Available in PDF, EPUB and Kindle. Book excerpt: Why would sovereigns ever grant political or economic liberty to their subjects? Under what conditions would rational rulers who possess ultimate authority and who seek to maximize power and wealth ever give up any of that authority? This book draws on a wide array of empirical and theoretical approaches to answer these questions, investigating both why sovereign powers might liberalize and when. The contributors to this volume argue that liberalization or democratization will only occur when those in power calculate that the expected benefits to them will exceed the costs. More specifically, rulers take five main concerns into account in their cost-benefit analysis as they decide to reinforce or relax controls: personal welfare, personal power, internal order, external order, and control over policy--particularly economic policy. The book shows that repression is a tempting first option for rulers seeking to maximize their benefits, but that liberalization becomes more attractive as a means of minimizing losses when it becomes increasingly certain that the alternatives are chaos, deposition, or even death. Chapters cover topics as diverse as the politics of seventeenth-century England and of twentieth-century Chile; why so many countries have liberalized in recent decades; and why even democratic governments see a need to reduce state power. The book makes use of formal modeling, statistical analysis, and traditional historical analysis. The contributors are Paul Drake, Stephen Haggard, William Heller, Robert Kaufman, Phil Keefer, Brian Loveman, Mathew McCubbins, Douglass North, Ronald Rogowski, and Barry Weingast.

Book excerpt: Innovation, the sixth and final volume in Peter Ackroyd's magnificent History of England series, takes readers from the Boer War to the Millennium Dome almost a hundred years later. Innovation brings Peter Ackroyd's History of England to a triumphant close. Ackroyd takes readers from the end of the Boer War and the accession of Edward VII to the end of the twentieth century, when his great-granddaughter Elizabeth II had been on the throne for almost five decades. It was a century of enormous change, encompassing two world wars, four monarchs (Edward VII, George V, George VI and the Queen), the decline of the aristocracy and the rise of the Labour Party, women's suffrage, the birth of the NHS, the march of suburbia and the clearance of the slums. It was a period that saw the work of the Bloomsbury Group and T.S. Eliot, of Kingsley Amis and Philip Larkin, from the end of the post-war slump to the technicolor explosion of the 1960s, to free love and punk rock, and from Thatcher to Blair. A vividly readable, richly peopled tour de force, Innovation is Peter Ackroyd writing at the height of his powers.

Available in PDF, EPUB and Kindle. Book excerpt: Empirical Studies in Institutional Change is a collection of nine empirical studies by fourteen scholars. Dealing with issues ranging from the evolution of secure markets in seventeenth-century England to the origins of property rights in airport slots in modern America, the contributors analyse institutions and institutional change in various parts of the world and at various periods of time. The volume is a contribution to the new economics of institutions, which emphasises the role of transaction costs and property rights in shaping incentives and results in the economic arena. To make the papers accessible to a wide audience, including students of economics and other social sciences, the editors have written an introduction to each study and added three theoretical essays to the volume, including Douglass North's Nobel Prize address, which reflect their collective views as to the present status of institutional analysis and where it is headed.

Book excerpt: Most sciences, in proportion as they increase and improve, invent methods by which they facilitate their reasonings, and, employing general theorems, are enabled to comprehend, in a few propositions, a great number of inferences and conclusions. History, also, being a collection of facts which are multiplying without end, is obliged to adopt such arts of abridgment, to retain the more material events, and to drop all the minute circumstances, which are only interesting during the time, or to the persons engaged in the transactions. This truth is nowhere more evident than with regard to the reign upon which we are going to enter.
