For most people, eyesight is part of everyday communication, social activities, educational and professional pursuits, the care of others, and the maintenance of personal health, independence, and mobility. Functioning eyes and vision system can reduce an adult's risk of chronic health conditions, death, falls and injuries, social isolation, depression, and other psychological problems. In children, properly maintained eye and vision health contributes to a child's social development, academic achievement, and better health across the lifespan. The public generally recognizes its reliance on sight and fears its loss, but emphasis on eye and vision health, in general, has not been integrated into daily life to the same extent as other health promotion activities, such as teeth brushing; hand washing; physical and mental exercise; and various injury prevention behaviors. A larger population health approach is needed to engage a wide range of stakeholders in coordinated efforts that can sustain the scope of behavior change. The shaping of socioeconomic environments can eventually lead to new social norms that promote eye and vision health. Making Eye Health a Population Health Imperative: Vision for Tomorrow proposes a new population-centered framework to guide action and coordination among various, and sometimes competing, stakeholders in pursuit of improved eye and vision health and health equity in the United States. Building on the momentum of previous public health efforts, this report also introduces a model for action that highlights different levels of prevention activities across a range of stakeholders and provides specific examples of how population health strategies can be translated into cohesive areas for action at federal, state, and local levels.

We show that information is not generally available on the number of people who might benefit from electronic travel aids. Although we have made some guesses about the prevalence of visual impairment and blindness in the United States, we believe them to be underestimates of the true rates. Better information is needed about this population and should be collected with certain variables in mind: age, onset, degree of impairment, and certain social factors such as income level. Information is also not available on the use of electronic travel aids. More extensive follow-up studies are needed to determine the usefulness and success of particular devices.

The research shows how to bridge the divide while exploring relevant topics that lead to the conception of feasible solutions. Further, it will contribute to the development of more socially inclusive healthcare information systems. The research is supported by a thorough literature review of articles, journals, and research reports dealing with the major relevant topics. A qualitative research method was used to identify and obtain an in-depth understanding of the healthcare information accessibility (HCIA) barriers that visually impaired people face, and the factors involved in the creation of these barriers. Moreover, a quantitative method was used to collect primary data, and a number of different analysis methods were used to produce results. This led to findings that were generalized to the larger population of the visually impaired. The research shows that, despite the staggering advances in information and communication technology (ICT), the healthcare information needs of the visually impaired are not being met. However, it has also been discovered that the digital divide caused by visual impairment can be mitigated with intelligent design and the realization of information systems intended to fulfill the healthcare information needs of the visually impaired. A logical information system is needed that has a combination of input, back-end, and output assistive technologies with increased social inclusion and the capability to empower visually impaired people and help them access available healthcare information.

There is no adequate substitute for vision. Despite the existence of a selection of technical aids that partially compensate for lack of visual acWe describe some of the efforts we have made toward a navigation aid for the blind. Our long term goal is for a portable, self-contained system that will allow visually impaired individuals to travel through familiar and unfamiliar environments without the assistance of guides. The system, as it exists now, consists of the following functional modules: (1) a means of determining the traveler's position and orientation in space, (2) a Geographic Information System comprising a detailed database of our test site and functions for route planning and for obtaining information from the database, and (3) the user interface.cess to environmental information (Golledge, 1988a), the blind or vision impaired traveler must operate from a severely disadvantaged position. Not only is access to information about the immediate or proximal environment (i.e., environment of the next half-dozen or so steps) lacking, but even more important the general contextual information and spatial layout or environmental configuration is often unrealized or unknown. Even competent blind travelers who are quite familiar with a given environment can lose track of their location and their path and become disoriented or lost when distracted by unexpected barriers, unanticipated hazards, or unwanted interruptions. Recovering information about location and orientation can be an almost insurmountable task without access to appropriate environmental cues. The recovery task becomes most difficult when the individual finds herself or himself in a relatively undifferentiated open space (e.g., playing fields, parking lots,-and large pedestrian malls) where orientation and locational cues are often not available. This might also occur in the "barrier-free" and sometimes cue-less interior spaces of large buildings (e.g., institutions such as libraries, hospitals, public buildings, museums and so on). For safe and expeditious travel, way-finders must have access to a considerable amount of declarative or landmark information. Depending on the environment this may include things such as sequences of driveways, telephone poles, doors, entrance ways to buildings, intersections, breezeways, noises, smells, wind, sun angle, and so on (Welsh & Blasche, 1980; Wiedel, 1983; Tatham & Dodds, 1988). Many blind travelers acquire their knowledge base with the help of professional orientation and mobility instructors. They rely heavily upon learning segment sequences (i.e. route knowledge), along with specific actions such as direction changes or path crossing at specific choice or decision points.
