Available in PDF, EPUB and Kindle. Book excerpt: With new devolved administrations in Scotland, Wales and Northern Ireland, this book makes a comprehensive assessment of the impact of devolution on social policy. It provides a study of developments in the major areas of social policy and a full comparison between Scotland, Wales and Northern Ireland. To what extent is it valid to speak of agendas for government driven by social policy? With new governments in each country, has a fresh dynamic been given to the emergence of distinct social policies? The impact of devolution on social policy uses a framework of analysis based on the nature and scope of social policies, ranging from major innovations and policy distinctiveness, to differences in implementation, policy convergence and areas of overlap with UK policies. This framework facilitates an integrated analysis and comparison of social policy developments and outcomes between the four UK nations. An assessment is also made of the ideas and values which have driven the direction of social policy under devolution. With devolution becoming increasingly important in the study of social policy, the book will be of key interest to academics and students in social policy, public policy and politics, and will also be a valuable resource for practitioners involved in policy making.

Exploring areas such as social enterprise, capacity building, volunteering and social value, the authors provide a platform for academic and policy debates on the topic. Drawing on research carried out at the ESRC funded Third Sector Research Centre, the book charts the historical development of the state-third sector relationship, and reviews the major debates and controversies accompanying recent shifts in that relationship. It is a valuable resource for social science academics and postgraduate students as well as policymakers and practitioners in the public and third sectors in fields such as criminal justice, health, housing and social care.

Available in PDF, EPUB and Kindle. Book excerpt: Equality of opportunity is a contested concept. It evokes strong emotions from proponents and opponents alike. Enduring issues of inequality and discrimination mean that it remains at the forefront of political priorities in the twenty-first century. Traditional analyses tend to focus on developments at the level of the unitary state or European Union. In contrast, this book underlines the salience of multi-level governance and offers the first detailed comparative analysis of contemporary efforts to promote equality of opportunity in the wake of constitutional reform in the UK. It presents a summary of social theory on equalities in relation to gender, and a full range of social groups and identities - such as disability, ethnicity, sexual orientation and age. It outlines the contemporary evidence base relating to patterns and processes of inequality in the 'devolved' nations. A 'governance perspective' is also advanced; one that details how constitutional law establishing the devolved legislatures contains equality clauses that enable and empower government to promote equality in public policy and law. Analysis reveals the development of distinctive regulatory structures and equalities policy lobbies in each territory. Overall, this volume charts the development of divergent legal rights and public policy on the promotion of equality in the wake of constitutional reform in the UK. Notwithstanding ongoing challenges, it is argued that the move to quasi-federalism is significant for it marks a shift from the predominant, centralised administration of social policy witnessed throughout the twentieth century, to divergent approaches designed to address contrasting socio-economic patterns and processes in Wales, Scotland and Northern Ireland.

Book excerpt: The last two decades of the twentieth century saw the most fundamental changes in British social policy since the creation of the welfare state in the 1940s. From Margaret Thatcher's radical reassessment of the role of the state to Tony Blair's 'Third Way', the voluntary sector has been at the heart of these changes. At the beginning of the twenty-first century, voluntary organisations have been cast in leading roles on the social policy stage. They are expected to make key contributions to countering social exclusion; to regenerating communities; to providing social housing and welfare services; to promoting international aid and development; and to developing and sustaining democratic participation and the active community. But how are voluntary sector organisations grappling with the implications of their new, expanded role? How is their relationship with the state changing in practice? This book, which has its origins in an international conference of leading academics in the field, provides answers to these pressing questions. It analyses the numerous and complex ways in which the formulation and implementation of social policy is dependent on the contributions of the voluntary sector. It discusses the impact of the new policy environment on voluntary organisations. And it suggests that the successful implementation of social policy requires government to acknowledge and nurture the distinctive features and contributions of voluntary sector organisations. Voluntary Organisations and Social Policy in Britain is essential reading not only for the many people studying, working in or working with the voluntary sector in Britain but also for anyone who is interested in the formulation and implementation of social policy.

This book was released on 2013-10-17 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: The costs of housing benefit currently makes up more than a tenth of the UK Government's expenditure on welfare, with costs forecast to reach £25 billion by 2014-15. The Government's policy on under-occupation came into force in April 2013 and it is estimated that 40,000 tenants in Wales will be affected; representing 46% of working age housing benefit claimants living in the social rented sector. This is the highest proportion of any region in Great Britain. There could therefore be a shortage of one and two bedroom homes in Wales to re-house everyone who wants to downsize. If local authorities are struggling to find alternative smaller accommodation for Government should undertake a speedy review of this policy. It is also increasingly urgent for the Welsh Government to continue with its house-building programme, with a particular focus on the building of smaller sized properties: obviously this is a long-term solution that would require additional resources. If no social housing is available, tenants may need to move to the private rented sector and private rental costs would need to be monitored. The costs of moving disabled households who require adaptations are also a concern. There may be a case for exempting disabled households from the policy. The Government's proposal to pay housing benefit direct to social tenants under Universal Credit may result in some tenants being unable to manage their rent payments. The Committee recommends that the Government provide for housing benefit to be paid direct to the landlords in certain circumstances, for example after a specified period of non-payment

Book excerpt: The State and the Voluntary Sector is ideal for anyone who wants to quickly and clearly understand the statutory funding environment. The voluntary sector in modern Britain is a major force for social and economic change. With an expenditure of over £33 billion and a paid workforce of 634,000, the voluntary sector is also a key player in the modernisation and delivery of public services. This is in no small part due to a significant expansion in the scale and scope of collaboration with government over the last decade, an expansion underpinned by statutory funding. At a time when public expenditure is under pressure, policy-makers and voluntary sector leaders need the latest intelligence on the statutory funding relationship. The State and the Voluntary Sector provides a unique, easy-to-understand analysis of the funding relationship between the two sectors. It is an indispensible guide for policy-makers and voluntary sector leaders and anyone interested in the sector.
