Book excerpt: The origins of the debt crisis, the principal institutional actors involved, and the structure of related policies are well documented. Less studied and less understood is the impact of austerity on the people of Latin America. In this collection of original essays, leading Latin American and U.S. researchers map the political economy of austerity in Latin America. Each essay focuses on a specific aspect of social relations-urban, rural, demographic, or economic. Exploring the theoretical and substantive implications of austerity in Latin America, the contributors show that the study of the region's debt crisis can contribute to an understanding of the impact of internationalization on national social structure and development. The book begins with a historical analysis of global economic and institutional changes that presaged the rapid growth of debt in Latin America and determined the implementation of austerity policies. In Part 2, several essays focus on the structure of national economic stabilization policies and their impact on income distribution. Part 3 examines the effects of austerity on various dimensions of social structure including demography, urbanization, organized labor, and regional development. Popular responses to austerity policies are explored in Part 4.

Available in PDF, EPUB and Kindle. Book excerpt: Analysis of Latin America's economy focusing on development, covering the colonial roots of inequality, boom and bust cycles, labor markets, and fiscal and monetary policy. Latin America is richly endowed with natural resources, fertile land, and vibrant cultures. Yet the region remains much poorer than its neighbors to the north. Most Latin American countries have not achieved standards of living and stable institutions comparable to those found in developed countries, have experienced repeated boom-bust cycles, and remain heavily reliant on primary commodities. This book studies the historical roots of Latin America's contemporary economic and social development, focusing on poverty and income inequality dating back to colonial times. It addresses today's legacies of the market-friendly reforms that took hold in the 1980s and 1990s by examining successful stabilizations and homemade monetary and fiscal institutional reforms. It offers a detailed analysis of trade and financial liberalization, twenty–first century-growth, and the decline in poverty and income inequality. Finally, the book offers an overall analysis of inclusive growth policies for development—including gender issues and the informal sector—and the challenges that lie ahead for the region, with special attention to pressing demands by the vibrant and vocal middle class, youth unemployment, and indigenous populations.

Available in PDF, EPUB and Kindle. Book excerpt: Latin America suffered a profound state crisis in the 1980s, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or 'second generation' reforms. 'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.

Book excerpt: Outward migration has been an important phenomenon for countries in Latin American and the Caribbean (LAC), particularly those in Central America and the Caribbean. This paper examines recent trends in outward migration from and remittances to LAC, as well as their costs and benefits. For the home country, the negative impact from emigration on labor resources and productivity seems to outweigh growth gains from remittances, notably for the Caribbean. However, given emigration, remittance flows play key financing and stabilizing roles in Central America and the Caribbean. They facilitate private consumption smoothing, support financial sector stability and fiscal revenues, and help reduce poverty and inequality, without strong evidence for harmful competitiveness effects through shifts in the real exchange rate.

Book excerpt: This book is one of the first attempts to analyze how developing countries through the early twenty-first century have established systems of social protection, and how these systems have been affected by the processes of globalization and democratization. The book focuses on Latin America to identify factors associated with the evolution of welfare state policies during the pre-globalization period prior to 1979, whilst studying how globalization and democratization have affected governments' fiscal commitment to social spending. In contrast with the Western European experience, more developed welfare systems evolved in countries relatively closed to international trade, while the recent process of globalization that has swept the region has put substantial downward pressure on social security expenditures. Health and education spending has been relatively protected from greater exposure to international markets and has actually increased substantially with the shift to democracy.
