One such place is Somalia. The informed public is aware of a political meltdown and consequent chaos there, but few comprehend the causes of this tragic crisis. This new edition covers Somalia's origin, history, culture, and language, as well as current economic and political issues. The alphabetical arrangement of this Dictionary, with a complete chronology, list of acronyms, and in-depth bibliography provide useful information about the country in a convenient format. A vital addition to reference collections supporting undergraduate and graduate programs on Africa and the Middle East, international relations, and economics- a useful fact-filled compendium for government and public libraries, NGO's, and other special libraries

Book excerpt: This study examines the American military's experience with urban operations in Somalia, particularly in the capital city of Mogadishu. That original focus can be found in the following pages, but the authors address other, broader issues as well, to include planning for a multinational intervention; workable and unworkable command and control arrangements; the advantages and problems inherent in coalition operations; the need for cultural awareness in a clan-based society whose status as a nation-state is problematic; the continuous adjustments required by a dynamic, often unpredictable situation; the political dimension of military activities at the operational and tactical levels; and the ability to match military power and capabilities to the mission at hand.

Available in PDF, EPUB and Kindle. Book excerpt: Since 1991 Somalia has been defined as a failing state, one that lacks an effective central government. The vacuum of power in Somalia, in turn, enabled Al Qaida and other radical Islamic organizations to find allies and refuge in there. Shay's account shows how the presence of radical Islamic entities in the area, alongside local problems and conflicts, has turned Somalia into a focal point in the global war against terror. On June 5, 2006, the Islamic Courts Union (ICU) declared victory in its struggle against the Alliance for the Restoration of Peace and Counter Terrorism (ARPCT), a coalition of U.S. backed warlords. Shortly after their victory announcement, the ICU implemented a Taliban-style radical Islamic rule. The rule of the ICU was brief. In December 2006 they were defeated by a coalition of the Transitional Federal Government (TFG) and Ethiopian forces. In spite of the ICU's defeat, internal conflict in Somalia between the ICU and the interim government of Somalia (TFG), backed by Ethiopia, is still far from concluded. Shay shows how the internal conflict may spill over into other nations, creating a larger regional theater of Jihad. He also provides some ideas on how to prevent the foundation of a new radical Islamic state that could become a haven of the Islamic terror in the Horn of Africa. This volume is instructive in demonstrating the consequences of destabilisation. It will be of interest to foreign policy analysts, regional specialists, and strategists in the war against terror.

Book excerpt: The Colonial Legacy in Somalia is an investigation into the relationship between Rome and Mogadishu, from the period of colonial administration to the recent dramatic events of Operation Restore Hope. It defines the first Italian incursions in the Horn of Africa, the history of the expansionist plans of an imperial late comer, such as Italy, and explores the decade of the Trusteeship Administration from 1950-1960 when Italy tried to introduce a new state system in Mogadishu: It analyzes the events of the 1970s and 1980s when Siad Barre's regime, in spite of his repressive and violent attitude, enjoyed strong support from the former colonial power. The book demonstrates a love-hate relationship between Rome and Mogadishu in the colonial and postcolonial period and examines the consequences of this interaction.

Available in PDF, EPUB and Kindle. Book excerpt: For the last thirty years Somalia has experienced violence and upheaval. Today, the international effort to help Somalis build a federal state and achieve stability is challenged by deep-rooted grievances, local conflicts and a powerful insurgency led by Al-Shabaab. Consisting of forty-four chapters by conflict resolution specialists and the world's leading experts on Somalia, this volume constitutes a unique compendium of insights into the insurgency and its impact. War and Peace in Somalia explores the legacies of past violence, especially impunity, illegitimacy and exclusion, and the need for national reconciliation. Drawing on decades of experience and months of field research, the contributors throw light on diverse forms of local conflict, its interrelated causes, and what can be done about it. They share original research on the role of women, men and youth in the conflict, and present new insight into Al-Shabaab--particularly the group's multi-dimensional strategy, the motivations of its fighters, their foreign links, and the prospects for engagement. This ground-breaking volume illuminates the war in Somalia, and sets out what can and should be done to bring it to an end. For policymakers and researchers covering Somalia, East Africa, extremism or conflict resolution, this is a must-read.

The case histories produce strong support for the relevance of the typology and catalysts. Ethnic composition, institutional constraint, and ethnic affinity and cleavage are very useful factors in distinguishing both the likelihood and form of intervention.

Available in PDF, EPUB and Kindle. Book excerpt: Shaped by often very dramatic events, international security and the international system have changed significantly in recent years. The conclusion of the Cold War, the emergence of new political systems, the growth of significant threats such as terrorism, and the development of new security doctrines have driven global transformation. These volumes provide detailed information on countries from every geographic region and continent on the globe, evaluating their relationship with the United States and measuring the potential security threats posed by each. The contributors consider factors such as geography and history; the political systems of each state; their human rights records; the ability to maintain law and order and provide security within their own borders; the impact of current administrations, rulers, or regimes on a nation's foreign policy; and the regional factors that often dictate local politics, in order to make their assessments. All of the entries in this set follow a standardized outline and present a concise, but detailed assessment of each country. Each entry begins with a discussion of geography through which the contributors identify the state's natural resources, environmental issues, and the extent of its territorial jurisdiction. The focus then shifts to social and political organizations. Populations are broken down by not only numbers, but by ethnic and religious affilitations, access to health care, education, housing, and income. All of those aspects are often a reflection of the system of government in place. Like the United States, those governments are comprised of different parties or leaders with various interests. The contributors assess those entities and interests within each country. They measure the ways in which factors of religion, nationalism, and globalism impact and shape not only domestic policies but also foreign policy, and, ultimately, the country's relationship to the United States. Other areas, such as military organizations and activities, records on human rights and justice (recognition of and adherence to international conventions), and national attitudes towards security are also considered. Every entry also includes an assessment of current and potential security issues and an analysis of current terrorist threats that may already be in place or that are beginning to develop in various nations. Each entry concludes with a summary of current relationships with the United States. Those relationships are defined by the indentification and brief analysis of formal trade, aid, or military treaties in place between the United States and other nations, the general attitude of a nation's citizenry and its government towards the U.S., and, finally, indentifying any social and cultural links between nations and the U.S. (migration patterns, language, economies). Finally, possible changes and trends that will impact security issues are identified by the contributors. Taken in their entirety, these encyclopedias contain a wealth of information in a concise format that will serve as a valuable reference guide not only for specialists, but general readers as well.
