Book excerpt: Of the more than 50 nations in Africa, the United States has the closest connection with the Republic of Liberia. This is not only because Liberia was founded in 1847 by freed men and former slaves from this country, but also because of the estimated 500,000 Liberians and Liberian descendants who live here. Liberian cities such as Monrovia and Buchanan were named for American Presidents. Most Americans are largely unaware of the long link between United States and Liberia. Liberia has been a major U.S. ally since World War II and into the Cold War, hosting U.S. communications facilities in the 1960s and 1970s, and has received extensive U.S. development assistance including post-war aid and Ebola aid to Liberia. The United States has also helped Liberia build its criminal justice sector and supported transitional justice efforts. U.S. has funded just over a quarter of the cost of United Nations Mission in Liberia (UNMIL) at a cost of about $106 million annually as of fiscal year 2016. The United States is a key provider of technical assistance to Liberia's national election commission including the International Foundation for Electoral Systems program funded by USAID and the U.N. Development Programme backed by nearly $12 million in mostly European Union funding under a multi-faceted project from 2015 to 2018. Our Government has a significant investment in Liberia on several fronts. The future direction of Liberia is important to the United States. We have a stake in the next government, building on the advances made in the democracy and governance under President Johnson Sirleaf, which followed the despotic rule of Charles Taylor, who was accused and convicted of war crimes and crimes against humanity as a result of his involvement in the Sierra Leone civil war from 1991 to 2002.

Book excerpt: Development is stagnated, and poverty is widespread in Liberia because the Legislature is weak, corrupt and greedy, thereby pursuing self-interested agenda at the detriment of the general public. The Judiciary is also corrupt and subservient to the Executive, which dominates and controls state resources. This writer explains why the Legislature and Judiciary are weak, corrupt, inefficient and ineffective. He proposes how these dormant branches of government could become more effective and robust to curb presidential dominance by upholding the principle of checks and balances in Liberia's democracy. He also argues that mass illiteracy leads electorates to electing incompetent legislators. The writer further points out that widespread illiteracy undermines most of the citizens' capacity to critically and rationally analyse National Policies. Hence, they usually fail to hold their legislators or government accountable. The writer maintains that to alleviate poverty and transform Liberia into a developmental state, the Legislature needs to assume its role by becoming robust, efficient and effective. It must promulgate pro-poor laws and policies intended to alleviate widespread poverty. This will engender national development. He concludes that the National Legislature, through prudent budgetary allocation, needs to promote infrastructural development, the right to food, equitable access to quality education, healthcare, safe drinking water, and public housing.

Book excerpt: Liberia, a small West African country that has been wracked by violence and civil war since 1989, seems a paradoxical place in which to examine questions of democracy and popular participation. Yet Liberia is also the oldest republic in Africa, having become independent in 1847 after colonization by an American philanthropic organization as a refuge for "Free People of Color" from the United States. Many analysts have attributed the violent upheaval and state collapse Liberia experienced in the 1980s and 1990s to a lack of democratic institutions and long-standing patterns of autocracy, secrecy, and lack of transparency. Liberia: The Violence of Democracy is a response, from an anthropological perspective, to the literature on neopatrimonialism in Africa. Mary H. Moran argues that democracy is not a foreign import into Africa but that essential aspects of what we in the West consider democratic values are part of the indigenous African traditions of legitimacy and political process. In the case of Liberia, these democratic traditions include institutionalized checks and balances operating at the local level that allow for the voices of structural subordinates (women and younger men) to be heard and be effective in making claims. Moran maintains that the violence and state collapse that have beset Liberia and the surrounding region in the past two decades cannot be attributed to ancient tribal hatreds or neopatrimonial leaders who are simply a modern version of traditional chiefs. Rather, democracy and violence are intersecting themes in Liberian history that have manifested themselves in numerous contexts over the years. Moran challenges many assumptions about Africa as a continent and speaks in an impassioned voice about the meanings of democracy and violence within Liberia.

The majority of Liberians still live below the poverty line, and the gap between the haves and have-nots is still very big. We need a president with innovative thinking, who represents a generational change, and who can bring the Liberian people together rather than divide us into tribes and partisans. We need a leader who believers that we are one people, indivisible, with unity and liberty and justice for all. We need a president who believes that the task of this generation is to preserve the government of the people, by the people, and for the people. We may never recover economically, or it may be very difficult for us to recover should the current administration win the next election or should we elect the wrong president. This is why I felt compelled to write this book as a caution to my fellow countrymen. We are at a crossroads in our history. The decision we will make in the 2023 presidential elections will determine our destiny. We can either choose a better and brighter future, or we can throw ourselves further backward. Our leaders of the past and most recent have been bankrupt in their thinking, and what we need now is a visionary and an energetic president backed by a group of leaders who believe in building a better Liberia than what our generation has inherited. When we do that, future generations will look back on us and say about us that this was the generation that rose up to the occasion and finally solved Liberia’s challenges. This is the time to restore democracy and integrity to the Liberian presidency. Please read this book, my fellow Liberians, and let us sit back and consider the consequences and implications of the 2023 presidential elections. As Americans will say, “This is the most consequential election.”

This book focuses on particular countries that have faced conflict (civil wars and genocide) and are now in the process of rebuilding their political, economic, social, and educational institutions. The countries that are addressed in the book include: Rwanda, Mozambique, Sierra Leone, Liberia, and the Democratic Republic of the Congo. In addition, there is a chapter that addresses the role of the African Diaspora in conflict and post-conflict countries that include Eritrea, Liberia, and Somalia. The book includes an examination of the various actors who are involved in post-conflict rebuilding and reconstruction that involves internal and external participants. For example, it is clear that the internal actors involve Africans themselves as ordinary citizens, members of local and national governments, and members of non-governmental organizations. This allows the reader to understand the agency and empowerment of Africans in post-conflict reconstruction. Various institutions are addressed within the context of the roles they play in establishing governance organizations such as the Truth and Reconciliation Commission in Sierra Leone, the African Union, chiefs in Liberia, and non-governmental organizations. Furthermore, the external actors who are involved in post-conflict reconstruction are examined such as international non-governmental organizations and the African Diaspora. They both have their own constituents and agendas and can and do play a positive and negative role in post-conflict reconstruction. It is obvious that countries that are addressed in the book are in dire need of financial assistant to rebuild much needed infrastructure that was destroyed during the conflict. All of the countries covered in the book need schools, medical facilities, roads, bridges, airports, ports, and the government does not have the money to provide these. This is where the international non-governmental organizations and the African Diaspora play an important role. The chapters that address these issues are cognizant of their importance and at the same time, the authors realize that sovereignty can be undermined if Africans are not in the forefront of policy and decision making that will determine their future. There are chapters that provide a gendered analysis of post-conflict when it is appropriate. For example, it is clear that women, men, boys, and girls experienced conflict in different ways because of their gender. They all participated in the conflict in various ways. Consequently, the efforts at peace building are given a gendered analysis in terms of what has happened to women and girls in the demobilization and rehabilitation period including an excellent analysis of land reform in Rwanda and how that affects women and members of a certain ethnic group that are often overlooked in the examination of the 1994 genocide. This book provides a very good contribution to the literature on conflict and post-conflict African countries because of its depth and the vast topics it embraces. It provides an analysis of the internal and external actors, the role of gender in post-conflict decision making, and it provides the voices of ordinary Africans who were affected by the conflict, and who are determined to live productive lives.
