Never before have the components of world order all changed so rapidly, so deeply, or so globally. As Henry Kissinger points out, the emergence of a new world order will have to confront three fundamental questions: What are the basic units of the international order? What are their means of interacting? and What are the goals on behalf of which they interact? The main question is whether the establishment and maintenance of an international system will turn out to be a conscious design, or the outgrowth of a trial of strength. The concept of a planning framework that could shape or govern these interactions is emerging and may now be at hand. The challenge that now presents itself is how to craft a strategy that maintains the United States' asymmetric advantage in space while moving from the current age of uncontested access to one where access must be assured by deliberate actions. All military strategies are key to the overall grand strategy of the state, but the U.S. military strategy for space holds a special degree of influence upon the overall success of U.S. grand strategy. What type of strategy would best achieve U.S. security objectives? Should the United States adopt a largely defensive strategy to protect its interests and preserve its advantages, or does the adage "the best defense is a strong offense" hold true for space? This thesis seeks to inform modern-day space strategy decisions through an examination of three historical case studies in which U.S. strategists and decision makers faced similar high stakes national security decisions with uncertain outcomes: the hydrogen bomb, MIRV missiles, and Star Wars. Analyses of these decision making processes and the resulting consequences give insight into these important questions and may inform us on the potential road ahead for space. These cases reveal how military superiority strategies; faith in, and reliance upon technology to solve complex national security problems; and a strong preference for offensive solutions to secure U.S. national security can produce the opposite of their intended effects. The potential exists for the United States to adopt a military strategy for space -- and acquire weapons to support its fulfillment -- that undermines U.S. grand strategy and delivers less security. The author concludes that given the current context, the nation is better off pushing the status quo in space without perturbing strategic stability, which will help retain the political, military, and economic advantages it has worked to hard to achieve.

This report examines the effects of defenses on first-strike stability. It is principally concerned with assessing first-strike stability during the transition from an offense-dominated strategic balance to a defense-dominated balance. It also examines the implications of various offensive and defensive force structures. The findings suggest that (1) first-strike instability during the defense transition can be minimized by careful force planning; (2) the most stable defense transition occurs when the ballistic missile defense transition is completed before significant levels of air defense are deployed; (3) arms control efforts will not necessarily reduce potential first-strike instabilities unless each side's counterforce capability is reduced; (4) asymmetries in each side's ability to suppress the opponent's defenses can lead to instabilities during, and after, the defense transition; and (5) biased perceptions make the defense transition either more or less stable, depending on the nature of the bias.

One that has recently done so, however, is the argument over ballistic missile defense systems in Europe. The United States has signed bilateral missile defense agreements with both Poland and the Czech Republic but none of the countries have yet ratified these arrangements. The uncertainty of the future of these systems, Russia's opposition to them, and 'most importantly' the complex interaction of how these agreements affect strategic stability will all be examined in this paper. A second aspect of this paper is an examination of the evolution and current definition of strategic stability itself. By providing historical context, it will be shown that the concept of strategic stability is still relevant today. Ultimately, this paper finds that despite the fact that the limited capabilities of the proposed Eastern European missile defense system itself do not pose a threat to Russia's intercontinental ballistic missile force, the decisions made by Moscow in response to the system may in fact negatively affect strategic stability.

Book excerpt: This thesis examines U.S. and Russian history and current policy debates to advance understanding of: (1) the strategic cultures of these nations, particularly with respect to BMD policies in the recent past; and (2) whether and how their strategic cultures and approaches to BMD are changing and how that may affect future strategic BMD developments and the status of the ABM Treaty. The development of BMD strategies, including policies concerning the ABM Treaty, within the framework of the established American and Russian strategic cultures is studied, with due attention to the Soviet experience and legacy in the Russian case. U.S. strategic culture does not seem to have changed significantly with the end of the Cold War, but U.S. BMD priorities have been redefined to reflect a higher priority attached to regional and theater-level defenses. It is apparent that the Soviet experience did have a significant impact on Russian strategic culture. Faced with major changes in its international status, domestic political-military arrangements, and scope of national security concerns, Russian strategic culture is nonetheless moving beyond the old Soviet culture. Future Russian policies regarding the transfer of BMD technology, sharing early warning data, and participating in a global protective system are heavily dependent on domestic political developments.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.
