A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

The one has departed, before the other arrives. He enters the school a stranger to the children and the parents, unacquainted with the relative propensity and aptitude, the disposition and habits of the different scholars, ignorant of the course pursued by former teachers, and with the prospect, probably, of retir ing himself at the end of three or four months. The progress of the school must, therefore, be delayed, while he is learning his position; the work which was begun by his predecessor will be arrested, in many cases, perhaps, be performed over again, and thus the children will often spend the whole period of his term, in retracing their steps in a new book, or according to a new plan. Under such a state of things, there will be movement, but little real progress. Scarcely less will be the injurious consequences resulting from frequent interruption in the session of the school, and from long vacations, which render it necessary to dwell much longer on the different subjects of study. In the first place, the ever-increasing claims of the Education Department upon the taxpayer, together with the gourd-like growth of School Board claims upon the ratepay er, try the public patience to a 'degree which reaches the point of alarm, when further millions are asked' for in order to free our elementary schools from the payment of fees. In the second place, Free Education has, unfortunately, been made a party cry, and, as a consequence, the advocates of the fee system come to the discussion of the question with the appearance of party feeling and a lack of sympathy for the poor. The Conserva tive instinct that leads us along the old ways which have served us well in the past, until we see our way clear to something better, thus plays as it were into the hands of extremists, and gives to destructives a seeming monopoly of sentiment and sympathy for distress. If there is any one subject that should be lifted out of the sphere of party politics it is that of national education, the influence of which is universal and permeates every grade of society and every individual citizen. The example of our clergy, who, ' Conservative by tradition, office, habit, and feeling, nobly bore, for generations before the era of School Boards. "What was the result? The official report of the secretary, Dr. Northrop, for the year 1869, shows that the actual increase in school attendance during that year was about six thousand pupils, though there was no perceptible increase in the total population of the state. The next year there was another increase of about five thousand. Secretary Northrop, in express terms, attributes this increase to the removal of the rate bill. About eleven thousand pupils, then in Connecticut, prior to 1869, had been kept out of school by the rate bill, although its average amount did not exceed three dollars a year. "Is it objected that the experience of Connecticut is peculiar? Take a very different community - California. In 1866 a rate bill existed in many towns in that state. The amount paid by each child for attendance was, on an average, about twenty-five cents a month, or two dollars and a half during the school year of ten months. In 1866 the rate bill was abolished by law in California. The consequent increase in attendance was six and one-half percent. In other words, a number equal to one-sixteenth of the entire school attendance had been debarred from instruction by the slight tax of twenty-five cents a month. "Is further evidence needed to show that many children are kept away from school by the requirement to pay two or three dollars a year? Take the state of New York. Five days ago, wishing to ascertain the facts with precision, the writer consulted the highest authority in that state, Hon. S. B. Woolworth, now and for many years past the Secretary of the Regents of the University of the State of New York. He replied, under date of Albany, N. Y., Dec. 24, 1878, as follows: "'The rate bill was abolished by law in New York in the year 1867. The increase in attendance in the public schools, consequent upon this abolition of rate bills, is estimated at 22,000 the first year, 50,000 the second year and 78,000 the third year. The average amount of tuition, i. e., the average amount of the rate bill, was perhaps $2.75.' "There is no resisting the conclusion from such facts as these. If in California a number equal to one-sixteenth of the whole attendance, if in Connecticut 11,000 children, if in New York 78,000 children, all of whom had been growing up in ignorance, were drawn into public schools by exempting them from the payment of twenty-five cents or thirty cents a month for tuition, then it is safe to conclude that there are multitudes who would be likely to be drawn into the public schools by exempting them from the payment of an equal sum for books and stationery. "Here we may be allowed to speak a brief word for those who are too humble or too feeble to speak for themselves. Indeed, they cannot speak without bringing upon themselves new shame. "Their tender love for their children, their ardent desire to secure for them a better lot than that of their parents, prompts the sending of them to the public school. But they have not even money enough for bread and decent clothing and they cannot buy books. Private charity does not supply them and is totally inadequate to supply them. For such the public schools are not free; they must make the humiliating confession of utter poverty before they can receive the boon of instruction. This undeserved shame is the price they and their children must pay for education. "They recoil from the idea of 'coming upon the parish.' The idea of the country school for city children, supported by private tuition and private means, as worked out practically at Baltimore, has extended in some degree to all parts of the country and will probably become quite common. The story of this movement, as told by Dr. William Starr Myers in the accompanying manuscript, is both interesting and suggestive and should be known to all who are working for the betterment of the material conditions of schools for city children. I therefore recommend that this manuscript be published as a bulletin of this bureau and would call especial attention to the suggestions made by Dr. Myers as to the possibility of applying this principle to the public schools. It is quite easy to see how this might be done for the public high schools, at least of most cities, with little or no additional cost to the public for buildings, grounds, and equipment, or to indi vidual parents and children for transportation. It has frequently happened in the history of education in this and other countries that movements for the betterment of the public schools have begun in a small way with private schools as the result of the enthusiasm and earnestness of only a few individuals. It is sincerely hoped that this movement, begun at Baltimore in a private way and already extended to a dozen cities, may become a great national movement for the betterment of the public schools, in which the great masses of children are educated. With this I do not say that Froebel, the most fundamental of all reformers, understood a kindergarten to consist of walks and lawn and plants with happy children as the fortunate possessors. The writer of these paragraphs, who never attended an established kindergarten and yet enjoyed the kindergarten in its most unrestricted meaning, who developed in a profession on just such lines as Froebel laid down, feels it his duty to build upon and build out Froebel's lines with the aid of his professionalism. I have in mind a kindergarten which has added to all of Freebel's methods the fullest complement which nature can place within a child's reach and comprehension. This land of vast dimensions must do more than merely accept Froebel's teachings. 'we must improve upon them, and bestow upon them that liberality which is ours, as soon as an occasion appeals to us. The time is drawing close when the kindergartens will be made part of our free school system. How will we be prepared for such change? Shall we move from the empty stores and vacant flats, now set aside for our children, to the basements of the school buildings? Let us give the matter our most earnest study, and let us realize that it is easier to direct the run of a brooklet than to change the volume of a deeply bedded river. The broad acres of our United States are yet comparatively undivided, and, except where the most expensive real estate demands business buildings to tower Skyward, none are too costly to furnish the ground upon which our kindergartens shall be founded. Let us insist at the very outset of our movement upon the proper reservation, and nothing will prevent us from securing for our children what, through them, will redound to far more benefit to the land than the most gorgeous improvement we could devise.
