Available in PDF, EPUB and Kindle. Book excerpt: In More Harm Than Good, Carter, Boyd and MacPherson take a critical look at the current state of Canadian drug policy and raise key questions about the effects of Canada’s increasing involvement in and commitment to the “war on drugs.” A primer on Canadian drug policy, the analysis in More Harm Than Good is shaped by critical sociology and feminist perspectives on drugs and incorporates insights not only from individuals who are on the front lines of drug policy in Canada — treatment and service workers — but also from those who live with the consequences of that policy on a daily basis — people who use criminalized drugs. Finally, the authors propose realistic alternatives to today’s failed policy approach. “Your book really expanded thinking and understanding and had a big influence on students critical and reflective thought. Readings sparked rich conversations about their own hopes and wishes for the field, broader social and political responses and the impact on youth and families affected by substances.” - Stephanie McCune, University of Victoria Please note: an error occurred with the printing of this book, and one of the sidebars was not printed. Available in PDF, EPUB and Kindle. Book excerpt: The Report continues to provide in depth trend analysis of the four main drug markets in its first section. In addition, to mark the one hundred year anniversary of the Shanghai Opium Commission, and one hundred years of international drug control, the Report contains an in-depth look at the development of the international drug control system. The Report also contains a small statistical annex which provides a detailed look at production, prices and consumption. As in previous years, the present Report is based on data obtained primarily from the annual reports questionnaire (ARQ) sent by Governments to UNODC in 2007, supplemented by other sources when necessary and where available. Two of the main limitations herein are: (i) that ARQ reporting is not systematic enough, both in terms of number of countries responding and of content, and (ii) that most countries lack the adequate monitoring systems required to produce reliable, comprehensive and internationally comparable data. National monitoring systems are, however, improving and UNODC has contributed to this process.

Available in PDF, EPUB and Kindle. Book excerpt: Recent debate around the potential decriminalization of marijuana, along with a growing perception that illicit drug use is on the rise, has brought the role of the state in controlling intoxication to the forefront of public discussion. Until now, however, there has been little scholarly consideration of the legal and social regulation of drug use in Canada. In The Real Dope, Edgar-Andre Montigny brings together leading scholars from a diverse range of fields—including history, law, political science, criminology, and psychology—to examine the relationship between moral judgment and legal regulation. Highlights of this collection include rare glimpses into how LSD, cocaine, and ecstasy have historically been treated by authority figures. Other topics explored range from anti-smoking campaigns and addiction treatment to the relationship between ethnicity and liquor control. Readers will find intriguing links across arguments and disciplines, providing a much-needed foundation for meaningful discussion.

In that context, there is a need to better understand these transnational markets and the manner in which they operate. The annual Report, produced by the United Nations Office on Drugs and Crime, is a contribution towards that objective. It provides an overview of the illicit drug situation worldwide and regionally, analytical discussions of the key transnational drug markets and statistical trends for all major drug categories.

It analyses how the subjectivities ascribed to women users within drug policy sustain them in their problematic use and reinforce their social exclusion. Challenging popular misconceptions of female users, the book calls for the formulation of drug policies to be based on gender equity and social justice. It will appeal to academics in the social sciences, practitioners and policy makers.

Available in PDF, EPUB and Kindle. Book excerpt: Canada has received significant attention of late for initiating a government-sponsored medical marijuana program and for its flirtation with marijuana decriminalization. At best, these initiatives have contributed to Canada being seen as a reluctant ally by Washington, and, at worst, as a potential threat. The result of this impression is increasing American pressure to adopt more robust domestic security policies. At the same time, the Canadian public sees itself as holding unique values that differ from those held by its neighbour to the south. Supposedly these values are best reflected by a distinctive security outlook which produces reasonable responses to potential threats, a sharp contrast to the manic actions of the United States. Chasing Dragons challenges these presumptions of difference and exposes the security politics and policy that they make possible. Focusing on the issues surrounding illicit drugs, Kyle Grayson examines how discourses and practices of security policy actually contribute to the construction of Canadian national and cultural identity. This analysis is also relevant beyond Canada. Crucially, this book identifies the dangers of underestimating the centrality of race and geopolitics to civic conceptions of nationality in liberal societies. Chasing Dragons reconsiders the meaning of security. Additionally, it discusses avenues for resisting the insecurity produced by liberal states in the post-9/11 world. This critical approach reveals the pervasiveness of power in contemporary Canadian society, how this power is hidden, and the consequences for progressive social politics.

Available in PDF, EPUB and Kindle. Book excerpt: Some 200 million people, or 5 percent of the global population age 15-64, have used illicit drugs at least once in the last 12 months. Among this population are people from almost every country on earth. More people are involved in the production and trafficking of illicit drugs and still more are touched by the devastating social and economic costs of this problem. Partially a consequence of its pervasiveness and partially a consequence of the illicit and hidden nature of the problem, reliable analysis and statistics on the production, trafficking and use of illicit drugs are rare. The World Drug Report 2006 endeavours to fill this gap. It provides one of the most comprehensive overviews of illicit drug trends at the international level. In addition, it presents a special thematic chapter on cannabis, by far the most widely produced, trafficked and used drug in the world. The analysis of trends, some going back 10 years or more, is presented in Volume 1. Detailed statistics are presented in Volume 2. Taken together, these volumes provide the most up-to-date view of today’s illicit drug situation.
