Book excerpt: The interaction between politics and administration has generally been ignored by students of bureaucracy. Ezra N. Suleiman, however, views the French bureaucracy as a dynamic and integral part of the French political system. Using survey data as well as historical and contemporary sources, he concentrates on the highest officials and examines their relationships with both the political sector and the society. After identifying the place of the state in French society the author deals with the recruitment of higher civil servants, using comparative data to explain why the high social origins of French civil servants have remained constant. His investigation of the important institutional mechanisms of the central administration stresses that even a centralized and powerful bureaucracy must be seen as a complex of institutions rather than as a monolithic organization. Finally the author deals with the relations of the higher civil servants with other groups in society and with the regime of the Fifth Republic. Originally published in 1974. Mark S. Bell argues that nuclear weapons are useful for more than deterrence. They are leveraged to pursue a wide range of goals in international politics, and the nations that acquire them significantly change their foreign policies as a result. Closely examining how these effects vary and what those variations have meant in the United States, the United Kingdom, and South Africa, Bell shows that countries are not generically "emboldened"—they change their foreign policies in different ways based on their priorities. That ability to respond effectively to these issues depends largely on the institutional choices of each of these newly democratizing countries. With critics of national political institutions in the United States arguing that the American separation-of-powers system promotes ineffectiveness and policy deadlock, many question whether these countries should emulate American institutions or choose parliamentary institutions instead. The essays in this book fully examine whether parliamentary government is superior to the separation-of-powers system through a direct comparison of the two. In addressing specific policy areas—such as innovation and implementation of energy policies after the oil shocks of 1970, management of societal cleavages, setting of government priorities in budgeting, representation of diffuse interest in environmental policy, and management of defense forces—the authors define capabilities that allow governments to respond to policy problems. Do Institutions Matter? includes case studies that bear important evidence on when and how institutions influence government effectiveness.
