Book excerpt: As the ecosystem-based trend in fisheries management continues to be implemented worldwide, a thorough background of this new management approach and resulting implementation strategies is needed. Ecosystem-Based Fisheries Management in the Western Pacific presents a full picture of the process changes used in switching from target species based management to EBFM, using a region that is at the forefront of this widely accepted movement. Ecosystem-Based Fisheries Management in the Western Pacific is the outgrowth of a series of three workshops convened by the Western Pacific Regional Fishery Management council. The book follows the logical approach of each workshop, beginning with an assessment of the current state of fisheries management, transitioning through the data sources and modeling systems used to advance EBFM, and ending with practical methodologies for more thorough global implementation in the future. Contributed by experts from the Pacific regions as well as the UK and Non-pacific States, this book is one of the first available compendiums on this important movement and will be applicable to fisheries scientists and researchers, fisheries managers, policy makers, and social scientists worldwide

Book excerpt: 'The litany of world fishery failures shows that reform of fisheries governance and institutions is essential. The valuable insights and applications in this book will be enormously useful for fishery regulators as they try to sustainably and profitably manage fish stocks, especially highly migratory species such as tuna.'- Quentin Grafton, Australian National UniversityElizabeth H. Petersen argues that economists and other social scientists are increasingly focusing their attention towards institutions (defined as humanly-devised rules) as critical determinants of economic, social and politic.

Available in PDF, EPUB and Kindle. Book excerpt: In anticipation of the UN Conference of the Law of the Sea taking place in 1973, Dr Kasahara and Dr Burke of the University of Washington first published North Pacific Fisheries Management earlier that year. The conference brought fishery territories to a global stage with delegates that may not be as informed about ocean issues as those previously making decisions. Therefore the Program of International Studies of Fishery Arrangements was created to explore the management of fisheries in specific regions. This study focusses on the North Pacific region and delves into the implications of a global regime, generic problems concerning fishery management, distribution and institutions as well as alternative arrangements that can be made to make the management of fisheries smoother. This title will be of interest to students of environmental studies and policy makers.

Book excerpt: The Law Library presents the complete text of the International Fisheries - Western and Central Pacific Fisheries for Highly Migratory Species (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 NMFS issues regulations under authority of the Western and Central Pacific Fisheries Convention Implementation Act (WCPFC Implementation Act) to implement decisions of the Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (Commission or WCPFC) on fishing restrictions related to the oceanic whitetip shark (Carcharhinus longimanus), the whale shark (Rhincodon typus), and the silky shark (Carcharhinus falciformis). The regulations apply to owners and operators of U.S. fishing vessels used for commercial fishing for highly migratory species (HMS) in the area of application of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (Convention). The regulations for oceanic whitetip sharks and silky sharks prohibit the retention, transshipment, storage, or landing of oceanic whitetip sharks or silky sharks, and require the release of any oceanic whitetip shark or silky shark as soon as possible after it is caught, with as little harm to the shark as possible. The regulations for whale sharks prohibit setting a purse seine on a whale shark and specify certain measures to be taken and reporting requirements in the event a whale shark is encircled in a purse seine net. This action is necessary for the United States to satisfy its obligations under the Convention, to which it is a Contracting Party. Book excerpt: The Law Library presents the complete text of the International Fisheries - Western and Central Pacific Fisheries for Highly Migratory Species - Fishing Restrictions and Observer Requirements (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 NMFS issues regulations under authority of the Western and Central Pacific Fisheries Convention Implementation Act (WCPFC Implementation Act) to implement certain decisions of the Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (WCPFC). Those decisions require that the members of the WCPFC, including the United States, take certain measures with respect to their purse seine fisheries in the area of competence of the WCPFC, which includes most of the western and central Pacific Ocean (WCPO). The regulations include limits on the number of days that may be fished, periods during which fishing may not be done on schools in association with fish aggregating devices (FADs), areas of high seas closed to fishing, requirements to retain tuna on board up to the first point of landing or transshipment, requirements to carry observers, and requirements to handle sea turtles in a specified manner. This action is necessary for the United States to satisfy its international obligations under the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (Convention), to which it is a Contracting Party. Available in PDF, EPUB and Kindle. Book excerpt: One of the most creative innovations of the international diplomatic community in the 20th century was its invention of the international regime, a wrote Douglas M. Johnston in his last major work published posthumously (The Historical Foundations of World Order: The Tower and the Arena, Nijhoff, 2008). While regimes often provide order and certainty and a consequent reduction in disputes and misunderstandings, regimes are driven by specific concerns. With diverse disciplinary backgrounds and perspectives, the distinguished contributors to this tribute follow a long tradition of scholarly inquiry into the governance, creation, operation, viability and maintenance of international regimes. Their contributions on ocean and environmental regimes as diverse as fisheries, ocean dumping, maritime security, seafarersa (TM) rights, or enhancement of marine environmental protection attest to the depth to which modern international law and the underlying international relations have been transformed into an international law of structured cooperation. This book includes biographical and bibliographic notes on Douglas M. Johnston
