It challenges the hypothesis investigated by the Cities and Fragile States research stream of the Crisis States Research Centre that (capital) cities constitute ideal sites for reconstruction and peace-building. It argues that the very concentration of post-conflict reconstruction in Beirut's Central District pursuing a profit-oriented urban development strategy alongside the failure to cater to and integrate the city's periphery and hinterland led to a loss of government legitimacy and credibility among its citizens and weakened state control in the marginalized regions. This allowed para-state actors (Hezbollah) to use reconstruction politics as a means to achieve territorial domination and to establish powerful autonomous governance structures outside the reach of the weak state institutions. Such developments later empowered these actors to challenge the authority of the central government by initiating the 2006 war against Israel and occupy central areas in Beirut in an attempt to reclaim the capital city and to seize power over government institutions thus perpetuating the country's fragility.

Hybrid Political Order and the Politics of Uncertainty is the first book to critically and comprehensively explore the parallels between the country’s engagement with the recent Syrian refugee influx and the more protracted Palestinian presence. Drawing on fieldwork, qualitative case-studies, and critical policy analysis, it questions the dominant idea that the haphazardness, inconsistency, and fragmentation of refugee governance are only the result of forced displacement or host state fragility and the related capacity problems. It demonstrates that the endemic ambiguity that determines refugee governance also results from a lack of political will to create coherent and comprehensive rules of engagement to address refugee ‘crises.’ Building on emerging literatures in the fields of critical refugee studies, hybrid governance, and ignorance studies, it proposes an innovative conceptual framework to capture the spatial, temporal, and procedural dimensions of the uncertainty that refugees face and to tease out the strategic components of the reproduction and extension of such informality, liminality, and exceptionalism. In developing the notion of a ‘politics of uncertainty,’ ambiguity is explored as a component of a governmentality that enables the control, exploitation, and expulsion of refugees. The Syrian crisis and its political, economic and demographic consequences on Lebanon have increased these tensions. This atlas sheds light on these new challenges and adds new data that complete the analyses already published in the Atlas du Liban. Territoires et société (Atlas of Lebanon. Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion. Does heterogeneity - clude a stable democracy? Throughout history, ethnic, linguistic, or religious homogeneity whether by circumstance, coercion, or choice, has seemingly been conducive to democracy. In France, democracy was established after the impo- tion of religious uniformity and the revocation of the Edict of Nantes. The United States pulled in immigrants who renounced their original affiliations to forge a new identity in a newly born state. Still, defying assumptions, democracies have emerged in heterogeneous states such as the Swiss Confederation, the Successor States of the Holy Roman Empire and, later, those carved out of the previous colonial empires. One common feature is the failure of – often violent – attempts to enforce homogeneity, or the lack of any such attempt in the first place. In the course of time, these divided societies have learned to live in diversity, to pacify their differences, and to find a path - wards peace or at least accommodation. In sum, they went beyond forms of se- rating powers to sharing power. Whether defined by ethnicity, language, religion, or even ideology, communities agreed to a pact on participating in a joint gove- ment based on proportional or even equal representation. It is noteworthy that political systems based on power-sharing were long marg- al in mainstream political science which laid an emphasis on democratic tran- tions in homogeneous societies and on socio-economic or cultural prerequisites that facilitate the rise of democracy.
