Proposed reforms often have different implications for men and women. At the same time, traditional family and gender roles are changing with the decline in fertility rates and the rapid rise in women's participation in the paid labor force.While trying to adapt social security systems to the fiscal demands of aging societies, policymakers face the compelling challenge of how to design pension reforms that achieve fair outcomes for women. Gender and Social Security Reform examines how different countries are attempting to meet this challenge. Drawing on comparative studies of European and Latin American countries along with a series of case studies of individual countries, the book provides insights into the gender dimensions of alternative designs for reform. All of the countries studied have recently reformed or are about to reform their pension systems, with a clear trend towards tightening the link between contributions and benefits in order to secure the long-term sustainability of pensions. In contrast, supporters of these reforms argue that it will help women by the removal of distortions that favored men and the better targeted redistributions in the new systems. To test these conflicting claims and to analyze more generally the gender effect of alternative pension systems, James, Edwards, and Wong examine the differential impact of the new and old systems in three Latin American countries--Argentina, Chile, and Mexico. Based on household survey data, they simulate the wage and employment histories of representative men and women, the pensions they are likely to generate under the new and old rules, and the relative gains or losses of men and women because of the reform. The authors find that women do accumulate private annuities that are only 30-40 percent those of men in the new systems. But this effect is mitigated by sharp targeting of the new public pillars toward low earners, many of whom are women, and by restrictions on payouts from the private pillars, particularly joint annuity requirements. As a result of these transfers, total lifetime retirement benefits for women reach 60-80 percent those of men, and for "full career" women they equal or exceed benefits of men. Also as a result, women are the biggest gainers from the pension reform. For women who receive these transfers, female/male ratios of lifetime benefits in the new systems exceed those in the old systems in all three countries. Private intra-household transfers from husband to wife in the form of joint annuities play the largest role. This paper is a product of the Gender Division, Poverty Reduction and Economic Management Network.

But in a context of widespread inequality, not everyone enjoys the same level of protection. Because women's life courses are different from men's, pension systems often have different outcomes for women and men. With populations aging in East Asia, the gender pension gap is affecting more and more women. This note summarizes the results of a study that examined pension policies and their gender dimensions in several countries of East Asia. The study examined the labor force behavior of women aged 45 years and over in China, Vietnam, Thailand, Indonesia, Mongolia, Republic of Korea, Malaysia, and the Philippines, investigating the key policy and behavioral drivers of their observed labor force participation and withdrawal. Empirical and policy analysis is supplemented with qualitative insights from focus groups and individual interviews with women in the focus countries who are nearing retirement age or have already withdrawn from the workforce. The findings fill important and policy-relevant knowledge gaps on pensions and retirement and on gender differentials in endowments, economic opportunities, and well-being at older ages.

This book draws on literature on problem representation and the policy-making process to analyse the gender dimension of the pension reform process in Greece between 1975 and 2002. Through the analysis of key policy episodes during this time, the book explores the nature of women s participation in the pension reform process. The book argues that the pension problem was conceptualised by policy-makers in a manner that prevented the constructive discussion of gender issues in the policy debate, while the fragmentation of the women s movement and the exclusive nature of the social dialogue further hampered women s mobilisation and participation in the policy-making process.

Yet the gender implications of such policies and the connections between the gender contract and the generational contract remain unexplored. Women, Work and Pensions examines how women's paid and unpaid work, interacting with the gendered pension systems of six liberal welfare states - Britain, the US, Canada, Ireland, Australia and New Zealand - contributes to female poverty in later life. By comparing how these welfare states deal with women's employment, family roles and pension entitlement, the nature of the residual welfare model is better understood. Changes over the past three decades in the gender contract and in women's employment suggest that family caring may have less impact on women's pensions in the future. Yet pension reforms which diminish the effectiveness of women-friendly features in state pensions through cuts and privatization point in the opposite direction. This issue, and how the pension penalties of caring vary with women's class, ethnicity and birth cohort, are major themes of the book.
