Book excerpt: The end of the Cold War has changed the shape of organized violence in the world and the ways in which governments and others try to set its limits. Even the concept of international conflict is broadening to include ethnic conflicts and other kinds of violence within national borders that may affect international peace and security. What is not yet clear is whether or how these changes alter the way actors on the world scene should deal with conflict: Do the old methods still work? Are there new tools that could work better? How do old and new methods relate to each other? International Conflict Resolution After the Cold War critically examines evidence on the effectiveness of a dozen approaches to managing or resolving conflict in the world to develop insights for conflict resolution practitioners. It considers recent applications of familiar conflict management strategies, such as the use of threats of force, economic sanctions, and negotiation. It presents the first systematic assessments of the usefulness of some less familiar approaches to conflict resolution, including truth commissions, "engineered" electoral systems, autonomy arrangements, and regional organizations. It also opens up analysis of emerging issues, such as the dilemmas facing humanitarian organizations in complex emergencies. This book offers numerous practical insights and raises key questions for research on conflict resolution in a transforming world system.

Book excerpt: Among the more frequent and most devastating of conflicts, civil wars—from Yugoslavia to Congo—frequently reignite and even spill over into the international sphere. Given the inherent fragility of civil war peace agreements, innovative approaches must be taken to ensure the successful resolution of these conflicts. Strengthening Peace in Post–Civil War States provides both analytical frameworks and a series of critical case studies demonstrating the effectiveness of a range of strategies for keeping the peace. Coeditors Matthew Hoddie and Caroline A. Hartzell here contend that lasting peace relies on aligning the self-interest of individuals and communities with the society-wide goal of ending war; if citizens and groups have a stake in peace, they will seek to maintain and defend it. The rest of the contributors explore two complementary approaches toward achieving this goal: restructuring domestic institutions and soft intervention. Some essays examine the first tactic, which involves reforming governments that failed to prevent war, while others discuss the second, an umbrella term for a number of non-military strategies for outside actors to assist in keeping the peace.

Book excerpt: The indispensable guide to conflict resolution in a troubled world Conflict prevention and resolution, peacekeeping, and peacebuilding have never been more important as priorities on the global agenda. The wars in Ukraine and Gaza, and tensions between the major powers in what is now a multi-polar world, require new conflict resolution responses. The fifth edition of this hugely popular text offers a commanding overview of today’s changing conflict landscape and the latest developments and new ideas in the field. Fluently written in an easy-to-follow style, it guides readers carefully through the key concepts, issues and debates, evaluates successes and failures, and assesses the main challenges for conflict resolution today. Comprehensively updated and illustrated with new case studies, the fifth edition returns to its favoured twelve-chapter format. It remains the leading text for students of peace and security studies, conflict management and international politics, as well as policy-makers and those working in NGOs and think tanks.

Book excerpt: The overarching objective of this book is to analyse the manner in which statebuilding-oriented research has and can influence policies in fragile, post-conflict environments. Large-scale, externally-assisted statebuilding is a relatively new and distinct foreign policy domain having risen to the forefront of the international agenda as the negative consequences of state weakness have been repeatedly revealed in the form of entrenched poverty, regional instability and serious threats to international security. Despite the increasing volume of research on statebuilding, the use and uptake of findings by those involved in policymaking remains largely under-examined. As such, the main themes running through the book relate to issues of research influence, use and uptake into policy. It grapples with problems associated with decision-making dynamics, knowledge management and the policy process and draws on concepts and analytical models developed within the public policy and research utilisation literature. This book will be of great interest to researchers, knowledge managers and policymakers working in the fields of post-war reconstruction, statebuilding, fragile states, stabilisation, conflict and development.

Book excerpt: In the 2010 Comprehensive Spending Review the Coalition Government announced its decision to achieve the internationally agreed target of providing 0.7 percent of Gross National Income as ODA from 2013. This will involve spending an additional 2.5 billion pounds in 2013-14 to make the total DFID budget 11.3 billion pounds in that year. There will be a large increase in spending on fragile and conflict affected states and it will be difficult to ensure that every pound is well spent in such war-torn environments. When scrutinising DFID's accounts the MPs were also surprised to discover that the Pope's visit was paid for in part by money supposed to be for overseas development aid (ODA). The Committee expects a response from the Government as to what the £1.85 million, transferred to the Foreign Office for the papal visit, was spent on and an explanation as to how this was ODA compliant. The Comprehensive Spending Review (CSR) announced reductions in DFID's running costs to 2% of the total budget. If achieved, this would make DFID the most cost-efficient development organisation in the world. This is to be achieved by a large reduction in back office administration costs (which excludes front-line staff) of £34 million over the CSR period. The International Development Committee supports the proposals to make savings in back office staff, but the MPs are warning that Ministers must ensure that reduced administration budgets do not affect the ability to deliver aid programmes on the ground. While declining as a share of total costs, running costs will increase in real terms over the next four years because the total budget will rise so much.

Available in PDF, EPUB and Kindle. Book excerpt: This book explains how security is organized from the local to the national level in post-war Sierra Leone, and how external actors attempted to shape the field through security sector reform. Security sector reform became an important and deeply political instrument to establish peace in Sierra Leone as war drew to an end in the late 1990s and early 2000s. Through historical and ethnographic perspectives, the book explores how practices of security sector reform have both shaped and been shaped by practices and discourses of security provision from the national to the local level in post-war Sierra Leone. It critiques how the notion of hybridity has been applied in peace and security studies and cultural studies, and thereby provides an innovative perspective on IR, and the study of interventions. The book is the first to take the debate on security in Sierra Leone beyond a focus on conflict and peacebuilding, to explore everyday policing and order-making in rural areas of the country. Based on fieldwork between 2005 and 2018, it includes 200+ interviews with key players in Sierra Leone from the National Security Coordinator and Inspector-General of Police in Freetown to traditional leaders and miners in Peyima, a small town on the border with Guinea. This book will be of much interest to students of critical security, anthropology, African politics and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: "Diplomacy in pursuit of peace and security faces severe challenges not seen in decades. Obstacles to diplomacy are coming from the re-emergence of strong states, discord in the UN Security Council, destabilizing transnational non-state actors, closing space for civil society within states, and the weakening of the international liberal order. Diplomacy and the Future of World Order develops three visions of the future in which states and other key actors in the international system respond by deciding to go it alone, return to a liberal order, or collaborate on a case-by-case basis to address common threats and problems. The central focus of this book is peace and conflict diplomacy, defined as the effort to manage others' conflicts, cope with great power competition, or deal with threats to the state system itself. The distinguished international group of experts writing in this volume analyze the different scenarios' impact on peace and conflict diplomacy from the perspective of key actors and regions. It also explores the prospects for discord or collaboration around four major security issues-peacekeeping, nuclear nonproliferation, cyber competition, and terrorism. Chester A. Crocker, Fen Osler Hampson, and Pamela Aall conclude by identifying emerging types of diplomacy that can provide the foundation for global peacemaking and conflict management in an uncertain future"--

Available in PDF, EPUB and Kindle. Book excerpt: Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
