Texas laws governing public employee labor relations provide the substance for intermediate chapters while describing the organizational structure of the two partners for the purposes of this study--the national AFL-CIO as it pertains to local and state central labor bodies, and Texas municipal and county government. Following chapters provide a documentation of the history of county and municipal unionism after the 1957 merger of the local AFL and CIO bodies to form the Tarrant County Central Labor Council.
