Dr Shukla demonstrates that better water supply, asphalt roads and increased drainage capacity can have a great impact on productivity. Her essays underline the fact that economic infrastructure is not enough. Social infrastructure, such as investment in health and education, not only creates a healthier, enlightened population but can result in higher industrial productivity.

We investigate the economic effects of this decentralization policy on the level of productivity and innovation and their spatial distribution in the national economy. We find important and significant effects of this investment policy upon economic output and the locus of knowledge production, suggesting that the decentralization has affected regional development through local innovation and increased creativity. Our evidence also suggests that aggregate productivity was increased by the deliberate policy of decentralization. Finally, we estimate the spillovers of university investment over space, finding that they are substantial, but that they are greatly attenuated. Agglomerative effects decline rapidly; roughly half of the productivity gains from these investments are manifest within 5-8 km of the community in which they are made.

The research findings provide strong backing for the human capital paradigm: educational expansion is shown to raise labor productivity. The results also show that making education less scarce diminishes inequality in access to education and in income. A comparison of the mediation effect sizes does not clearly identify the most important channel. Nevertheless, the total treatment effect of urbanization on poverty is shown to be significantly positive, smaller for the short than for the long run.

Book excerpt: This dissertation attempts to examine the effect of urbanization on poverty reduction outcomes by considering various dimensions of poverty and channels of reducing poverty. First, we develop a theoretical model in order to infer a relationship between urbanization and poverty reduction outcomes. Specifically, it shows an optimal level of urbanization to properly allocate basic public infrastructure and promote pro-poor growth. Second, we conduct empirical analysis on international data to examine the testable hypotheses that are derived from the theoretical model. Further, we explore the "channeled effects" of urbanization on basic education and health by the IV estimation and on productivity by the dynamic panel GMM estimation. As the theoretical model suggests, our results exhibit the statistically significant relationship in a non-linear form between urbanization and poverty. In addition, we explore the impact of urbanization on poverty reduction outcomes in different regions in order to see the various magnitudes of urbanization effects among regions.
