Book excerpt: An Investment Framework for Nutrition: Reaching the Global Targets for Stunting, Anemia, Breastfeeding, and Wasting estimates the costs, impacts, and financing scenarios to achieve the World Health Assembly global nutrition targets for stunting, anemia in women, exclusive breastfeeding and the scaling up of the treatment of severe wasting among young children. To reach these four targets, the world needs US$70 billion over 10 years to invest in high-impact nutrition-specific interventions. This investment would have enormous benefits: 65 million cases of stunting and 265 million cases of anemia in women would be prevented in 2025 as compared with the 2015 baseline. In addition, at least 91 million more children would be treated for severe wasting and 105 million additional babies would be exclusively breastfed during the first six months of life over 10 years. Altogether, achieving these targets would avert at least 3.7 million child deaths. Every dollar invested in this package of interventions would yield between US$4 and US$35 in economic returns, making investing in early nutrition one of the best value-for-money development actions. Although some of the targets—especially those for reducing stunting in children and anemia in women—are ambitious and will require concerted efforts in financing, scale-up, and sustained commitment, recent experience from several countries suggests that meeting these targets is feasible. These investments in the critical 1000-day window of early childhood are inalienable and portable and will pay lifelong dividends—not only for children directly affected but also for us all in the form of more robust societies—that will drive future economies.

Book excerpt: This book’s main hypothesis is that Egypt’s large food subsidy system has been ineffective in reducing undernutrition; in fact, it may have contributed to sustaining and even aggravating both nutrition challenges. For a long time, the subsidy system provided only calorie-rich foods, at very low and constant prices and with quotas much above dietary recommendations. This system has created incentives to consume calorie-overladen and unbalanced diets, increasing the risks of child and maternal overnutrition and, at high subsidy levels, the risk of inadequate child nutrition. Moreover, the large public budget allocated to the food subsidies is unavailable for possibly more nutrition-beneficial spending, such as for child and maternal nutrition-specific interventions. The authors’ findings consistently suggest that—in addition to the well-known economic rationale for reforming the Egyptian food subsidy system—there are strong reasons to reform food subsidies due to nutrition and public health concerns. A fundamental food subsidy reform process has been under way since June 2014. The already-implemented changes can be expected to have reduced some incentives for overconsumption and may have positive dietary effects. However, further major reform efforts are needed to transform the current subsidy system into a key policy instrument in the fight against malnutrition. The findings of this book should be valuable to policy makers, analysts, development partners, and others concerned with improving food security and promoting healthy nutrition in Egypt and other developing countries with large social protection programs.

The paper attempts to explain the level of inequality in an effort to disentangle those factors that derive from household abilities from those factors that derive from local opportunities. Inside Inequality in the Arab Republic of Egypt provides some initial elements that could explain the apparent mismatch between inequality measured with household surveys and inequality aversion measured by values surveys. This is a particularly important and timely topic to address in light of the unfolding developments in the Arab region. Book excerpt: A provocative analysis of the roots of Egypt’s housing crisis and the ways in which it can be tackled Along with football and religion, housing is a fundamental cornerstone of Egyptian life: it can make or break marriage proposals, invigorate or slow down the economy, and popularize or embarrass a ruler. Housing is political. Almost every Egyptian ruler over the last eighty years has directly associated himself with at least one large-scale housing project. It is also big business, with Egypt currently the world leader in per capita housing production, building at almost double China’s rate, and creating a housing surplus that counts in the millions of units. Despite this, Egypt has been in the grip of a housing crisis for almost eight decades. From the 1940s onward, officials deployed a number of policies to create adequate housing for the country’s growing population. By the 1970s, housing production had outstripped population growth, but today half of Egypt’s one hundred million people cannot afford a decent home. Egypt's Housing Crisis takes presidential speeches, parliamentary reports, legislation, and official statistics as the basis with which to investigate the tools that officials have used to ‘solve’ the housing crisis—rent control, social housing, and amnesties for informal self-building—as well as the inescapable reality of these policies’ outcomes. Yahia Shawkat argues that wars, mass displacement, and rural–urban migration played a part in creating the problem early on, but that neoliberal deregulation, crony capitalism and corruption, and neglectful planning have made things steadily worse ever since. In the final analysis he asks, is affordable housing for all really that hard to achieve?

In Crisis and Class War in Egypt, Sean F. McMahon critically analyses Egypt's recent political history. He argues that the so-called 'revolution' was the appearance of capital's destruction of the value of the Egyptian working class and an existential crisis for capital. In response, productive capital in the form of the military used, disposed of and replaced its junior partners in governing; first the predatory capital of the Mubarak state with the commodity capital of the Muslim Brotherhood, and then commodity capital with the finance capital of the Gulf Cooperation Council. These reconfigurations have been expressed in all manner of reactionary governmental arrangements including constitutions, legislation and currency reform.
