Why has housing become a problem? Why cannot workmen build their own houses? Why will nobody build houses at the present time? It is intended that these questions shall be fully answered in the following pages. When we acknowledged that we were unprepared for war, did we realize that the backbone of modern war-making is decent housing? That the weakest spot in our armor was the lack of decent houses for millions of the workmen upon whom the burden rests? Now that we have found this out through the costly and dangerous delays in building ships - and in every other industrial activity - do we not see that we have never been prepared for Peace? Of all the nations of the world, the United States stands alone in its tenacious adherence to the policy that decent houses can be provided by rigid "tenement-house laws." Such an archaic policy is about as well calculated to produce good houses as a regiment of archers would be useful in France at the present time. For months, we have blundered and muddled over the housing question raised by war. The full story of what this has cost will be written at some future time. Now, Congress has appropriated $50,000,000 with which to make a start toward housing the workers in our shipyards. Other millions - many and many millions - will have to be spent for this purpose, and this book is intended to provide the information by means of which the people of the United States may form their own conclusions as to whether or no our attitude on this vital question shall be as enlightened as that of the rest of the world, or fall back on a par with the intelligence of the dark ages. The illustrations are published, not as suggestions for the solution of our problem, but as examples of the scope and thoroughness with which others have already dealt with the question. While governments are legislating for the clamorous urban voter, the less articulate countryman has hitherto been neglected. Now when the question is recognised as national, it is very necessary to approach it with knowledge and to avoid the common error that the Housing Problem is merely a question of wages. Early in the Nineteenth Century the agricultural labourer lost most of his valuable common rights, and with them went all hope of an independent existence. In all the years that have passed since then, he has had little incentive to remain on the land. None of the palliatives that have from time to time lightened his load, have prevented his emigration to the town or the colonies. To-day his urgent need is a secure home where he can live and rear his children in decency. This is just what, under present conditions, he cannot have. The cry from our villages is always the same insufficient cottages and bad accommodation. The present Housing Acts are a step in the right direction. They would indeed be not inadequate had they a real driving power behind them. Housing Commissioners furnished with a grant from the Treasury to assist and encourage Local Authorities would provide such a power. The A B C of the Housing and Town Planning Act which precedes the text of the Act itself will be found convenient for purposes of reference, and the table of previous Acts of Parliament at the end of the book will be useful for bringing up-to-date the text of Acts contained in the two previous volumes. As for the Act itself, it will be well for housing reformers not to expect too much from it in its present form. Many clauses, which on the face of things appear to give very valuable powers, were robbed Of much of their effectiveness after passing the committee stage of the House Of Commons. In practice they will be sadly lacking in effectiveness. The National Housing Reform Council, backed by special representative Conferences of the Local Authorities, will strive in the future as in the past to give the fullest possible encouragement to the use of these powers. They will, however, also work strenuously for such amendments at an early date as will make it possible, first, to bring home to the public the real nature and extent of existing housing evils, and in the next place to secure for municipalities not only full powers for dealing with these evils, but also such facilities in respect Of cheap land, cheap money, and reduced burdens on dwelling houses as will enable the very poor to be housed in a cheaper and more satisfactory manner. The only definition we have been able to find, outside the dictionaries, is the following: A lodging-house shall be taken to mean and include any house or building or portion thereof in which persons are harbored, or received, or lodged for hire, for a single night or for less than a week at one time, or any part of which is let for any person to sleep in for any term less than a week. 2 This is the definition given in the original New York tenement-house law of 1867 (chap. 908, sec. And it has been continued through all the subsequent acts with out change.
