Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. Hurricane Katrina, in Aug. 2005, was the costliest hurricane as well as one of the five deadliest storms in U.S. history. It caused extensive destruction along the Gulf coast from central Florida to Texas. Some 22,000 Active-Duty Army personnel assisted with relief-and-recovery operations in Mississippi and Louisiana. At the same time, all 50 states sent approx. 50,000 National Guard personnel to deal with the storm¿s aftermath. Because the media coverage of this disaster tended toward the sensational more than the analytical, many important stories remain to be told in a dispassionate manner. This study offers a dispassionate analysis of the Army¿s response to the natural disaster by providing a detailed account of the operations in Louisiana and Mississippi.

Book excerpt: The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

Book excerpt: The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

Book excerpt: This book recounts an unique chapter in the National Guard's efforts to keep America's borders secure. Starting in June 2006 and lasting until July 2008, Operation Jump Start exhibited unprecedented cooperation and teamwork among federal agencies engaged in protecting the homeland. The U.S. Customs and Border Protection, the U.S. Border Patrol and the National Guard created a cooperative, operational environment that will endure as an example on how to do things right. Based in Arizona, California, New Mexico and Texas, the Operation's mission was not to close the nation's border with Mexico but to make it more secure for legal immigration and commerce. By the time Operation Jump start ended, criminal activities of all types had declined along the border, and physical improvements made by Guard engineers along the border seemed certain to reduce illegal activities for the forseeable future.

This book was released on 2006-10-30 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: History has often confirmed that it is not superior weapons but superior organizations that are the most effective factor in achieving military success. In light of this consideration, Kevin D. Stringer's new work proposes how the U.S. military can best be restructured to conduct military operations other than war (as they are known in doctrinal terms).. Such reform is central to meeting the demands of homeland defense and smaller-scale contingencies, including nation-building and stability operations. Foreign military formations present models for peace operations, irregular warfare, and other missions, as well as counterterrorism, law enforcement, and border control. The models considered — drawn from tactical units in Britain, Denmark, Germany, Israel, Norway, Rhodesia, Russia, and Switzerland — are selected as best practice examples for transforming the U.S. Armed Forces for future missions both at home and abroad. The author describes the categories of military operations other than war in the context of force structure requirements for homeland defense and irregular warfare. Each chapter aligns foreign tactical organizations with these military operations to identify appropriate formations to enhance the U.S. Army. This issue of future organizational structure is crucial to the debate over the Quadrennial Defense Review, the Pentagon report to Congress on emerging threats, and the future role of the National Guard. Changes in existing force structure will have significant implications for the conduct of stabilization operations in Iraq and Afghanistan as well as responses by the active and Reserve components to domestic emergencies.
