Book excerpt: Excerpt from The History of England, From the Invasion of Julius Caesar to the Abdication of James the Second, 1688, Vol. 6 It had been usual for the bankers to carry their money to the exchequer, and to advance it upon security of 'the funds by which they were afterwards reimbursed when the money was levied on the public. The bankers by this traffic got eight, sometimes ten per cent., for sums which either had been consigned to them without interest, or which they had bor rowed at six per cent.; profits which they dearly paid for by this egregious breach of public faith. The measure was so suddenly taken, that none had warning of the danger. A general confusion prevailed in the city, followed by the ruin of many. The bankers stopped payment; the merchants could answer no bills; distrust took place every where, with a stagnation of commerce, by which the public was universally affected. And men, full of dismal apprehensions, asked each other what must be the scope of those mysterious counsels, whence the parliament and all men of honor were excluded, and which commenced by the forfeiture of public credit, and an open violation of the most solemn engagements, both foreign and domestic. Book excerpt: Excerpt from The History of England From the Invasion of Julius Caesar to the Abdication of James the Second, 1688, Vol. 1 My very slender fortune, however, being unsuitable to this plan of life, and my health being a little broken by my ardent application, I was tempted, or rather forced, to make a very feeble trial for entering into a moreactive scene of life. In 1734, I went to Bristol, with some recommendations to several eminent mer chants; but in a few months found that scene totally unsuitable to me. I went over to France, with a view of prosecuting my studies in a country retreat; and I there laid that plan of life which I have steadily and successfully pursued. I resolved to make a very rigid frugality supply my deficiency 'of fortune, to maintain my independency, and to regard everymy talents ia' literature. During my retreat in France, first at Rheims, but chie y at La Fleche, in A'njou, I composed my Trea tise of Human Nature. After passing three years very agreeably in that country, I came over to London in In the end of 1738, I published my Treatise, and immediately went down to my mother and my brother, who lived at his cormtry house, and was employing himself very judiciously and successfully in the improvement of his fortune. Book excerpt: Excerpt from The History of England, Vol. 6 of 6: From the Invasion of Julius Caesar to the Revolution in 1688 The natural consequence of the poverty of the crown was, besides feeble irregular transactions in foreign affairs, a continual uncertainty in its domestic administration. No one could answer with any tolerable assurance for the measures of the House of Commons. Few of the members were attached to the court by any other band than that of inclination. Royalists, indeed, in their prin ciples, but inexperienced in business, they lay exposed to every rumour or insinuation; and were driven by mo mentary. Gusts or currents no less than the populace them selves. Even the attempts made to gain an ascendant over them by offices, and, as it is believed, by bribes and pensions, were apt to Operate in a manner contrary to What was intended by the ministers. The novelty of the practice conveyed a general, and indeed a just, alarm; While, at the same time, the poverty of the crown ren dered this influence very limited and precarious.
