Book excerpt: This report identifies potential reforms that ADB could support to reduce governance vulnerabilities as Nepal transitions to a new federal system of government. With the adoption of its new constitution on 20 September 2015, Nepal became a federal democratic republic. Since then, the country's transition from a unitary system of government to the new federal system has been ongoing and remains a challenging process. The report examines the evolving institutional arrangements, challenges, and governance risks for the sectors in which ADB operates. It also identifies potential reform measures that ADB could support to help address these governance risks. The report aims to contribute to the preparation of ADB's 2020-2024 country partnership strategy for Nepal.

Book excerpt: Paradise Lost examines the state-society relationships in Nepal and demonstrates that the nature of the state, disjuncture between the state and the society, and the rupture of the ideological hegemony of the ruling class of Nepal have created a situation where existing institutional frameworks are disintegrating and the state is rapidly unraveling. Dr. Ali Riaz and Dr. Subho Basu analyze the roles of ethnicity, identity, and deprivation, in engendering discontent and the rise of the Maoists as a formidable political force. Mindful of the geo-strategic importance of the country, this book contextualizes these domestic developments within the post-9/11 global world. Jointly authored by a political scientist and a historian this book brings together structural and historical perspectives. Written in an engaging language, Paradise Lost? will appeal to political scientists, historians, sociologists, and those interested in current affairs.

Available in PDF, EPUB and Kindle. Book excerpt: A treasury single account (TSA) is an essential tool for consolidating and managing governments’ cash resources, thus minimizing borrowing costs. In countries with fragmented government banking arrangements, the establishment of a TSA should receive priority in the public financial management reform agenda. Drawing on the lessons of the Fund’s work in several countries in establishing a TSA, this paper explains its concept, essential features, and potential benefits. It also presents alternative models and approaches for designing a TSA that take into account specific country contexts as well as the preconditions and desirable sequencing for its successful implementation. Finally, the paper includes country examples from different regions in support of the analysis and recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: "While there is extensive knowledge about how to design fiscal decentralization policies, considerably less is understood about how a decentralization program should be sequenced and implemented. Countries embarking on decentralization often struggle with decisions about the essential components of decentralization, including the order of an introduction of decentralization policies, the number of years necessary to bring a full program on line, and the components of the transition strategy. The authors argue that the sequencing of decentralization policies is an important determinant of its success. The consequences of a poorly sequenced decentralization program can range from minor delays and complications to ineffectiveness and subsequent failing support of decentralization efforts, macroeconomic instability, and fundamental failure in public sector delivery. At a minimum, the strategy of "making it up as we go" will not lead to the same structure of decentralization as will a planned strategy. The paper raises two questions: First, is there an optimal sequencing for decentralization policies and implementation? The answer is that there is, and that following these sequencing rules can reduce the costs and risks of implementing fiscal decentralization. Second, to what extent do countries follow these optimal sequencing rules? The answer is, in general, they do not. The gap between theory and practice is a result of the complexity of sequencing design, which discourages fiscal planners from implementing the full process. In addition, sequencing requires a sustained discipline and vision for its implementation, as well as overcoming pressures from political actors, especially in developing countries. Book excerpt: This paper discusses the impact of the rapid adoption of artificial intelligence (AI) and machine learning (ML) in the financial sector. It highlights the benefits these technologies bring in terms of financial deepening and efficiency, while raising concerns about its potential in widening the digital divide between advanced and developing economies. The paper advances the discussion on the impact of this technology by distilling and categorizing the unique risks that it could pose to the integrity and stability of the financial system, policy challenges, and potential regulatory approaches. The evolving nature of this technology and its application in finance means that the full extent of its strengths and weaknesses is yet to be fully understood. Given the risk of unexpected pitfalls, countries will need to strengthen prudential oversight.

Book excerpt: Political corruption adversely affects the efficiency and effectiveness of governments, slows the rate of economic development and poisons public attitudes towards the legitimacy of the state. Affecting governmental and non-governmental organizations, developed and developing nations and millions of people's lives, it is a subject of great interest to students from a wide variety of academic disciplines. Using a concise, comparative approach based on original case studies Political Corruption in Comparative Perspective: Sources, Status and Prospects provides context and clarity on this complex problem. Cases analysed include countries and organizations as diverse as the United States, Brazil, Russia, China, Israel, India, Pakistan, NGOs and the United Nations. International contributors discuss the historical background of political corruption in a particular country, region or organization and focus on the causes and consequences of that corruption before offering overviews and opinion on how the problem might be addressed. The range of cases used ,each contributor's depth of knowledge and consistency of style applied throughout ensures that Political Corruption in Comparative Perspective: Sources, Status and Prospects is an important addition to the debate and fills a significant gap between academic study and general public knowledge of a truly global problem.

Available in PDF, EPUB and Kindle. Book excerpt: Discussions on sexuality in the South Asian context have tended to focus largely on men`s preoccupations through notions such as `semen-anxiety`. Another restrictive framework is the excessive importance ascribed to religion in everyday life. The result has been a rather narrow debate on sexuality. By providing accounts of a myriad sites and meanings of sexuality, this remarkable volume broadens the debate on sexuality in South Asia. It combines perspectives from history, anthropology, and cultural and literary studies to provide an interdisciplinary exploration of the cultures of, and the multiple meanings and contestations that gather around, masculinities and sexualities. The collection is unique in the breadth of its theoretical concerns; its focus on hitherto marginalized sexual identities; and its novel juxtapositions of analyses of colonial discourses with those of postcolonised modernity.
