Revisions of existing U.S.-German positions are necessary, due to the recently completed and ongoing changes occurring in Central Europe and in the U.S., and in a vastly different international system. The United States should pursue objective which provide for immediate safety of our public, property and resources and promote U.S. economic vitality and prosperity. We should seek Central European stability, since we are inexorably tied to Europe, while supporting a greater German role in the region, the European order, and the Western world. we must maintain a watchful eye for historic German tendencies to destabilize Europe, enhanced in her reunified potential which could jeopardize our interests. Our policies should be consistent though malleable when necessary to enable us to select the options to attain our objectives. Relations with a reunified Germany are influenced by remnants of past U.S.-German conflicts, by uncertainties of present circumstances and by anticipation of how global system changes will affect the future. U.S. policy towards Germany must also recognize the ominous possibilities of certain characteristics of German society, aim to promote common interests, purposes and values, and take into account non-security concerns like the environment and human rights.

Book excerpt: The war in the Balkans suggests that despite the end of the East-West conflict, general instability casts a pall of doubt over hopes of enduring peace in Europe and beyond. As one sees in South East Europe, post-communism creates nationalism which can lead to war. The former Yugoslavia is the test case. In East Central Europe, where former Soviet satellites are facing a similar power vacuum and Russian imperialism celebrates its possible rebirth, war could be the consequence if NATO is not able and willing to provide security and stability in this region. This thesis investigates the factors which define the current crisis in NATO and transatlantic security relations. This in turn brings up the question of structural realities in German-American strategic interaction. This thesis examines how lasting internal conflicts gain new explosive force today and presents conclusions regarding the survival of NATO. In the end, the thesis suggests that NATO and the tantamount security partnership with the United States is vitally significant for Germany and for stability in Europe. This maxim applies to the past and it holds equally true for the future.

Book excerpt: This study examines the continuities and changes in the security policies of the newly reunified Germany, and provides background for American policy makers and strategists concerned with questions about Germany's future. Germany's actions in the year and a half since unification have been less than reassuring for American statesmen. In the Gulf War, Germany refused to participate militarily in the American led coalition on constitutional grounds. Then in December of 1991, Germany refused to go along with the policies of the United States and its major European allies linking recognition of Yugoslavian republics to an overall settlement of the civil war in that country. In pursuing these initiatives, Germany demonstrated that it no longer occupied the position of junior partner to the United States in the foreign policy field and that it had national security policies of its own to pursue which were sometimes more European than Atlantic oriented. This attitude unjustifiably alarmed many American and European statesmen who had grown comfortable with the passive policies of the West German government and the constraints that the cold war had built into the European security system. The year 1989 marked the end of the cold war and forces Germany to contend with global responsibilities and influence that it has not had to contend with since 1945 using the statecraft that it has evolved since that time. This study covers the historical development of the present political culture, the sources of change in Germany, and a case study of the Yugoslavian conflict.
