are preceded by introductory essays that serve as biannual evaluations of the literature and research under way in specialized areas. The Handbook of Latin American Studies is the oldest continuing reference work in the field. Lawrence Boudon, of the Library of Congress Hispanic Division, has been the editor since 2000, and Katherine D. McCann has been assistant editor since 1999. Available in PDF, EPUB and Kindle. Book excerpt: This collection focuses on the ways in which federalism has affected and been affected by economic reform, especially global integration. The editors and contributors focus in particular on the political economy of institutional and economic change - how the division of authority between national and subnational governments shapes debates over policy changes, as well as how the changing economic environment creates incentives to modify the basic agreements between levels of governments. Each chapter contains a historical overview, and an in-depth account of division of authority, lines of accountability, and legislative, bureaucratic, and other arenas in which the levels of government interact for a particular country. The analyses are based on reform (or non-reform) episodes for each country - most from recent history, but some spanning the century. As a collection, the country studies span a range of developing and industrial countries with varying political systems.

This book was released on 2003 with total page 107 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper determines the impacts of the Free Trade Agreement of the Americas (FTAA) for Brazil under alternative assumptions concerning the returns to scale and the nature of competition in several industries, emphasizing the effects on the agribusiness activities. The GTAPinGAMS applied general equilibrium model is used to run the simulations. The results suggest different changes in output, imports, exports, and prices under alternative assumptions about market structure. The FTAA allows the exploitation of economies of scale and reduction of markups in almost all industries, with evidences of rationalizing and pro-competitive effects occurring in the industries under imperfect competition. The welfare gains from the FTAA are larger in the model with market imperfections. If the FTAA excludes products from the agribusiness sectors, the Brazilian agricultural industries will exploit less the economies of scale.
