Despite their importance, the region’s coastal and marine resources have been neither fully appreciated nor fully utilized. They are only now being recognized as being key to Africa’s potential prosperity. As the region grows, it has, in general, not taken adequate safeguards to protect these valuable resources. That is partly because some of the problems (pollution, for example) are regional and know no borders. Book excerpt: Estimates of the current and future structure of employment in sub-Saharan Africa (2005–20) are obtained based on household survey estimates for 28 countries and an elasticity-type model that relates employment to economic growth and demographic outcomes. Agriculture still employs the majority of the labor force although workers are shifting slowly out of the sector. Sub-Saharan Africa’s projected rapid labor force growth, combined with a low baseline level of private sector wage employment, means that even if sub-Saharan Africa realizes another decade of strong growth, the share of labor force employed in private firms is not expected to rise substantially. Governments need to undertake measures to attract private enterprises that provide wage employment, but they also need to focus on improving productivity in the traditional and informal sectors as these will continue to absorb the majority of the labor force.

In this book, the authors use a unique set of identical and simultaneous labor force surveys conducted in seven capitals of Western Africa, as well as in some other African countries (Cameroon, Madagascar, Democratic Republic of Congo) in the 2000s. They present innovative and original results on how people are faring in these labour markets, using up-to-date econometric and statistical methods. Because so little is known about labor markets in the region, each chapter starts with detailed descriptive statistics that aim to shed light onto specific aspects of African urban labor markets. Comparisons between the ten cities are systematically carried out. Descriptive sections are followed by in-depth analyses on various issues. The book is divided into four parts that examine 13 topics. Part I presents the main stylised facts, which are investigated further in a more analytical way throughout the volume. Part II focuses on job quality and labor market conditions, such as unemployment and underemployment, vulnerability, and job satisfaction. Part III explores the many dimensions of labor market inequalities through various lenses, such as returns on education, segmentation, life-cycle inequality (with a particular focus on old age), inter-generational mobility, time related inequality, and gender and ethnic earnings discrimination. Book excerpt: Despite strong recent economic growth, Sub-Saharan Africa has levels of economic transformation, poverty reduction, and skill development far below those of other regions. Smart investments in developing skills—aligned with the policy goals of productivity growth, inclusion, and adaptability—can help to accelerate the region’s economic transformation in the 21st century. Sub-Saharan Africa’s growing working-age population presents a major opportunity to increase shared prosperity. Countries in the region have invested heavily in building skills; public expenditure on education increased sevenfold over the past 30 years, and more children are in school today than ever before. Yet, systems for building skills in this population have fallen short, and these shortcomings significantly impede economic prospects. In half of the countries, fewer than two in every three children complete primary school; even fewer reach and complete higher levels of education. Learning outcomes have been persistently poor, leading to substantial gaps in basic cognitive skills—literacy and numeracy—among children, young people, and adults. The literacy rate of the adult population is below 50 percent in many countries; functional literacy and numeracy rates are even lower. Systemwide change is required to achieve significant progress. Multiple agencies at the central and local levels are involved in skills development strategies, making skills “everyone’s problem but no one’s responsibility.†? Policies and reforms need to build capacity for evidence-based policies and create incentives to align the behaviors of all stakeholders with the pursuit of national skills development goals. The Skills Balancing Act in Sub-Saharan Africa: Investing in Skills for Productivity, Inclusivity, and Adaptability lays out evidence to inform the policy choices that countries will make in skill investments. Each chapter addresses a set of specific questions, drawing on original analysis and synthesis of existing studies to explore key areas: • How the skills appropriate to each stage of the life cycle are acquired and what market and institutional failures affect skills formation • What systems are needed for individuals to access these skills, including family investments, private sector institutions, schools, and other public programs • How those systems can be strengthened • How the most vulnerable individuals—those who fall outside the standard systems and have missed critical building blocks in skills acquisition—can be supported. Countries will face trade-offs—often stark ones—that will have distributional impacts and a bearing on their development path. Committed leaders, reform coalitions, and well-coordinated policies are essential for taking on the skills balancing act in Sub-Saharan Africa.

Book excerpt: Digital connectivity, including through the modern cellular network technologies, is expected to play a key role for the Future of Work in sub-Saharan Africa (SSA). We estimate the cost of introducing a full-scale 4G network by 2025 in SSA and an operable 5G network by 2040. We adapt the costing model of Lombardo (2019) by accounting for the significant demographic transformation and rapid urbanization in SSA. We use the WorldPop and GADM databases and the UN’s medium-variant population projections to project the population densities at the highest level of administrative division for each SSA country in 2025 and 2040. For full 4G connectivity, the required capital and operational costs stands approximately at US$14 billion by 2025 and for 5G connectivity, costs amount to US$57 billion in 2040, conditional on having the 4G in place by 2025. These costs roughly translate to 8.4 percent of annual subscriber income, on a median basis, by 2025 for 4G and 4.9 percent of subscriber income by 2040 for 5G. Having the infrastructure in place is not sufficient to bridge the mobile Digital Divide. In addition, policies are needed to address affordability and knowledge gaps.
