Available in PDF, EPUB and Kindle. Book excerpt: During the past two or three decades structural change in the Australian financial system has been rapid. The system has grown substantially in assets and volumes of activity, has become much more open and competitive, and has undergone some significant shifts in market shares. There has also been much innovation in financial products and delivery systems. In analysing these historical trends a useful distinction can be made between two major parts of the financial system: the financial intermediaries (or credit institutions), of which banks form the largest part; and the funds managers, typified by superannuation funds and unit trusts. Although the overlaps between these two institutional groupings are increasing, their historical trends have been driven by rather different forces. [...] Notwithstanding the historical differences between the two sectors, there have been increasing areas of overlap between them. For example, banks have become more active in funds-management business through subsidiaries, and funds-management institutions have become more active in areas of traditional bank business such as mortgage lending. These developments pose a challenge for regulators as to where are the appropriate regulatory boundaries between the different groups of institutions.

Book excerpt: This paper traces the evolution of the Australian financial system from 1788 to the current day showing how institutions have evolved to meet the changing needs of the economy. Governors in the earliest periods struggled with an inappropriate legal and regulatory structure; and the economy suffered from major fluctuations in financial flows. By the later part of the nineteenth century the institutional and legal structure was more stable but the system was shocked in the 1880s and '90s by an asset price bubble (fed by financial exuberance and large capital inflows) which burst and provoked a depression. This experience was similar to the current global financial crisis. While the 1890s crisis was a private sector failure, Australia's 1930s experience was caused by a major build-up in public debt, largely borrowed offshore, which could not be serviced. The private financial institutions had few problems. The subsequent period from 1940 through to 1980 then saw heavy repression of finance. This helped pay down government debt at the expense of private savers, but proved unsustainable as finance moved around the regulatory net and controls became progressively less effective. The breakdown of the global system of fixed exchange rates made Australia's position untenable. The financial system was liberalized during the eighties, re-opening the economy to large capital inflows and forcing it to adjust to a fluctuating exchange rate. So far the experiment has worked well. The system appears to be stronger, more diversified, and more resilient than in the past.

Book excerpt: This study examines the impact of British capital flows on the evolution of capital markets in four countries - Argentina, Australia, Canada, and the United States - over the years 1870 to 1914. In substantive chapters on each country it offers parallel histories of the evolution of their financial infrastructures - commercial banks, non-bank intermediaries, primary security markets, formal secondary security markets, and the institutions that provide the international financial links connecting the frontier country with the British capital market. At one level, the work constitutes a quantitative history of the development of the capital markets of five countries in the late nineteenth century. At a second level, it provides the basis for a useable taxonomy for the study of institutional invention and innovation. At a third, it suggests some lessons from the past about modern policy issues.

Available in PDF, EPUB and Kindle. Book excerpt: The Global Financial Crisis of 2008-09 has forced governments across the world to rethink the financial regulatory system. In Australia too, the Financial System Inquiry or Murray Inquiry (2014) considered the post-Wallis Inquiry (1997) scenario and examined, among others, the financial regulatory architecture and its adequacy to meet the changing needs of the economy. As the Australian government is still considering the regulatory changes suggested by the Murray Inquiry it is appropriate time to reflect on the evolution of Australian financial regulation. The present paper (a) provides a historical account of the evolution of the Australian financial regulatory system (b) examines whether the regulatory reforms proposed by the Wallis Inquiry achieved the set objectives (c) discusses the new regulatory approach proposed by the Murray Inquiry and (d) analyses the adequacy of Murray recommendations to meet the desired public policy objectives.

Available in PDF, EPUB and Kindle. Book excerpt: The appropriate level of bank capital and, more generally, a bank’s capacity to absorb losses, has been at the core of the post-crisis policy debate. This paper contributes to the debate by focusing on how much capital would have been needed to avoid imposing losses on bank creditors or resorting to public recapitalizations of banks in past banking crises. The paper also looks at the welfare costs of tighter capital regulation by reviewing the evidence on its potential impact on bank credit and lending rates. Its findings broadly support the range of loss absorbency suggested by the Financial Stability Board (FSB) and the Basel Committee for systemically important banks.
