The `Crimean War' was much more than a series of battles in the Crimea. One of the most neglected aspects has been the naval campaign in the Pacific Ocean - as highlighted in this full-scale survey, which brings out the involvement of China and Japan. The campaign took a joint British and French squadron from Chile to Kamchatka, to be defeated in battle at Petropavlovsk - where the British Admiral committed suicide. Despite their victory, the Russians withdrew from all their Pacific coastal settlements, and the British and French concentrated on searching for the mouth of the Amur River, thought to be a Russian base. The Russians in turn also concentrated there, in order to build a base, sending repeated expeditions along the river. Both China, who claimed to rule along the Amur, and Japan, only just `opened up' by Commodore Perry's expedition, were involved - indeed, the British used a Japanese port as their advanced base. The United States had only recently reached the Pacific coast and several Americans had their eyes on Russian Alaska and Hawaii as territories for future acquisitions. All this meant the Allies hadto tread very delicately in Pacific waters. The war in Europe ended before a decisive action could take place in the Pacific. Ironically, having lost in the fighting, the Russians ended with a great advance in their territory.

It explores how the development of Khoqand as a regional power and its involvement with the khoja-cause impacted on Qing policy towards Xinjiang (Eastern Turkestan) and the consolidation of the north-western frontier. Focussing on the Altishahr region, it illustrates how, a notion of border defined by geography, politics and military logistics began to replace the earlier open and more fluid notion of frontier in Qing political thinking. It suggests that these developments presaged a transition from empire to nation-state long before the upheavals of the late 19th century.

Book excerpt: "This book is the first analytical treatment in any language of the “most durable ‘sino–foreign’ institution in modern Chinese history.” It traces the beginnings of a Russian-Orthodox presence in Peking several decades back before the commonly held date of its origin. It also shows how the news of the plight of prisoners from the Russian fortress of Albazin (taken by the Ch’ing in 1685) was transmitted back to Russia, and how the indecisiveness of the official Russian response colored the entire subsequent history of the mission. The chapters on the Orthodox missionary life in Peking and on the institutions of the mission provide us with new insight into life in the Ch’ing capital. The tentative beginnings of Russian scholarly and scientific interest in Chinese matters, an outgrowth of the missionary presence in Peking, are also discussed. The book tackles an especially difficult case, for by ordinary standards the Russian ecclesiastical mission was a failure, not a success. The monks and students were an unruly lot, the mission itself never functioned as a full diplomatic institution, and the Chinese frequently treated the missionaries with neglect or disdain.
