Book excerpt: This working paper presents the results of a comprehensive groundwater survey of Pakistan, designed to understand the dynamics of groundwater use, operation and maintenance patterns, socio-economics of groundwater irrigation, land use pattern, crops, yields, and groundwater irrigation practices. For this survey, Pakistan was divided into 83 nodal intervals, with each node covering an area of 100 km*100 km; and one village from center of each grid was selected as sample. From each sample village, 15 tubewell owners were randomly selected as respondents. In total, 1200 private tubewell owners were interviewed for this study. The distance between two sample villages was kept more than 40 kilometers. This was done to avoid influences of one-village activities on the other.

An integrated system of economic and water simulation models is applied to Pakistan to analyze the economywide impacts of changes in water resources in the Indus river basin, focusing on agricultural and hydropower benefits provided by the Diamer-Basha dam under different climate scenarios. The model framework links separate economic and water models, drawing on the strengths of both approaches without having to compromise by specifying either a simplified treatment of water in an economic model or simplified economics in a water model. The model system is used to simulate the impact of economic growth and changes in water resources over the long run, focusing on agriculture and hydropower. The results of scenario analysis indicate that the Diamer-Basha dam would improve the resilience of Pakistan to adapt to climate shocks, providing increased hydropower capacity and enhanced ability to manage the water system to offset climate-induced variation in river flows.

The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.

The world’s seventh-most populous country faces serious challenges that will require improvements in both the "hardware" and "software" of agricultural water management. Water shortages are growing rapidly as a result of growing demand across all water-using sectors. Rapid population growth, from 175 million people in 2010 to an estimated 236 million by 2030 and 280 million by 2050, and international food-price spikes create pressure to increase agricultural production of staples; but demand for cash crops is also growing rapidly, including for cotton, fruit trees and tobacco, to raise rural incomes and generate rural employment to absorb the relatively young, rapidly growing rural population. Water management is also increasingly affected by climate change – including an increased number of flood and drought events – and growing energy shortages, which affect how water is being sourced and used. Last but not least, Pakistan’s political situation is fragile, which has reduced incentives to invest in enhanced agricultural water (and other) technologies. How Pakistan addresses these challenges will be decisive for its population’s future water and food security, for economic growth, and for environmental sustainability. It will also affect water and food outcomes globally, due to the interconnectedness of global food trade. This book was published as a special issue of Water International.

Book excerpt: Increasing demand for water juxtaposed with shrinking supplies will require a transfer of water resources out of agriculture into the domestic, industrial, and ideally environmental sectors. To examine the potential of policies to facilitate a release of water from agriculture, this paper uses IFPRI’s Computable General Equilibrium Model with a water extension, CGE-W, to assess the impact of commodity taxes on two highly water consumptive crops, rice and sugarcane, on water consumption and the overall economy. We find that land use grows by 1.56 million acres overall when the tax is imposed on both commodities, while 3.2-million-acre feet (MAF) of consumed water, equivalent to 6.35 MAF of water withdrawals, are released from agriculture. These outcomes are due to sugarcane’s reduced use of land over two cropping seasons and significant changes in cropping patterns. The study also examined releases of water from other possible policy measures and found that an even tax rate of 30% on sugarcane, rice and cotton yields 8.73 MAF of water from agriculture. However, with a hotter, drier climate virtually all these releases of water disappear because water must stay in agriculture due to higher evaporation and less precipitation, which raises irrigation demands. The needed policies will go beyond just taxation and might include changing cropping patterns and irrigation practices, as well as development of drought resistant varieties. Other approaches, such as buying tubewells from farmers, and developing markets for nonagricultural purchases of water, may have a role. The role of international trade in sugar and rice is shown to be significant and should be considered further in these analyses.

Book excerpt: Prolonged droughts and depleting groundwater resources have been a serious challenge to the economy of province of Balochistan, Pakistan. Proliferation of tube-wells incentivized by government policy interventions and continued subsidy for electric tube-wells for agriculture and choice for high-water consumption crops have led to steep decline in water tables. This paper uses Social Accounting Matrix (SAM) Multiplier model approach to simulate impact of declining water tables on the provincial economy, a first ever effort. To capture the impact of declining water tables, increase in shadow prices of groundwater are calculated and the effects are traced on agricultural production. Using these effects, simulations are designed to reflect the impact of water tables’ decline on macroeconomic variables including GDP, government’s revenues/expenditures, households’ income, and net exports. Agricultural policy options are also introduced in the model to explore their effectiveness in mitigating the effects of groundwater exploitation. Effects of non-agricultural policy options such as the debated removal of tube-well subsidy, shifting to non-agricultural sectors and investment in recharge mechanisms are also estimated on the overall provincial economy. Findings from the paper indicate that depleting water tables have adversely affected the provincial economy and the impact of widely recommended agricultural policy is moderate in mitigating these effects. Subsidy rationalization is observed to have substantial impact on GDP, households, and trade balance. However, investment in recharge mechanisms and expansion in processing, manufacturing and services sector can be crucial for the development of the province.

However, a lack of awareness concerning the use of groundwater, either by itself or combined with canal water, has added large amounts of salt to the soil. As a result, large tracts of irrigated lands are already salinized, while many others are under threat. This report presents the results of a modeling study carried out to evaluate the long-term effects of a different quality of irrigation water on root zone salinity. The simulations were performed for the Rechna Doab (sub basin of the Indus Basin) in Pakistan, by using 15 years of actual rainfall and climatic data.
