CHAPTER DC WOMAN SUFFRAGE SINCE THE CIVIL WAR There is still half a century to deal with, half a century of fumbling with suffrage limitations in the North. Chapter viii carried the suffrage problems of the South down into the twentieth century, but it yet remains to trace the controversies in the North down to that same point. Obviously negro suffrage has not been a serious problem far outside the solid South. After the war amendments were in force and had been interpreted by the courts, negro suffrage was seldom even discussed in the northern states. Property and taxpaying tests were gone, and as far as manhood suffrage was concerned there remained nothing more to discuss but the status of the alien and the advisability of literacy tests. Those matters were of comparatively small importance, and hence it was that the woman-suffrage movement rapidly came to the fore and soon overshadowed every other suffrage problem. A history of suffrage in the North since the Civil War then is chiefly a history of the development of woman suffrage. A voluminous and thorough history of this development has already been written,1 and there is no intention now to go through it with paste pot and scissors in order to write this chapter. This as sumption rests on an ignorance of the geographical location of the mass of blacks. It will be shown that they are living in several distinct agricultural zones in which success must be sought according to local possibilities. Development always de pends upon the environment, and we should expect, therefore, unequal progress for the Negroes. Even the highest fruits of civilization fail if the bases of life are suddenly changed. The Congregational Church has not flourished among the Negroes as have some other denominations, in spite of its great activity in educational work. The American mode of government is be ing greatly modified to make it fit conditions in Porto Rico. The manufacturers of Pennsylvania and the farmers of Iowa do not agree as to the articles on which duties should be levied, and it is a question if the two have the same interpretation of the principle of protection. Different environments produce differ ent types. So it will be in the case of the Negro. If we are to understand the conditions on which his progress depends, we must pay some attention to economic geography. That this will result in a recognition of the need for shaping plans and methods according to local needs is obvious. The present thesis does not pretend to be a completed study, much less an attempt to solve the Negro problem. It is written in the hope of calling attention to some of the results of this geographic location as illustrated in the situation of the Negro farmer in various parts of the South. It is true that the great mass of the Southern negroes vote republican ballots. This, however, is not because they have any definite convictions upon questions of public policy, nor yet, except to a limited extent, because it was the Republican party that conferred upon them freedom and the franchise, and that to-day affects to be their one champion and guardian. Their intellectual condition renders the first idea ludicrous. The second is largely shorn of its claims to consideration by the fact that enough negroes have resided at the North to fully enlighten their race at the South as to how far white Republicans in the former section are disposed to fraternize with the African in all the personal and business relations of life. When to correct information in this respect is added the begrudging Spirit in which a few petty offices are awarded to the Southern negro as his part of the spoil of a presidential election, it is hard to see how the emotions excited in him by the Emancipa tion Proclamation, the post-bellum Amendments to the Fed eral Constitution and the present professions of the Republican party could be otherwise than considerably cooled. The Southern negro votes a republican ballot because it is the race prejudices of the Southern whites, which he heartily reciprocates, and not the race prejudices of the Northern whites, that bear directly upon his daily life. Book excerpt: In the late nineteenth and early twentieth century, Jim Crow strengthened rapidly and several southern states adopted new constitutions designed primarily to strip African American men of their right to vote. Since the Fifteenth Amendment to the United States Constitution prohibited eliminating voters based on race, the South concocted property requirements, literacy tests, poll taxes, white primaries, and white control of the voting apparatus to eliminate the region's black vote almost entirely. Desperate to save their ballots, black political leaders, attorneys, preachers, and activists fought back in the courts, sustaining that resistance until the nascent NAACP took over the legal battle. In Defying Disfranchisement, R. Volney Riser documents a number of lawsuits challenging restrictive voting requirements. Though the U.S. Supreme Court received twelve of these cases, that body coldly ignored the systematic disfranchisement of black southerners. Nevertheless, as Riser shows, the attempts themselves were stunning and demonstrate that African Americans sheltered and nurtured a hope that led to wholesale changes in the American legal and political landscape. Riser chronicles numerous significant antidisfranchisement cases, from South Carolina's Mills v. Green (1985), the first such case to reach the Supreme Court, and Williams v. Mississippi, (1898), the well-known but little-understood challenge to Mississippi's constitution, to the underappreciated landmark Giles v. Harris -- described as the "Second Dred Scott" by contemporaries -- in which the Court upheld Alabama's 1901 state constitution. In between, he examines a host of voting rights campaigns waged throughout the country and legal challenges initiated across the South by both black and white southerners. Often disputatious, frequently disorganized, and woefully underfunded, the antidisfranchisement activists of 1890--1908 lost, and badly; in some cases, their repeated and infuriating defeats not only left the status quo in place but actually made things worse. Regardless, they brought attention to the problem and identified the legal questions and procedural difficulties facing African Americans. Rather than present southern blacks as victims during the roughest era of discrimination, in Defying Disfranchisement Riser demonstrates that they fought against Jim Crow harder and earlier than traditional histories allow, and they drew on their own talents and resources to do so. With slim ranks and in the face of many defeats, this daring and bold cadre comprised a true vanguard, blazing trails that subsequent generations of civil rights activists followed and improved. By making a fight at all, Riser asserts, these organizers staged a necessary and instructive prelude to the civil rights movement.
