Book excerpt: The House of Lords Constitution Committee have today published their 4th report of the 2009-10 session on 'The Cabinet Office and the Centre of Government' (HLP 30, ISBN 9780108459320) in which they suggest that power within the cabinet has become increasingly centralised to the Prime Minister and recommend that structures of accountability should be reformed to mirror that change. The Committee expresses support for the principles of collective responsibility but recognise that increasingly the Cabinet Office has become responsible for overseeing the delivery of government policy across departments. They stress that accountability mechanisms within the UK constitution are not set up to reflect this new reality with parliamentary and select committee scrutiny based on individual Ministers reporting to Parliament for activities within their departments. The Committee also considers the role of the Minister for the Cabinet Office, and state that the responsibilities of the post are currently poorly defined. They recommend that the Government reassess the functions of the Minister for the Cabinet Office to ensure that the postholder's responsibilities accurately reflect the strategic role the Cabinet Office plays in delivering government policy. The report goes on to consider the approach taken to changes to the machinery of government and the change in the role and function of the Lord Chancellor which took place during Tony Blair's time as Prime Minister. The Committee states that the process of change involved ’wholly inadequate' consultation both within government and with the senior judiciary, and further states that there was "no justification for failure to consult on these important reforms". The Committee recommends that in future the Cabinet Office should play a formal role in investigating any machinery of government changes, particularly those with constitutional implications.

Book excerpt: This is a startling and controversial investigation into the international assistance given to countries at war. Marriage points to the similarities in the psychological and political dimensions of international aid and the violence this assistance is supposed to relieve. Looking at the "game" that large aid organizations play by appealing to a moral argument of rights and principles, this book investigates the gap between principle and practice in humanitarian assistance in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: When Peter Drucker dictated to the US auto industry in the seventies and the latter followed suit with impressive gains for its constituents that costs must be price-driven he not merely repudiated the well established principle of marginal cost determining the price but also sent the strong message across that the economics that mattered to managers was what ruled over the market and not what academic theory laid down. The Ford Company priced its luxury limousine, Mustang, at $1995 on the basis of Drucker's diktat and made a huge profit. Indeed, it emerges that several US manufacturers acted on that very basis and made themselves largely competitive. The record of the eighties tells us that American industry paid a heavy price for its retreat after a decade or so to the regime of cost-based pricing. Drucker seemed to entertain a personal dislike for Keynes and had several harsh things to say about The General Theory. But, he generally accepted Keynes' demand side economics. Both Drucker and Tom Peters sought to dovetail economic theory to the compulsions of the market place. The key message that aspiring and practising managers alike get from these titans is that a good part of conventional economic theory is irrelevant to the demands that managerial functions make on their expertise and professionalism. Price-based costing, for instance, is the first step towards managerial excellence. Companies, which perform well, could have achieved a high level of competitiveness on that basis. The toppers in the corporate arena globally and in the limited Indian context could hardly be prospering with the backward looking cost-based pricing strategy. True management lies in managing costs so as to offer products and services at prices that the market can bear. Globally, the best working strategy is often differential costing and pricing for diverse markets, but excellence is identified only with competitive costing that is price-determined. In the early sixties, the joke one heard about the pioneering research institutions in the country was that the bigwigs there were still stuck with the classical economics of Alfred Marshall, but obviously this was quite unfair and the economic academia generally was well versed in Keynesianism. The Indian economist, Dr. V.K.R.V. Rao’s celebrated rejection in 1949 of Keynesian theory as inappropriate to developing economies, in fact, underlines this aspect. Finally, is there any scope for transplantation of the indifference curves theory, which dictates that the consumer is indifferent in regard to the choice of market baskets? Yes, we can do this in regard to all petro goods subsidised or otherwise although we should remember that differential State duties on these goods as much as the rates of excise overall contest the assumption of indifference. Generally, where subsidies are uniformly available to all consumers, this theory can be said to retain its validity. A uniform system of VAT which is the ultimate goal should uphold the theory. I would close this paper with this. I suppose, economics should be re-written on the basis of what happens in the market place, by how the market behaves as much as how policymakers and administrators as well as regulators play their game.

Available in PDF, EPUB and Kindle. Book excerpt: Budgeting for Local Governments and Communities is designed as the primary textbook for a quarter or semester-long course in public budgeting and finance in an MPA programme. Many currently available texts for this course suffer from a combination of defects that include a focus on federal and state budgeting, a lack of a theoretical governance framework, an omission of important topics, and typically a lack of exercises and datasets for student use. Budgeting for Local Governments and Communities solves all of these problems. The book is exceptionally comprehensive and well written, and represents the efforts of veteran authors with both teaching and real-world experience. Key Features: Special Focus on Local Government Budgeting: focuses exclusively on budgeting at the local levels of American government, which are responsible for spending 40 percent of the taxes collected from citizens. Integration of Theory and Practice: teaching cases and chapters capture the "lessons learned" by professional practitioners who have extensive experience in making local public budgeting work on the ground. Polity Approach to Local Budgeting: presents an introduction to local budgeting as the central political activity that integrates the resources of the community into a unified whole. Budgeting is presented as governance work, rather than as a unique set of skills possessed by analysts and financial specialists. Legal, Historical, Economic and Moral Foundations of Local Government Budgeting: provides readers with an understanding of how the structures and processes of local budgeting systems are firmly tethered to the underlying core values, legal principles and historical development of the larger American federal, state and local political systems. Electronic Datasets and Budgeting Exercises: the text includes access to extensive electronic datasets and practice exercises that provide abundant opportunities for students to "learn through doing." Extensive Glossary and Bibliography: covers terms on the history and practice of local public budgeting.

This book was released on 2018-10-24 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2003. India's tax revenues depend on manufacturing while agriculture and services generate employment. WTO's Uruguay and Doha rounds imply large tariff cuts. This affects the competitiveness of the Indian manufacturing sector and has implications for government deficits. Excessive dependence on indirect taxes and subsidies to regulate markets introduces distortions and is incompatible with free market principles. The book analyses welfare implications of fiscal and trade policies for India. To put the results in perspective, developments in trade theory, public finance and Computable General Equilibrium (CGE) modelling are covered. Theoretical results are juxtaposed with empirical findings from these models. Methodology to construct CGE models is also covered. The trade model covers tariff cuts under various assumptions besides incorporating "new trade theory". As tax reforms and tariff cuts are independent, past tax reforms like MODVAT (MODified VAT) and proposed reforms like VAT, elimination/reduction of subsidies are covered using a separate tax model.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses urban planning and regional development practices in the twentieth century, and ways in which they are currently being transformed. It addresses questions such as: What are the factors affecting planning dynamics at local, regional, national and global scales? With the push to adopt a market paradigm in land development and infrastructure, the relationship between resource management, sustainable development and the role of governance has been transformed. Centralized planning is giving way to privatization, not only in the traditional regions but also in newly emerging regions of Asia, Africa and Latin America. Further, attempts are being made to bring planning related decision-making closer to the people who are most affected by it. Presenting a collection of studies from scholars around the world and highlighting recent advances in the field, the book is a valuable reference guide for those engaged in urban transformations, whether as graduate students, researchers, practitioners or policymakers.
