Book excerpt: In response to economic decline in inner-cities and rural communities, many states have employed geographically-targeted tax incentives to spark development. New York State, since 1987, has had its own version of the enterprise zone plan, appropriately titled the Empire Zone program. These zones create virtually tax-free environments for businesses to set-up shop. The original goals of creating these zones were to increase local income levels and reinvigorate distressed communities. Herein, I shall examine whether these goals were met through the analysis of tract-level Census Summary 3 data, comparing tracts with Empire Zone exposure to those without such a treatment. This analysis will be conducted through two different methods, as used by other scholars in their analysis of other statewide enterprise zone programs: a difference-of-differences method and an OLS regression model with fixed effects. These results will be supplemented by an examination as to whether impacts are different in a rural community or more urban area. I find that the Empire Zone program does not appear to have significant positive impacts on local income levels or on unemployment rates.

Available in PDF, EPUB and Kindle. Book excerpt: The Office for Budget Responsibility was established to provide independent and authoritative analysis of the UK's public finances. Part of this role includes producing the official economic and fiscal forecasts. This report sets out forecasts for the period to 2015-16. The report also assesses whether the Government is on course to meet the medium-term fiscal objectives and presents preliminary observations on the long-run sustainability of the public finances. Since the June forecast, the UK economy has recovered more strongly than initially expected. The GDP growth was greater than expected in both the 2nd and 3rd quarters, but that unemployment levels have risen to levels that the June forecast did not anticipate until the middle of 2012. In general the world economy has also grown more strongly. CPI inflation has remained slightly higher than expected in June, whilst public finances have performed as forecast. The interest rates on UK debt are lower than in June. The OBR forecasts that the economy will continue to recover from the recession, but at a slower pace than the recoveries of the 1970s, 1980s and 1990s. The publication is divided into 5 chapters with two annexes.

Available in PDF, EPUB and Kindle. Book excerpt: The SAGE Encyclopedia of World Poverty, Second Edition addresses the persistence of poverty across the globe while updating and expanding the landmark work, Encyclopedia of World Poverty, originally published in 2006 prior to the economic calamities of 2008. For instance, while continued high rates of income inequality might be unsurprising in developing countries such as Mexico, the Organization of Economic Co-operation and Development (OECD) reported in May 2013 even countries with historically low levels of income inequality have experienced significant increases over the past decade, including Denmark, Sweden, and Germany. The U.N. and the World Bank also emphasize the persistent nature of the problem. It is not all bad news. In March 2013, the Guardian newspaper reported, “Some of the poorest people in the world are becoming significantly less poor, according to a groundbreaking academic study which has taken a new approach to measuring deprivation. The report, by Oxford University’s poverty and human development initiative, predicts that countries among the most impoverished in the world could see acute poverty eradicated within 20 years if they continue at present rates.” On the other hand, the U.N. says environmental threats from climate change could push billions more into extreme poverty in coming decades. All of these points lead to the need for a revised, updated, and expanded edition of the Encyclopedia of World Poverty. Key Features: 775 evaluated and updated and 175 entirely new entries New Reader’s Guide categories Signed articles, with cross-references Further Readings will be accompanied by pedagogical elements Updated Chronology, Resource Guide, Glossary, and thorough new Index The SAGE Encyclopedia of World Poverty, Second Edition is a dependable source for students and researchers who are researching world poverty, making it a must-have reference for all academic libraries.

Its trillion dollar economy makes the state a national-and often world-leader in banking, finance, publishing, soft services (law, accounting, insurance, consulting), higher education, culture, and the arts. With more than one in five of its residents having immigrated from elsewhere, New York State is an ethnic and social harbinger for an increasingly diverse nation. Recent years have found it, like many other big states, challenged to achieve effective governance. How is, can, or should such a state be governed? What is its history? What is its future? The Oxford Handbook of New York State Government and Politics offers an unusually comprehensive, detailed, and systematic study of this unique and influential state. The thirty-one chapters in The Oxford Handbook of New York State Government and Politics assemble new scholarship in key areas of governance in New York, document the state's record in comparison to other US states, and identify directions for future research. Following editor Gerald Benjamin's introduction, the handbook chapters are organized in five sections that look at the state constitution, state political processes, state governmental institutions, intergovernmental relations, and management and policy areas. Chapters address a wide array of topics including political parties, campaign finance policy, public opinion polling, elections and election management, lobbying and interest group systems, the state legislature, the governorship, the judiciary, the state's "foreign policy," education, health care policy, public safety, economic development, transportation policy, energy policy, and more. A final chapter, compiled by the state archivist, consists of a most extensive annotated bibliography of resources on state history, state political history, the state constitution, and state political processes. Chapter authors include both scholars of New York State and current and former state officials.

Available in PDF, EPUB and Kindle. Book excerpt: Most experts consider economic development to be the dominant factor influencing urban politics. They point to the importance of the finance and real estate industries, the need to improve the tax base, and the push to create jobs. Bruce F. Berg maintains that there are three forces which are equally important in explaining New York City politics: economic development; the city’s relationships with the state and federal governments, which influence taxation, revenue and public policy responsibilities; and New York City’s racial and ethnic diversity, resulting in demands for more equitable representation and greater equity in the delivery of public goods and services. New York City Politics focuses on the impact of these three forces on the governance of New York City’s political system including the need to promote democratic accountability, service delivery equity, as well as the maintenance of civil harmony. This second edition updates the discussion with examples from the Bloomberg and de Blasio administrations as well as current public policy issues including infrastructure, housing and homelessness, land use regulations, and education.

Book excerpt: This thesis explores the overall impact of New York City's Empowerment Zone initiative and concludes whether or not the policy promoted a significant rise in local employment. Moreover, it expands on data collected from the beginning of the program in 1993 to the present day alongside first-person interviews and obtains a conclusion which reflects on the planning implications set forth by the existing Federal Opportunity Zone program enacted under the 2017 Tax Cuts and Jobs Act. By reflecting on the history and motivations that served as a foundation for these programs existence, quantifying the complete extent at which it affected low-income residents of Central Harlem and the South Bronx, and placing its impact on contemporary policy, this thesis posits a balanced conclusion addressing the exact planning implications Special Economic Zones (SEZs) place on impoverished neighborhoods throughout New York City.
