Book excerpt: This paper offers a comparative study of the evolution of employment systems in the U.S. and Japan, using a game-theoretic framework in which an employment system is viewed as an equilibrium outcome of the strategic interactions among management, labor, and government. The paper identifies parallel institutional developments in large manufacturing firms in the U.S.and Japan during the first three decades of this century. In both countries, employment relations evolved from ones governed by simple, short-term contracts with individual bargaining toward employer paternalism' characterized by implicit, long-term contracts and company-wide employee representation.The paper then documents the subsequent processes of bifurcation. While Japan continued down the same path during the 1930s, the U.S. witnessed the breakdown of implicit contracts during the Great Depression, which eventually led to an endogenous hange in the legal framework. The paper describes how the two institutional paths further diverged during WWII under wartime regulations, and explains why Japan's trajectory did not converge to the American system despite the legal reforms in Japan under U.S. occupation. By the early 1960s, explicit, elaborate, and legally enforceable employment contracts and industrial unionism had developed in large U.S. manufacturing firms, whereas implicit, ambiguous, and self-enforcing employment contracts and enterprise unionism had emerged in their Japanese counterparts

The author argues that, although by the 1920s labor relations had reached a stage that foreshadowed postwar development, it was not until the 1940s and 1950s that something closely akin to the contemporary pattern emerged. The central theme is that the ideas and actions of the workers, whether unionized or not, played a vital role in the shaping of the system. This is the only study in the West that demonstrates how Japanese workers sought to change and to some extent succeeded in changing the structure of factory life. Managerial innovations and the efforts of state bureaucrats to control social change are also examined. The book is based on extensive archival research and interviewing in Japan, including the use of numerous labor-union publications and the holdings of the prewar elite’s principal organization for the study of social issues, the Kyochokai, both collections having only recently been catalogued and opened to scholars. This is an intensive look at past developments that underlie labor relations in today’s Japanese industrial plants."

The UK industrialized over two centuries, and then started to de-industrialize in the late 1960s. Today, the most rapid developers experience aspects of industrialization and de-industrialization simultaneously. It is no longer clear that industrialization offers the path of growth it once did; industrialization has become 'thin.' Demographic and social challenges that earlier developers faced sequentially now come at the same time. Rapid growers experience compression most acutely, but the spatial and temporal fusing of past and present is widespread, affecting high-, middle-, and lower-income countries alike. Timing refers to the differences in historical periods in which development takes place. The geopolitical, institutional and technological environment for countries recently integrated into the global economy has been vastly different from that of the preceding postwar decades of 'embedded liberalism,' although it does contain echoes of the 'first globalization' and 'first financialization' a century ago. The first era of liberalism did not end well, and the second is similarly foundering on the rocks of nationalism and protectionism, as it is being battered by a global pandemic. The authors propose an interdisciplinary conceptual framework based on co-evolving state-market and organization-technology dyads, which will help readers make sense of contemporary development across multiple societies, sectors and geographies, and provide a template for historical comparison.
