Book excerpt: How Sanctions Work surveys theories of international sanctions and offers detailed analyses of the effect of sanctions on apartheid South Africa. Chapters by respected international experts cover cultural isolation, oil and military embargoes, trade boycotts, financial sanctions and divestment, consequences for black South Africans, and regional effects. The book shows how sanctions both directly and indirectly hurt the apartheid regime while in some cases offering succour to the anti-apartheid movement.

Available in PDF, EPUB and Kindle. Book excerpt: This work, as its title suggests, is a testament to the fact that economic sanctions are effective instruments of change in South Africa. George W. Shepherd, Jr. and the other contributing writers provide us with a glimpse inside South Africa, as well as a reflection of the emerging humanitarian global system. Shepherd and the others demonstrate, both theoretically and empirically, important lessons in the use and effectiveness of international and nongovernmental economic sanctions in influencing the internal affairs of other nations in order to limit human rights violations. After an introductory chapter on effective sanctions and the economic impact in South Africa, contributed chapters demonstrate that the international legal basis for racial equality in the world is not spent. Others point to the role of nongovernmental organizations in pressuring corporations and banks, the possibility of influencing ruling elites, the shift in U.S. policy to include sanctions in its anti-apartheid stance, and the replacement of Western military support of apartheid by growing international economic prohibition of new investments and limitations of trade. Most significantly, this book shows how the economy and politics of South Africa have been moved toward negotiations by both external and internal anti-apartheid pressures. This important new book concludes with a thorough bibliography and helpful indices that document the actions taken against South Africa.

Book excerpt: The purpose of this paper is to clarify the theory of international economic sanctions and to provide estimates of the short-run economic impact on South Africa of externally imposed reductions in the imports and capital flows into that country. Several theories of how sanctions "work" are examined, and they are shown to be not all equally plausible and not all consistent with each other. A macroeconomic picture of South Africa's "dependence" is drawn, and the economy's point of vulnerability in the short run is seen to be in its capacity to import, not in exports or capital flows. Finally, a static linear programming model of the South African economy is constructed. This model estimates that small sanctions would have small impace--i.e. if imports were reduced by less than one-fourth, GDP would be cut by only about one-half as large a percentage as imports. Larger import reductions cause ever greater damage. And if imports were cut in half, not only would GDP be seriously reduced but massive unemployment and relocation of white labor would occur.

Available in PDF, EPUB and Kindle. Book excerpt: The use of sanctions is increasing in the post-Cold War world. Along with this increase, the international community must ask itself whether sanctions 'work, ' in the sense that they incite citizens to change or overthrow an offending government, and whether sanctions are really less damaging than the alternative of war. Here for the first time, sanctions and humanitarian aid experts converge on these questions and consider the humanitarian impacts of sanctions along with their potential political benefits. The results show that often the most vulnerable members of targeted societies pay the price of sanctions, and that in addition, the international system is called upon to compensate the victims for the undeniable pain they have suffered. Well-chosen case studies of South Africa, Iraq, the former Yugoslavia, and Haiti illustrate how much pain the community of states is willing to inflict upon civilians in the quest for political gains. Together with an analytical framework and policy conclusions, this important book seeks to clarify the range of options and strategies to policymakers who impose sanctions and to humanitarian officials who operate in sanctioned environments
