Book excerpt: The research objective of the presented study is to find out the consequences of the EU accession on internal regions in terms of regional convergence or divergence. The conception of analysis is based on the convergence theory which states that all industrial systems would converge because of the determinant effects of technological development. The samples for empirical analysis include NUTS 3 regions within the “new” EU countries (the countries of the former socialist bloc that entered the EU in 2004 and 2007) and Croatia as a “control country”, the economic performance of which is measured by real GDP per capita for 2000-2011, the applied method - basic panel data analysis. The main findings of the research allow to argue that positively perceived trend of actual declining of economic performance's interregional variation within the “new” EU countries is not the consequence of joining the EU. The basic conclusion with regard to the results of the research is that the “new” EU countries are undergoing a natural inverted U-shaped trend of changes of their economic performance's interregional variation that depends both on the country average GDP's per capita growth and on the length of the period of self-development under the conditions of market economy rather than on the factor of unionization as such within the EU.

The aim is to inform integrated territorial investments and other economic development initiatives in lagging regions. Using the definition of lagging regions from the European Commission's Catching Up Initiative, more than two-thirds of the European Union member states have lagging regions when defined at the Nomenclature of Territorial Units for Statistics-3 scale. These small lagging regions are often hidden within larger and more prosperous regions. The paper considers the roles of industrial structure, innovation, and inward foreign direct investment as growth-enhancing factors. The findings indicate that the growth dynamics in low-income regions are different from those in regions in other income groups: there is no overall pattern in the contribution of industry to growth but there is a strong association between foreign direct investment and growth. Among low-growth lagging regions - the 171 small regions in the European Union with gross domestic product per capita less than 90 percent of the European Union average, and stagnant or negative growth performance - growth is correlated with construction and innovation. There are also differences in the growth pathways of rural and non-rural regions: growth is associated with moving away from agriculture in rural regions, and it is associated with construction and innovation in non-rural regions. The results imply that a finer geographic scale can be important in policy making and programming of Cohesion Policy Funds, to cater to different needs and opportunities at the scale of Nomenclature of Territorial Units for Statistics-3 regions.

Book excerpt: The Eastern Enlargement of the EU saw a proliferation of association agreements with countries in the 'near abroad' under EU's European Neighbourhood Policy framework. Although such agreements are considered to be strictly welfare-enhancing, there is very little evidence to show their economic effects, including their distributional consequences across space, separately from other concurrent processes (transition, internationalisation, capital deepening, etc). This paper draws on the experience of pre-accession agreements in Central and Eastern Europe to estimate the effect that such agreements had on regional growth, and thus on the long-run evolution of regional disparities, in the associated countries. We apply an event-analysis and exploit the country variation in the timing of these agreements to identify their distinctive effect on regional growth, using regional data at the NUTS3 levels covering the period from the early transition phase (1991/92) until the eruption of the financial crisis (2008). Our results provide strong evidence that EU association agreements accelerate growth; but show that this is far from evenly distributed across space - with denser, larger and more diversified regional economies gaining the most. We discuss what these findings imply for regional growth and spatial imbalances in the new wave of associated countries under the ENP.

There has been absolute income convergence between regions in both the groups of countries looked at, the countries of the EU15, or the old member states, and the new member states or NMS. When national effects are included in convergence equations using country dummies, no evidence of regional income convergence can be observed. The results of the analysis assert the importance of regional policies in inhibiting the increase of regional income disparities and improving conditions for income growth, particularly within the new member states.

Ten of them had undergone a profound transition from a totalitarian regime to democracy, and from a centrally planned economy to a market-based system. Most of them had income levels signi?cantly below those of the then EU-15. Now, 6 years later, we can clearly see that the process of European integration, both before and after 2004, was what enabled Europe to overcome the gaps between various parts of the continent. The enlargement made Europe a better and wealthier place and streng- ened its position in the world. Integration into the European Union has always been one of the strongest incentives for reform in the new Member States. Particularly important in my view have been the development of ?nancial markets through foreign direct investment and capital in?ows, and the opening of labour markets – which was a two-way phenomenon, with markets being opened up in acceding as well as the incumbent Member States. The Fifth Enlargement was thus an exercise of glo- lisation in miniature, a practice run for the Union to tackle the challenges of the ever smaller world.

In the 90s of the last century the project of the internal market was completed and then Member States started to implement the provisions of a monetary union. Coordination proceeds also in terms of fiscal, structural and to some extent and social policies. Nevertheless, the European Union is quite a heterogeneous as a whole. Individual economies are different both in absolute and relative economic indicators, the economic and social disparities of the member base is even more marked after the recently realized enlargement of the original Fifteen by the twelve new member states. European Union is chracterized by significant concentration of economic activities, both sectoral and spatial. The goal of this paper is to clarify regional differentiation and agglomeration within the European union. We will use quantitative analises of empirical statistical data from Eurostat databases and the European Cluster Observatory. To monitor regional differences in economic level, gross domestic product per capita expressed in purchasing power parity is used as an indicator which is also suitable for international comparisons, since it addresses issues of the effects of price levels and exchange rates. A substantial issue in the assessment of regional disparities represents a selection of examined territorial units. In cluster analyses we will come out, for reasons of comparability, from the unified classification of territorial regions of the European Union, which divides the territory of all member countries into the so-called NUTS regions. Specifically, we will follow namely the units at NUTS 2 level, only in certain evaluation we enter the regions at the level of the NUTS 3. In our analysis, we use data from a database of European Cluster Observatory, which represents the most comprehensive European source. The database contains comparative data for all 27 EU member countries and focuses only on clusters of high quality levels. Clusters are identified based on regional employment. Geographical dimension is observed at the NUTS 2 regions. To determine the quality of industrial specialization and agglomeration is used in so-called Star classification under which the cluster can take one, two or three stars. Three stars are seen as the highest achievable rating.

In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.
