Book excerpt: This document presents a review of the often contradictory literature describing the effects of release waters on the tailwater environment and biota. The physical and chemical conditions found in tailwaters downstream from warmwater and coldwater discharge impoundments are compared and contrasted to those found in natural streams. Reservoir discharges modify the physical, chemical, and biological characteristics of the stream ecosystem. Physical and chemical characteristics in tailwaters are primarily determined by the depth, volume, and schedule of water releases. The magnitude of change is related to the type of reservoir and to the design and operation of outlet structures. The structure of the biotic community reflects the physical and chemical conditions existing in a particular tailwater. The community is composed of organisms, including nonnative species, that are adapted to this environment. The effects of the tailwater environment on the life history, physiology, and abundance of selected species are described.

Clark PADC Environmental Impact Assessment and Planning Unit Project Director Events throughout the world substantiate the view that planning and decision-making systems need a better integration of environ mental, economic and social considerations. Many organizations are showing considerable interest in Environmental Impact Assessment (EIA) and its role in project planning and policy evaluation and as an aid to decision-making. Consequently, it was decided to hold a NATO Advanced Study Institute on EIA for the following reasons. First there is evidence of uncertainty, particularly amongst many scientists and decision-makers, as to the nature, scope and object ives of EIA. Secondly, there is much confusion over the objectives and utility of certain EIA methods. Third, there appears to be a gulf developing between decision-makers and what they require from EIA, and the ability of the scientist to provide information which is scientifically rigorous. Finally, there appears to be little concern as to the relationship between "impact prediction" and the actual consequences ofa development activity, suggesting that if EIA is not to become both politically and scientifically disreput able greater emphasis should be placed on prediction, monitoring and post-audit studies. As will be seen from the contents of this volume the ASI attempted to address all of the above topics and indeed many more. It was perhaps inevitable that the ASI raised more questions than were answered but this is indicative of the vigorous debate that is now taking place about the role and utility of EIA.

Book excerpt: The idea for an international symposium on regulated streams was conceived over an open-faced sandwich at the R&dhus in Copenhagen when we attended the Congress of the Societas Internationalis Lim nologiae in summer 1977. Although· we were aware that various col leagues were working on ecological problems in reservoir tailwaters, we did not fully comprehend the magnitude of worldwide stream regu lation nor the extent of interest in the subject. Such revelations are reflected in the 21 papers included in this book. The authors have summarized current understanding of the ecology of regulated streams and attempted to convey the importance and direction of future scientific investigations in stream ecosystems altered by upstream impoundments. The First International Symposium on Regulated Streams was the plenary event at the 27th annual meeting of the North American Benthological Society, April 18-20, 1979, in Erie, Pennsylvania. More than 500 colleagues attended. We gratefully acknowledge the support granted by the National Science Foundation; these funds permitted intellectual exchange between scientists from eight coun tries on four continents. We extend personal thanks to Dr. K. W. Stewart, President of NABS, and the NABS Program Committee, including Drs. E. C. Masteller, E. R. Brezina, and W. P. Kovalak. These individuals and other officers and members of the Executive Committee assisted us with the many details leading to organization and staging of a scientific forum. Book excerpt: Running waters are enormously diverse, ranging from torrential mountain brooks, to large lowland rivers, to great river systems whose basins occupy subcontinents. While this diversity makes river ecosystems seem overwhelmingly complex, a central theme of this volume is that the processes acting in running waters are general, although the settings are often unique. The past two decades have seen major advances in our knowledge of the ecology of streams and rivers. New paradigms have emerged, such as the river continuum and nutrient spiraling. Community ecologists have made impressive advances in documenting the occurrence of species interactions. The importance of physical processes in rivers has attracted increased attention, particularly the areas of hydrology and geomorphology, and the inter-relationships between physical and biological factors have become better understood.
