Book excerpt: Abstract The trend of the last 40 years to build fewer, but larger high schools has resulted in dollar savings to taxpayers, but at the cost of higher rates of absenteeism, weaker academic environments, and poorer student engagement in learning. External pressures in the way of educational reforms such as the federally mandated No Child Left Behind Act (NCLB) have also had a negative impact on some large schools in urban school districts. Why is the United States undergoing such a broad national reform in education? The United States has a long history of educational reform. With every new generation comes a call for educational reform. Once education became compulsory in Texas in 1915 (Judd, 1918), so did calls to change it. Promises of changes to NCLB in the last year suggest that now we have left the "No Child Left Behind" reform movement (Duncan, 2009) and are moving toward a more culturally-centered approach to education where we acknowledge that societal problems affect the ability of students to get a quality education, we are able to provide constructive alternatives beyond the non-productive mantra that "if we just had better teachers and administrators, Johnny could learn." Arne Duncan (2009a), United States Secretary of Education, when interviewed on the television show The Colbert Report, said, "When schools are really the centers of the neighborhood and the heart of the community, our students are going to do very, very well." Indeed. Creating schools-within-schools (SWS) can serve to create neighborhoods -- academic neighborhoods -- that can serve students as the center of their educational community. The current national reform movement under President Obama as expressed by his Secretary of Education, Arne Duncan, (2009b) requires states seeking funds to implement four core-interconnected reforms: · to reverse the pervasive dumbing-down of academic standards and assessments by states. Race to the top winners need to work toward adopting common, internationally benchmarked K-12 standards that prepare students for success in college and careers, · to close the data gap, which now handcuffs districts from tracking growth in student learning and improving classroom instruction, states will need to monitor advances in student achievement and identify effective instructional practices, · to boost the quality of teachers and principals, especially in high-poverty schools and hard-to-staff subjects, states and districts should be able to identify effective teachers and principals and have strategies for rewarding and retaining more top-notch teachers and improving or replacing ones who are not up to the job, and finally, · to turn around the lowest-performing schools, states and districts must be ready to institute far-reaching reforms, from replacing staff and leadership to changing the school culture (p. 2). While this may seem to be more of the finger pointing found in NCLB, and does not seem to coincide with Duncan's previously cited comments, that "schools are really the centers of the neighborhood and the heart of the community," it does embrace the need for "far-reaching reforms." SWS\SLC can be one of those reforms. This study explores critically and carefully the extent to which a smaller learning community within a large urban high school affected student academic achievement, attendance, graduation, and dropout rates as well as student readiness for careers and post-secondary education. This study uses a qualitative case study methodology to describe an experiment in which the researcher, rather than creating the treatment, examines the effects of a naturally occurring treatment after that treatment has taken place (Lord, 1973). While a Smaller Learning Community (SLC) in and of itself is not a panacea for student improvement, SLCs may create conditions for improved student performance. Cotton (2004) reports, that among other benefits, students achieve at higher levels than do students in larger schools on both standardized achievement tests and other measures. The results of this study suggest that SLCs can provide an improved learning environment students have better relationships with teachers, and teachers with administration and parents. Because of limitations inherent in the data base, however this study is inconclusive in its findings regarding SLC effectiveness with regards to enhanced or diminished performance of students academically. While TAKS test scores were not markedly improved in comparison to the state average and a comparable group of high schools, college readiness indicators improved significantly. This suggests that other variables are at work in this research site and should be explored. Due to the aforementioned data issues, the reader should avoid drawing conclusions from the results that may reflect poorly on Texas High School's administrators, teachers, and students. A number of contextual and methodological limitations outlined in the study may have restricted the researcher's ability to investigate sufficiently the impact from SLC implementation on these performance indicators. The researcher provides recommendations for further evaluation of SLC implementation in light of these limitations.

There have been many research studies dedicated to determining if a school's culture and climate had an effect on student achievement. This study sought to determine if teachers' perceptions of school culture and climate had an impact on student achievement at the elementary and secondary level. In 1963, Halpin and Croft began their research on the organizational climate of schools and suggested that further research be conducted based on their findings. This research sought to determine if there was a relationship between teachers' perceptions of school culture and climate and students' marking period/trimester 1 grades, teachers' perceptions of school culture and climate and students' Start Strong scores, and teachers' perceptions of school culture and climate and school leadership. The New Jersey School Climate Survey was distributed to teachers in four small school districts in Warren County, NJ. Survey data was collected from a total of 62 respondents, and academic data was provided to the researcher on coded spreadsheets. Data analysis was performed using Pearson correlation tests and independent sample t-tests through the use of the SPSS program in order to determine if any potential relationships existed. The data revealed that teachers' perceptions of school culture and climate did not have an impact on student achievement. Additionally, there were a number of relationships that existed with regard to teachers' perceptions of culture and climate and school leadership. The results indicated that the high school respondents answered less favorably compared to the elementary school respondents on the school leadership survey questions. This study may help school leaders have constructive conversations with their staff with regard to the school's culture and climate.(ProQuest abstract).

