The question asked most often tends to be, is the public getting sufficient return on their investment? Accountability standards arising from the No Child left Behind Act (NCLB) have sharpened the focus of this question to whether the students and schools are meeting established benchmarks. A study of the impact of funding levels in the Mississippi state funding mechanism [Mississippi Adequate Education Program (MAEP)] attempted to determine whether recent increases in these funding levels impacted the state accreditation (based on student performance) of the schools in Mississippi. Results show that while the number of lower achieving schools has been greatly reduced, funding level is inversely related to accreditation level. Low performing schools require greater levels of funding to redress academic deficits and move to higher levels of accreditation while higher performing schools require comparatively less funding to achieve and/or maintain a higher level of accreditation. Book excerpt: This quantitative study analyzes the level of equity of the Mississippi Adequate Education Program funding formula through an analysis of the base per-pupil per district allocation system. This study researches the levels of horizontal equity, vertical equity, and fiscal neutrality in relation to the equity designed in the original 1993 proposal. The relationship between the current levels of equity found in the Mississippi Adequate Education Program and the proposed levels of equity holds significant interest for the Mississippi state legislature and educational leaders throughout the state of Mississippi. The funding formulas for Fiscal Year 2004 and Fiscal Year 2010 are shown in relation to each other as well as in relation to the original 1993 design. The state per-pupil per district allocation before and after categorical add-ons is used to examine the equity found in the formula. Fiscal Year 2004 was the earliest funding allocation this researcher found as a complete dataset in contrast to Fiscal Year 2010 which represents the most current allocation to be funded to school districts during the course of this study. All 152 school district allocations are included in both fiscal year datasets. Both allocations are shown in relation to the original 1993 proposed design in terms of horizontal and vertical equity through range, restricted range, and federal range ratio. The horizontal coefficient of variation is also delineated in contrast to the original 1993 design. Fiscal neutrality is related through the use of a Pearson Product Moment Correlation Coefficient and a Coefficient of Determination at the 0.01level (two tailed) of significance. The research findings reflects the Mississippi Adequate Education Program funding formula has gains in horizontal equity, a weakening vertical equity component, and is moderately positive in fiscal neutrality.

Book excerpt: The purpose of this study was to examine the impact of four variables, principal salary, district wealth, student socioeconomic status, and school size, on the achievement level of public school students in Mississippi. The first, principal salary, was found not to have been studied as a variable that may correlate with student achievement. One may have hypothesized that more effective principals would correlate with increased student achievement test scores and that those principals would have been rewarded with higher salaries. The results of this study did not support that idea. The data indicated that there was no meaningful correlation between highly paid principals and higher student achievement. There was no significant correlation between district wealth and student achievement. This may indicate that Mississippi school funding (MAEP) and federal funding have been effective in aiding low-wealth schools as was intended by lawmakers. There was a significant low positive correlation between school size and student achievement in non-urban elementary schools and a significant very low positive correlation with student achievement in high schools. That places this study in the minority camp of recent research in concluding that larger schools did not correlate with lower achievement. The most significant, meaningful, and important finding of this study was the dramatic impact that student poverty has on student achievement in Mississippi. In urban schools and rural schools, in elementary, middle, and high schools, poorer children scored poorly on their achievement tests. Correlations were significant moderate to high at all levels, with the highest at middle schools with a significant high negative correlation of -.636. The analysis indicates that a decrease in poverty will result in a dramatic increase in student achievement.

Book excerpt: The changing perceptions of communities about school performance and funding for schools has instigated a reform of school policy and standards. In 1993, the Missouri State Legislature passed the Outstanding Schools Act to address school funding equity and accountability in Missouri public schools. Over the past nine years new standards for accreditation for Missouri public schools have been developed and instituted as a result of this legislative act. Funding and student performance have been debated since the early 1960s, with no definitive conclusion to the question of whether money has an influence on student achievement and school quality. The purpose of this study was to determine if relationships exist between the funding characteristics of Missouri public school districts and the school quality factors such as student achievement, dropout rates, etc. The Missouri School Improvement Program (MSIP) sets the standards for school district quality and accreditation. The twelve MSIP standards were analyzed in comparison to school district financial characteristics using correlation matrices, factor analysis and multiple regression analysis. Results of the study indicate significant relationships exist between school quality variables and financial characteristics. The student population percentage eligible for free and reduced lunch displayed a strong negative correlation with school quality indicators. Other negative relationships with school quality indicators were state and federal percent of the revenue and the minimum guarantee per pupil from state funding. Positive relationships with school quality were found with higher local property values, A+ high schools, and a higher percent of the revenue from local sources. The regression analyses determined that the best predictors of school quality as defined by the school quality factor analysis were the percentage of enrollment eligible for free and reduced lunch, the operating tax levy, per pupil expenditure level, having an A+ high school in the district, the average daily attendance (student population), and the local assessed valuation of property level. This study may be helpful for state policymakers and local school officials as they work to implement school quality accountability standards as well as review funding issues for schools each year. This study's results indicate that higher poverty areas have greater difficulty meeting state standards and achieving the levels required in student achievement. More state funding does not seem to enhance the ability of districts to improve under the current funding mechanisms. A new funding policy may be needed to address inadequacy in funding, not just inequity between school districts.
