Book excerpt: "We study the allocation of dynamic electric vehicle charging investments from the policymaker's perspective, which aims to meet statewide emission-reduction targets for the Illinois passenger vehicle sector. We determine statewide charging deployment trajectories over a 30-year planning horizon and estimate their emission reduction. Electric vehicle demand functions model the electrified vehicle market growth and capture network externalities and spatial heterogeneity. Our analysis indicates that most chargers need to be deployed in the first 10 to 15 years of the transition to allow benefits to accrue for electric vehicle drivers, availability of home charging influences consumers' choice and drivers' electrified travel distance, charging stations should be prioritized for frequent long-distance drivers, and spatial effects are crucial in accurately capturing the demand for electric vehicles in Illinois. We also develop a multi-criteria suitability map to site charging stations for electric vehicles based on economic, societal, and environmental justice indicators. We identify census tracts that should be prioritized during Illinois' statewide deployment of charging infrastructure along with interstates and major highways that traverse them. Major interstates and highways I-90, I-80, I-55, and I-57 are identified as having high siting suitability scores for charging stations. Last, a novel location model was developed for equitable electric vehicle charging infrastructure placement in the Illinois interstate and major highway network. Two objectives were set to reduce detours and improve the ability to complete long-distance trips for low-income electric vehicle travelers and multi-unit dwelling residents. Our analysis indicates that if the system's efficiency is the only consideration, low-income/multi-unit housing resident travelers are most likely to fail to complete their trips, while an equitable charging siting could mitigate this issue."--Abstract

In 2008, this group numbered over 47 million; by 2050, the population is expected to triple, reaching 133 million. Traditionally, Latinos have immigrated to large urban centers (e.g., New York, Los Angeles) that over long periods of time developed a complex infrastructure to receive new immigrants. Increasingly, new Spanish-speaking immigrants are moving into areas of the country previously unfamiliar to them. Although urban co-ethnic communities continue to be the destination of many newcomers, immigrants from Mexico, Central America, and South America in pursuit of low-skilled labor opportunities are settling in small towns and rural areas of the South and Midwest. This new demographic trend has resulted in the creation of the term "new growth communities," which refers to small rural areas that are now home to a small but rapidly growing Hispanic population. Unfortunately, these communities, which are now present in many states across the country (e.g., Illinois, North Carolina), lack the infrastructure necessary to meet the needs of Latino immigrants (e.g., access to health care, immigration assistance, and breaking down language barriers). The lack of an infrastructure and the lack of an established ethnic community to facilitate the assimilation of new immigrants present an ongoing challenge, especially in the area of Latino mental health. The volume focuses on dealing with systemic issues and on providing innovative ideas for development of infrastructure of services. This text will advance ways to understand and ameliorate mental health disparities both from research and experiential perspectives.

The program directs $5 million annually for 5 years to the improvement of levees, deepening of channels, and modifying of spillways in seven counties, mostly in the area around Cook County. The administration estimates that million will be saved annually by these measures, which means that the projects will take about 19 million million) years to pay for themselves, not taking any inflation into account. Economic development and the creation or retention of jobs has been emphasized time and again in Build Illinois. How likely are these to occur and when? In the short run, Build Illinois will definitely create jobs. As spending under the program takes off, construction workers, engineers, and so on, will be employed to design and install the new roads, sewers, and improve the existing rail lines and flood control facilities. However, the long-run growth in jobs is tied to the economic development aspect of the program. As was seen in the much-publicized case of the Saturn plant, a company thinks and evaluates a long time before deciding where to locate a new facility. To be sure, the measures included for infrastructure improvement are a major consideration for a relocating or expanding firm. However, it takes time to make the improvements and time to build plants (both of which, of course, create jobs) before actual production begins and the permanent employment can take place. In other words, the long-run employment prospects associated with Build Illinois are very tenuous, contingent on many factors. Further, will the kind of industry Illinois is trying to attract enjoy long-term growth? These investments may attract firms that are subject to major cyclical swings, such firms as are already abundant in the state. Personal and business income will go up in the short run also, as the Build Illinois funds are received as income by businesses making the proposed improve ments and their employees.