Book excerpt: ABSTRACT: The purpose of this study was to contribute to the understanding about specific school culture components relating to effective school criteria (ESC) in order to improve student achievement in Florida. The unit of analysis was at the school level, and the sample included 4 elementary and 4 middle schools from small rural school districts in the Florida Panhandle. The study investigated the presence of ESC and the assigned school grade that implies effectiveness. The Quality School Assessment Instrument (QSAI) survey measured the presence of the ESC. To investigate the relationship, the QSAI score was compared to the school accountability score that equates to the school grade. A Pearson product-moment correlation coefficient of 0.93, p = 0.001 indicates a statistically significant positive correlation. This study also investigated the organizational structures of schools related to ESC measured with the School Culture Survey (SCS). Data to support the notion of the interdependency of the ESC and the way in which the school is organized to support the criteria are key concepts in utilizing the ESC for school improvement. The QSAI data compared to the SCS data generated a significant positive correlation as evidenced by the Pearson r of 0.94, p = 0.0006. A third analysis compared the QSAI data of the 4 schools deemed high performing to the 4 low performing schools in the sample utilizing a t test. Book excerpt: This study examined school culture as identified through NC teachers' responses to questions regarding school leadership's sustained effort to address teachers' concerns about leadership issues, facilities and resources, the use of time in the school, professional development, teacher leadership, community support and involvement, managing student conduct, instructional practices and support, and new teacher support on the 2012 NC Teachers Working Conditions Survey. Teachers responded using a Likert-style scale and were clustered into Leadership Perception Groups (LPGs) that paralleled the Likert scale responses. Quantitative methods were used to determine the significance of association between the LPGs and the 2012 reading and math achievement data for third through eighth grade NC students. Percentage of proficiency was the student achievement measure. Findings revealed significance in about half of the grade and subject groups. The LPG characterized by negative responses most consistently associated with student achievement in reading and math at all grade levels. Results suggest that the association between negative culture and student achievement is an important area for further study. The findings from this study suggest three interpretations. First, teachers' perceptions regarding whether their school leadership addresses their concerns is a strong indicator of the culture of the school. Second, teachers' effectiveness is impacted by their administrators' reaction to their concerns. Finally, the concentration of teachers that is satisfied or dissatisfied with their school leadership is associated with student achievement significantly. The implications for cultural leadership are discussed.

Community schools collaborate with outside partners to meet the needs of students, families, and the broader community. By addressing out-of-school barriers that hamper student success by localizing and coordinating services on the campus, community schools across the United States have seen improved academic achievement, attendance rates, behavior, and engagement. This report identifies eight common attributes of successful community schools, explores the positive outcomes of community schools, and argues that Texas should allow struggling schools to adopt the community school model as a turnaround strategy to achieve student success.

This study strives to offer insights concerning the questions: (a) what behavioral patterns of current family, peers, and conditions in school have influenced the educational decisions of these Mexican American males? and (b) what social conditions motivate these Mexican American males to seek and achieve higher education despite adversity? This qualitative research was also aimed at establishing and understanding how a selected number of Mexican American males have achieved academic success. The researcher chose 10 men with either an associate of arts or an associate of science degrees for an in-depth interview and used a semi-structured interview guide in an effort to prompt oral discourse. The interviewer posed questions concerning academic conditions, family impact, college environment, and financial issues. The responses to the questions led to similar themes involved in these students' course completion and graduation. The researcher used a theoretical framework using Bandura's Social Learning Theory (1977) in which he suggests that not only environmental factors, but motivational factors along with self-regulatory mechanisms affect an individual's behavior. This research illustrated the conditions that facilitated reaching the participant's educational goal and mission, which was to complete a two-year degree at the community college. The inquiry examined the behavioral patterns that have been an influence on the educational decisions of these Mexican American males, and what social conditions have motivated them to seek and achieve higher education despite adversity.

Due to this narrow focus on standards and testing becoming more and more central in education, schools and teachers often do not implement the pedagogical strategies that work to increase student learning and thinking (Burke, 2010; Langer, 2001; Christenbury & Kelly, 1983; Nystrand, 1997; Wiggins & McTighe, 2005). In addition to a lack of focus on pedagogical practices, schools often ignore the impact culture has on both student achievement and teacher practice (Deal & Peterson, 2009). This study examines how culture and power structures within a school influence teacher practice. This year-long qualitative case study sought to answer the following questions: 1) What impact does a school’s culture have on teacher practice? 2) In what ways does classroom discourse position teachers and students as creators of knowledge? 3) How are reading and writing implemented to create environments where learning is valued? 4) How does the use of pedagogical labels allow teacher and schools to believe they are implementing effective practices? Through analysis of field notes and interviews, the research suggests that schools and teachers seeking to improve their educational outcomes examine honestly the practices in place and explore the impact that the school culture has on those practices. Findings suggest that for schools to succeed in improving their academic achievement both school and classroom culture need to value and have learning at the center.

Book excerpt: The failure of schools across the country to ensure students meet federal, state, and community standards continuously plagues the education system. More than a quarter of all schools in the nation failed to meet federal requirements in 2007, with 38% failing to do so in 2010. By 2011 that figure rose to nearly 50%. Failing schools ostensibly produce failing students who experience poorer outcomes than their peers including reduced earnings over their lifetime. A potential solution to failing schools is to reconstitute them. School reconstitution requires all staff at a failing school to reapply for their positions with the stated aim of improving student achievement. Started as a court-mandated desegregation action in San Francisco in 1983, school reconstitution quickly spread across the country in the 1990s. Incorporated into local and state accountability systems, scholars estimate thousands of schools reconstituted between 1983 and 2011. Despite its prevalence, information regarding how reconstitution began, spread, and made its way into Texas statute is scarce and theories related to why reconstitution should improve student performance lack cohesion. Even worse, little to no quantitative evidence demonstrates whether reconstitution improves student achievement. This dissertation takes advantage of a Texas law passed in 2003 mandating that schools failing to meet state standards for two years in a row must reconstitute. Estimated effects of reconstitution on student achievement apply state-wide student and school data between 2003 and 2011. Several methods, including regression discontinuity and student-level fixed-effects determine whether reconstitution improves student achievement and if developed theories explain this improvement. Discussion includes national, state, and local policy recommendations.
