Book excerpt: Excerpt from The History of the United States, Vol. 2: From 1492 to 1917 Restricting his Observation to an area bounded by a circle about five miles in diameter, he would see, in the space formed by the confluence of the waters of Boston Bay on the east, the mouth Of the river Mystic on the northwest, and of the river Charles debouching on the southwest, three hilly peninsulas, lying close together. They lie on a line running nearly north and south. The central one Of the three is of irregular shape, a polygon, attached to the mainland by a narrow strip of land extending south. The southern peninsula is wider east and west than it is north and south; it also is connected with the mainland by a neck protruding on the south. The northern peninsula of the three has somewhat the form of an Indian arrowhead, its base being south, its point a little west of north; its point of attachment with the main being a prolongation of its apex. None Of the three peninsulas is much over a mile across. The central one contains the town of Boston, most of the buildings being collected toward the south and east, with wharves jutting out into the harbor. On its northern limb is an elevation, called Copp's Bill. Of the southern peninsula, called Dorchester, we need re mark only that its hills, known as Dorchester Heights, command the town of Boston. Book excerpt: Excerpt from The History of the United States, Vol. 2: From 1492 to 1917 The council replied that there was room enough in the Castle for both, and that, according to the law, any officer attempting to use private houses would be cashiered. In the midst of the dispute, the regiments arrived. The convention had, from the first, law on their side; and in order to preserve this advantage were determined to offer only a passive resistance to the revenue law, and to abstain from violence until it was offered to them. No charge of high treason would stand against any one. The anchoring of the squadron off Castle William, with guns trained on the State House, had no effect. On the first of October, in compliance with an order from Gage, and in the absence of Bernard, who had fled to the country in a panic, the regiments were landed at Long Wharf. With military music playing, fixed bayonets and loaded guns, they marched to the Common, which was whitened by their tents. An artillery train was also brought ashore. An attempt to browbeat the people into providing quarters failed, and the officers dared not seize them. At length they were obliged to rent rooms, and some of the men were lodged in the State House, as the weather became too cold for outdoor encampment; not a few of them deserted, and escaped into the country. But Boston was under military rule, though there was nothing for the soldiers to do. Sentinels were posted about the town, and citizens were challenged as they walked their streets. On the Sabbath Day, drums and bugles disturbed the worshipers in the churches. Officers of the custom house and army officers met at the British coffee house in King Street. On the south side of the State House was a court of guard, defended by two brass cannon, and a large number of soldiers were kept there; in front of the custom house, further down the street, a sentinel paced his beat. Article XII stated that bills of credit, loans, and debts should be considered as a charge against the United States and for whose payment the United States and the public faith were pledged. Article XIII provided that every state should abide by the acts of Congress, that the union should be perpetual, and that no alteration should be made in the articles by Congress unless afterwards confirmed by the legislatures of every state. Fundamental weaknesses of the articles.--Admirable as this document was in many respects, it contained weaknesses which were certain to make the union temporary rather than perpetual: It failed to give the central government sufficient power. The articles were distinctly the instrument of a confederation of sovereign states, and not the constitution of a federal state. Congress was not given the power to raise money or to regulate commerce. It could not compel the states to pay the national debts, to live up to treaties, or to raise armies. The articles provided for no distinct executive department, but this was remedied in part by congressional acts. With the exception of the fourth, fifth, and seventh provisions of Article IX, judicial matters were left to the states. The required vote of nine state to pass measures necessarily hindered the passage of needed regulations. The requirement that every state legislature must give its consent before an amendment could be passed made it well nigh impossible to change the instrument.
